This AD was prompted by a report of a crack found in the inboard boom of the left- hand frame at fuselage station (STA) 17011. A Notice of Intent to prepare an Environmental Impact Statement was published in the Federal Register Vol. 78, No. 248, Thursday, December 26, 2013, to advise the public that the FAA would prepare an EIS analyzing the potential environmental impacts of the proposed Shiloh Launch Complex. Space Florida had indicated an intent to submit an application to the FAA to request approval to operate a commercial space launch site, called the ``Shiloh Launch Complex'' in Brevard and Volusia Counties, Florida, triggering the requirement to comply with the National Environmental Policy Act. The FAA is issuing this notice to advise the public that Space Florida is conducting further analysis of the proposed site and the FAA will no longer prepare an EIS for this proposed project, at this time. If Space Florida decides to reinitiate the project, the FAA will release a new Notice of Intent for this project.

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on January 22, 2020. The collection involves information related to Extended Operations of Multi Engine Airplanes. A final rule published on January 16, 2007 codified previous practices that permitted certificated air carriers to operate two-engine airplanes over long range routes. The FAA uses this information collection to ensure that aircraft for long range flights are equipped to minimize diversions, to preclude and prevent diversions in remote areas, and to ensure that all personnel are trained to minimize any adverse impacts of a diversion.

This action amends the Class E surface area, Class E airspace extending upward from 700 feet above the surface and creates Class E airspace as an extension to the Class E surface area at Battle Mountain Airport, Battle Mountain, NV. After establishment of a new area navigation (RNAV) procedure and review of the airspace, the FAA found it necessary to amend the existing airspace and establish new controlled airspace for the safety and management of Instrument Flight Rules (IFR) operations at this airport. This action also removes a reference to the Battle Mountain VORTAC from the legal description for the Class E airspace extending upward from 700 feet.

Amendment of Jet Route J-37 in the Vicinity of Atlanta, GA

This action amends Jet Route J-37 in the vicinity of Atlanta, GA, by removing the route segment between the Montgomery, AL, VHF Omnidirectional Range (VOR)/Tactical Air Navigation (VORTAC) and the Lynchburg, VA, VOR/Distance Measuring Equipment (VOR/DME) navigation aids. The route segment was recently removed from the jet route effective January 30, 2020, and then inadvertently added back to the jet route the following chart cycle, effective March 26, 2020. Subsequent to the publication of the rule that added the route segment back to J-37, the FAA identified the error and is taking this action to correct it by removing the route segment as it was in January 2020 in support of the Northeast Corridor Atlantic Coast Route Project.

This proposed AD would require initial and repetitive borescope inspections (BSIs) of the IPC shaft assembly and, depending on the results of the inspection, replacement of the IPC shaft assembly with a part eligible for installation. The FAA Form 8310-3, Application for Repair Station Certificate and/or Ratings captures information such as, but not limited to; official name of repair station, location where business is conducted, official mailing address, any doing business as name, changes in ratings, or if initial certification, ratings sought, changes in location or housing and facilities, change in name or ownership, or any other purpose for which the applicant requests, including a request for approval to contract maintenance functions to outside entities. Special Conditions: Delta Flight Products, Boeing Model No. 757-200 Series Airplane; Seats With Non-Traditional, Large, Non-Metallic Panels

These special conditions are issued for the Boeing Model No. 757-200 series airplane. This airplane, as modified by Delta Flight Products, will have novel or unusual design features when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. This design feature includes seats with large, non-traditional, non-metallic panels on Boeing 757-200 series airplanes. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

This action amends the Class E airspace by adding a designated surface area at Bend Municipal Airport, Bend, OR. This airspace area is designed to enhance safety at the airport by providing controlled airspace to the surface. This action also establishes an airspace area designated as an extension to a Class D or Class E surface area. This area is designed to contain aircraft on instrument approaches when they descend below 1,000 feet above the surface. Additionally, this action amends the airspace area extending upward from 700 feet or more above the surface. Amendments to this airspace area are designed to properly contain arriving and departing IFR aircraft.
