Government-Furnished Headstone and Marker Regulations
This final rule amends the Department of Veterans Affairs (VA) regulations applicable to Government-furnished headstones or markers for placement in a national, State veterans, or private cemetery. The final rule specifies that a veteran's spouse or surviving spouse, whose remains are unavailable for burial, and who died after November 11, 1998, is eligible for a memorial headstone or marker for placement in a national or State veterans cemetery. This final rule also specifies that a veteran's dependent child, whose remains are unavailable for burial, and who died after December 22, 2006, is eligible for a memorial headstone or marker for placement in a national or State veterans cemetery. Lastly, this final rule extends for 1 year the authority to provide a Government-furnished headstone or marker for already marked graves of eligible veterans whose deaths occurred on or after September 11, 2001, for placement in private cemeteries. This final rule is necessary to incorporate statutory amendments into VA regulations.

Determinations Concerning Illnesses Discussed in National Academy of Sciences Report on Gulf War and Health
As required by law, the Department of Veterans Affairs (VA) hereby gives notice that the Secretary of Veterans Affairs, under the authority granted by the Persian Gulf War Veterans Act of 1998, Public Law 105-277, title XVI, 112 Stat. 2681-742 through 2681-749 (codified at 38 U.S.C. 1118), has determined not to establish a presumption of service connection at this time, based on exposure to insecticides or solvents during service in the Persian Gulf during the Persian Gulf War, for any of the diseases, illnesses, or health effects discussed in the February 18, 2003, report of the National Academy of Sciences, titled ``Gulf War and Health, Volume 2. Insecticides and Solvents.'' This determination does not in any way preclude VA from granting service connection for any disease, including those specifically discussed in this notice, nor does it change any existing rights or procedures.

Enhanced-Use Lease for a Mixed-Use Development at the William Jennings Bryan Dorn Department of Veterans Affairs Medical Center in Columbia, South Carolina
The Secretary of the Department of Veterans Affairs (VA) intends to enter into an enhanced-use lease of approximately 26 acres at the William Jennings Bryan Dorn VA Medical Center in Columbia, South Carolina. The selected lessee will finance, design and construct, manage, maintain and operate a mixed-use development, to include expansion of existing facilities at the University of South Carolina School of Medicine, a new office building, and a new fire/police station for the City of Columbia. The lessee also would be required to provide VA with ground rent payments, or at VA's option, in lieu of a portion of the ground rent, in-kind consideration consisting of clinical/administrative space for use by the VAMC.
