The Coal Markets Reporting System (CMRS) consists of 5 surveys including, Form EIA-3 Quarterly Survey of Non- Electric Sector Coal Data, Form EIA-7A Annual Survey of Coal Production and Preparation, Form EIA-8A Annual Survey of Coal Stocks and Coal Exports, Form EIA-6 Emergency Coal Supply Survey (Standby), and Form EIA-20 Emergency Weekly Coal Monitoring Survey for Coal Burning Power Producers (Standby). The CMRS collects data on U.S. coal production, quality, consumption, receipts, stocks, and prices.

EIA submitted an information collection request for extension as required by the Paperwork Reduction Act of 1995. The information collection requests a three-year extension with changes to its Petroleum Supply Reporting System (PSRS), OMB Control No. 1905-0165. The PSRS consists of six weekly surveys that make up the Weekly Petroleum Supply Reporting System (WPSRS), eight monthly surveys, and one annual survey. The weekly petroleum and biofuels supply surveys collect data on petroleum refinery operations, blending, biofuels production, inventory levels, imports of crude oil, petroleum products, and biofuels from samples of operating companies. The monthly and annual petroleum and biofuels supply surveys collect data on petroleum refinery operations, blending, biofuels production, natural gas plant liquids production, inventory levels, imports, inter-regional movements, and storage capacity for crude oil, petroleum products, and biofuels.

EIA requests a three-year extension, with changes to the Electric Power & Renewable Electricity Surveys (EPRES) as required under The Paperwork Reduction Act of 1995. The EPRES consists of nine surveys, including annual, monthly and a daily survey. These surveys collect data from entities involved in the production, transmission, delivery, and sale of electricity, and in maintaining the reliable operation of the power system. The data collected are the primary source of information on the nation's electric power system. The renewable energy survey collects information on the manufacture, shipment, import, and export of photovoltaic cells and modules, and is the primary national source of information on these topics.

EIA submitted an information collection request for extension as required by the Paperwork Reduction Act of 1995. The information collection requests a three-year extension with changes to Form FE- 746R, ``Natural Gas Imports and Exports,'' OMB Control Number 1901- 0294. The information collection request supports DOE's Office of Fossil Energy (FE) in gathering critical information on the U.S. trade in natural gas, including liquefied natural gas (LNG). The data are used to monitor natural gas trade, assess the adequacy of U.S. energy resources to meet near and longer term domestic demands, and support various market and regulatory analyses done by FE.

EIA requests a three-year extension with changes to the information collection EIA- 882T, ``Generic Clearance for Questionnaire Testing and Research.'' This collection allows EIA to conduct field testing of pilot surveys, cognitive interviews, respondent debriefings, usability interviews, field tests, focus groups, pretesting of questionnaires and evaluate the quality of the data collected on EIA survey forms.

The information collection requests a three-year extension with no changes of Form NWPA-830G, ``Standard Contract for Disposal of Spent Nuclear Fuel and/ or High-Level Radioactive Waste,'' Appendix G, under OMB Control Number 1901-0260. Form NWPA-830G, ``Appendix GStandard Remittance Advice for Payment of Fees'' (including Annex A to Appendix G), which is part of the Standard Contract collects information concerning a company's quarterly payments into the Nuclear Waste Fund of ongoing fees for spent nuclear fuel disposal. Form NWPA-830G, is a mandatory form that serves as the source document for entries into DOE accounting records to transmit data from purchasers to DOE concerning payment of the Spent Nuclear Fuel Disposal Fee into the Nuclear Waste Fund. Although the Department of Energy determined that, effective May 16, 2014, the Spent Nuclear Fuel Disposal Fee is 0.0 mills per kWh, it has (through its Office of the General Counsel) directed EIA to continue activities associated with the collection and verification of net electricity generation data and estimation of the spent nuclear fuel disposal fees that would otherwise accrue from this generation.

EIA requests a three-year extension, with changes, to the Oil and Gas Reserves System Survey Program as required by the Paperwork Reduction Act of 1995. This survey system includes: Form EIA-64A, Annual Report of the Origin of Natural Gas Liquids Production; Form EIA-23L, Annual Report of Domestic Oil and Gas Reserves, County Level Report; and Form EIA-23S, Annual Survey of Domestic Oil and Gas Reserves, Summary Level Report.

EIA submitted an information collection request for extension as required by the Paperwork Reduction Act of 1995. The information collection requests a three-year extension with changes to Form EIA- 63C, Densified Biomass Fuel Report under OMB Control Number 1905-0209. Form EIA-63C collects data on wood pellet fuel and other densified biomass fuel production, sales, and inventory levels from U.S. manufacturing facilities of densified biomass fuel products for the purpose of estimating densified biomass fuel consumption in the United States, as well as production, sales, and inventory at state, regional, and national levels.

EIA invites public comment on the proposed collection of information, Form EIA-806, Weekly Natural Gas Liquids Report, as required under the Paperwork Reduction Act of 1995. Form EIA-806 will collect data on production and stocks of natural gas liquids (NGL) on a weekly basis. The new survey will allow EIA to improve accuracy of weekly propane production and, for the first time, allow EIA to report weekly natural gas liquids production using actual data collected from gas processing plants.

The information collection requests a three-year extension of its Form GC-859 ``Nuclear Fuel Data Survey,'' OMB Control Number 1901-0287. Form GC-859 collects data on spent nuclear fuel from all utilities that operate commercial nuclear reactors and from all others that possess irradiated fuel from commercial nuclear reactors.

EIA, pursuant to the Paperwork Reduction Act of 1995, intends to extend with no changes for three years with the Office of Management and Budget (OMB) Form EIA-851A Domestic Uranium Production Report (Annual), Form EIA-851Q Domestic Uranium Production Report (Quarterly), and Form EIA-858 Uranium Marketing Annual Survey. Form EIA-851A collects annual data from the U.S. uranium industry on uranium milling and processing, uranium feed sources, uranium mining, employment, drilling, expenditures, and uranium reserves. Form EIA-851Q collects monthly data from the U.S. uranium industry on uranium production and sources (mines and other) on a quarterly basis. Form EIA-858 collects annual data from the U.S. uranium market on uranium contracts and deliveries, inventories, enrichment services purchased, uranium in fuel assemblies, feed deliveries to enrichers, and unfilled market requirements for the current year and the following ten years.

EIA intends to extend with changes for three years with the Office of Management and Budget (OMB) its Generic Information Collection Request (Generic ICR): ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery'' under OMB Control No. 1905-0210. As part of a Federal Government-wide effort to streamline the process to seek feedback from the public on service delivery, this generic clearance enables EIA to collect customer and stakeholder feedback in an efficient, timely manner, in accordance with our commitment to ensure that our programs are effective, meet our customers' needs, and receive feedback on improving service delivery to the public.

The information collection requests a three-year extension of Form EIA-914 Monthly Crude Oil and Lease Condensate, and Natural Gas Production Report, OMB Control Number 1905-0205. This survey collects monthly state level data by well operator on crude oil and natural gas production within the United States. These data are used by EIA to estimate state, regional, and U.S. crude oil and natural gas production.

EIA, pursuant to the Paperwork Reduction Act of 1995, intends to extend (with changes) for three years with the Office of Management and Budget (OMB), Form GC-859 Nuclear Fuel Data Survey, OMB Control Number 1901-0287. Comments are invited on: Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.

The U.S. Energy Information Administration invites public comment on the recent revisions that have been made to the confidentiality pledge it provides to its respondents. These revisions became effective upon publication of an emergency Federal Register notice that announced EIA's revised confidentiality pledge that it provides to its respondents under the Confidential Information Protection and Statistical Efficiency Act. These revisions are required by the passage and implementation of provisions of the Federal Cybersecurity Enhancement Act of 2015 which permit and require the Secretary of the Department of Homeland Security (DHS) to provide Federal civilian agencies' information technology systems with cybersecurity protection for their Internet traffic. The proposed collection will gather information on the number and type of alternative fueled vehicles (AFVs) and other advanced technology vehicles that vehicle suppliers made available in the previous calendar year and plan to make available in the following calendar year; the number, type and geographic distribution of AFVs in use in the previous calendar year; and the amount and distribution of each type of alternative transportation fuel (ATF) consumed in the previous calendar year.

The Maritime Administration (MARAD) invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The collection involves documenting shipments made during the life of certain EXIM Bank financed projects. The information to be collected is necessary for MARAD to fulfill its legislative requirement to monitor the percentage of ocean freight revenues/tonnage. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995, Public Law 104-13.

As authorized by 46 U.S.C. 12121, the Secretary of Transportation, as represented by the Maritime Administration (MARAD), is authorized to grant waivers of the U.S.-build requirement of the coastwise laws under certain circumstances. A request for such a waiver has been received by MARAD. The vessel, and a brief description of the proposed service, is listed below.

A request for such a waiver has been received by MARAD. The vessel, and a brief description of the proposed service, is listed below.

The Maritime Administration (MARAD), in coordination with the U.S. Coast Guard (USCG), will prepare an environmental impact statement (EIS) as part of the environmental review of the Delfin LNG LLC (Delfin LNG) deepwater port license application. The application proposes the ownership, construction, operation and eventual decommissioning of an offshore liquefied natural gas (LNG) deepwater port export facility that would be located in Federal waters within the Outer Continental Shelf (OCS) West Cameron Area, West Addition Protraction Area (Gulf of Mexico), approximately 37.4 to 40.8 nautical miles off the coast of Cameron Parish, Louisiana, in water depths ranging from approximately 64 to 72 feet (19.5 to 21.9 meters). The deepwater port would consist of four semi-permanently moored floating liquefaction natural gas vessels (FLNGVs), and would reuse and repurpose two existing offshore natural gas pipelines: The former U-T Operating System (UTOS) pipeline and the High Island Operating System (HIOS) pipeline (see Summary of the Application for additional project specifics). The onshore components of the proposed deepwater port would be located in Cameron Parish, Louisiana and would be reviewed by the Federal Energy Regulatory Commission (FERC) under a separate authorization process (see FERC Docket No. CP15-490-000; 80 FR 30226 (May 27, 2015)). The onshore facility would consist of reactivating approximately 1.1 miles of the existing UTOS pipeline; the addition of 74,000 horsepower of new compression and associated metering and regulation facilities; the installation of new supply header pipelines (which would consist of 0.25 miles of new 42-inch pipeline to connect the former UTOS line to the new meter station); and 0.6 miles of new twin 30-inch pipelines between Transco Station 44 and the new compressor station site. Publication of this Notice of Intent (NOI) begins a 30 day scoping process that will help identify and determine the scope of environmental issues to be addressed in the EIS. MARAD and the USCG will consider both the Delfin LNG deepwater port license application and the FERC application to be included in this review. For your convenience, we have included the Delfin LNG application to FERC under docket number USCG-2015-0472. This NOI requests public participation in the scoping process, provides information on how to participate and announces informational open houses and public meetings in Louisiana and Texas. Pursuant to the criteria provided in the Deepwater Port Act of 1974, as amended, 33 U.S.C. 1501 et seq. (the Act), both Louisiana and Texas are the Adjacent Coastal States for this application.
