Receipt of Noise Compatibility Program Update and Request for Review at Naples Airport (APF), Naples, FL
The FAA announces that it is reviewing a proposed Naples Airport Noise Compatibility Program (NCP) Update submitted by the Naples Airport Authority. This NCP Update was submitted subsequent to a determination by the FAA that the associated Noise Exposure Maps (NEMs) previously submitted for the Naples Airport, were prepared in compliance with applicable requirements. As required by title 14 Code of Federal Regulations part 150, the NCP Update will be approved or disapproved (other than the proposed use of flight procedures for noise control) on or before December 15, 2024. Finally, this notice announces that the proposed NCP Update will be available for public review and comment for 60 days from the publication date of this notice.
Revocation of Colored Federal Airway Blue 9 (B-9); Eastern United States
This action revokes Colored Federal Airway Blue 9 (B-9) in the eastern United States. The FAA is taking this action due to the decommissioning of the Marathon, FL (MTH), Nondirectional Radio Beacon (NDB).
Amendment and Revocation of Multiple Air Traffic Service (ATS) Routes; Eastern United States
This action amends Very High Frequency Omnidirectional Range (VOR) Federal Airways V-66, V-155, V-157, V-258, V-266, V-454, and V- 469; and revokes VOR Federal Airway V-189 and Colored Federal Airway Green 13 (G-13) in the eastern United States. The FAA is taking this action due to the planned decommissioning of the Danville, VA (DAN), VOR; Franklin, VA (FKN), VOR/Tactical Air Navigation (VORTAC); Lawrenceville, VA (LVL), VORTAC; Wright Brothers, NC (RBX), VOR/ Distance Measuring Equipment (VOR/DME); and Manteo, NC (MQI), Nondirectional Radio Beacon (NDB). This action is in support of the FAA's VOR Minimum Operational Network (MON) Program.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-300, -400, and -800 series airplanes. This proposed AD was prompted by a report that the protective spiral wrap used on certain galley wire bundles does not have the correct flammability properties. This proposed AD would require inspecting certain galleys to determine part numbers, inspecting for an existing galley modification placard and marking on galleys with affected part numbers, and replacing wire bundle spiral wrap sleeving as applicable. This proposed AD would also prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products.
Hazardous Materials: FAST Act Requirements for Real-Time Train Consist Information
PHMSA is amending the Hazardous Materials Regulations to require railroads that carry hazardous materials to generate in electronic form, maintain, and provide to first responders, emergency response officials, and law enforcement personnel, certain information regarding hazardous materials in rail transportation to enhance emergency response and investigative efforts. The amendments in this final rule address a safety recommendation of the National Transportation Safety Board and statutory mandates in The Fixing America's Surface Transportation Act, as amended by the Infrastructure, Investment, and Jobs Act, and complement existing regulatory requirements pertaining to the generation, maintenance, and provision of similar information in hard copy form, as well as other hazard communication requirements.
Corporate Average Fuel Economy Standards for Passenger Cars and Light Trucks for Model Years 2027 and Beyond and Fuel Efficiency Standards for Heavy-Duty Pickup Trucks and Vans for Model Years 2030 and Beyond
NHTSA, on behalf of the Department of Transportation (DOT), is finalizing Corporate Average Fuel Economy (CAFE) standards for passenger cars and light trucks that increase at a rate of 2 percent per year for passenger cars in model years (MYs) 2027-31, 0 percent per year for light trucks in model years 2027-28, and 2 percent per year for light trucks in model years 2029-31. NHTSA is also finalizing fuel efficiency standards for heavy-duty pickup trucks and vans (HDPUVs) for model years 2030-32 that increase at a rate of 10 percent per year and model years 2033-35 that increase at a rate of 8 percent per year.
Valparaiso, Florida, Terminal Area
This action updates five latitude/longitude points in the description of the East-West Corridor of the Valparaiso, Florida, Terminal Area. The changes are needed to reconcile the coordinates of U.S. maritime limits described in the Valparaiso Terminal Area description with those maritime limits published by the National Oceanic and Atmospheric Administration (NOAA) pursuant to its statutory authority. The FAA has developed these revised coordinates using updated digital data that more precisely define maritime limits and other geophysical features used in the boundary descriptions. This action is administrative and does not make substantive changes to the Valparaiso, Florida, Terminal Area.

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew information collection. The collection enables the FAA to monitor the general aviation fleet to anticipate and meet demand for National Airspace System (NAS) facilities and services, assess the impact of regulatory changes on the fleet, and implement measures to assure the safe operation of all aircraft in the NAS. The data are also used by other government agencies, the general aviation industry, trade associations, and private businesses to identify safety problems and to form the basis for research and analysis of general aviation issues.
U.S. Maritime Transportation System National Advisory Committee; Notice of Public Meeting
The Maritime Administration (MARAD) announces a public meeting of the U.S. Maritime Transportation System National Advisory Committee (MTSNAC) to develop and discuss advice and recommendations for the U.S. Department of Transportation on issues related to the marine transportation system. Airworthiness Directives; De Havilland Aircraft of Canada Limited (Type Certificate Previously Held by Bombardier, Inc.) Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain De Havilland Aircraft of Canada Limited Model DHC-8-401 and -402 airplanes. This proposed AD was prompted by a report of an in- flight event where isolation valve caution messages were received. This proposed AD would require inspecting the fuse/shuttle valve serial numbers, and replacing certain fuse/shuttle valves, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Notice of Final Federal Agency Actions on Proposed Transportation Project in Florida
The FHWA, on behalf of the FDOT, is issuing this notice to announce actions taken by FDOT and other Federal Agencies that are final agency actions. These actions relate to the proposed S.R. 401 Bridge Replacement Improvements Project Development and Environment (PD&E) Study (Financial Management Number 444787-1). The proposed S.R. 401 Bridge Replacement Improvements Project will improve system linkage and modal interrelationships from 500 feet south of the S.R. 528 bridges to 3,500 feet north of the S.R. 401 bridges to Charles Rowland Drive. The project consists of replacing the existing three bascule bridges over the Canaveral Barge Canal with two parallel three-lane, high-level fixed span concrete bridges. These actions grant licenses, permits, or approvals for the project.

Notice of Submission of Proposed Information Collection to OMB of Agency Request for Revision of a Previously Approved Collection: Online Complaint Form and Related Uses of a Modernized Aviation Consumer Protection Information Technology System
In accordance with the Paperwork Reduction Act of 1995, this notice announces the Department of Transportation's intention to revise an information collection request (ICR) related to an OMB control number for an online complaint form by which a consumer can electronically submit a service-related complaint against an airline and other air travel-related companies. The complaint form has been revised as part of the Department's Office of Aviation Consumer Protection's (OACP) information technology (IT) system modernization project. A Federal Register Notice with a 60-day comment period soliciting comments on the following information collection was published on November 1, 2023: Online Complaint Form for Service- Related Issues in Air Transportation. One comment was received by Airlines for America (A4A). This notice responds to that comment and adds two new ICRs to capture additional functionalities of the modernized IT system. The new ICRs are related to external users, such as regulated entities and other users, that may use the modernized IT system to set up and manage individual accounts and access complaints and other submissions and/or submit complaint responses, reports, or other information into that system.

This action is the result of an airspace review conducted due to the decommissioning of the Cincinnati very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operating Network (MON) Program. The name and geographic coordinates of various airports are also being updated to coincide with the FAA's aeronautical database. This action brings the airspace into compliance with FAA orders to support instrument flight rule (IFR) operations.

This action amends the Class D and Class E airspace at Cincinnati, OH. This action is the result of an airspace review conducted due to the decommissioning of the Cincinnati very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operating Network (MON) Program. The name of the airport is also being updated to coincide with the FAA's aeronautical database. This action brings the airspace into compliance with FAA orders to support instrument flight rule (IFR) operations.

Procedures for Transportation Workplace Drug and Alcohol Testing Programs: Technical Amendments
The U.S. Department of Transportation is making a series of technical amendments to its drug testing procedures rule, which was effective June 1, 2023. The purpose of these technical amendments is to clarify certain provisions of the rule and address omissions of which we have become aware since the publication of the final rule.
Procedures for Transportation Workplace Drug and Alcohol Testing Programs
The U.S. Department of Transportation (DOT) is proposing to revise its drug and alcohol testing procedures final rule published on May 2, 2023, to provide temporary qualification requirements for mock oral fluid monitors, provide for consistent privacy requirements by identifying which individuals may be present during an oral fluid collection, and clarify how collectors are to specify that a sufficient volume of oral fluid was collected. In the "Rules and Regulations" section of this issue of the Federal Register, DOT is simultaneously publishing the revision of DOT's drug testing regulation as a direct final rule without a prior proposed rule. If DOT receives no adverse comment, it will not take further action on this proposed rule.

Airworthiness Directives; Safran Helicopter Engines, S.A. (Type Certificate Previously Held by Turbomeca, S.A.) Engines
The FAA proposes to adopt a new airworthiness directive (AD) for all Safran Helicopter Engines, S.A. (Safran) (type certificate previously held by Turbomeca, S.A.) Model Makila 1A, Makila 1A1, and Makila 1A2 engines. This proposed AD was prompted by a determination that the accumulated service life of certain critical parts was underestimated. This proposed AD would require determining the recalculated service life of certain critical parts, would require replacing the parts if necessary, and would also specify conditions for installing the parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Safety Fitness Determinations; Virtual Public Listening Sessions
FMCSA announces that it will host two virtual public listening sessions pertaining to development of an updated methodology to determine when a motor carrier is not fit to operate commercial motor vehicles in or affecting interstate commerce. Specifically, the Agency would like to hear from members of the public on issues of concern relating to the current Safety Fitness Determination (SFD), including, for example, the three-tiered rating system (Satisfactory, Unsatisfactory, Conditional) versus changing to a proposed single rating only when a carrier is found to be Unfit; utilizing inspection data and FMCSA's Safety Measurement System (SMS); incorporating driver behavior into SFD ratings; and revising the list of safety violations used to calculate the rating, and adjusting the weights allocated to particular violations including increasing the weight for unsafe driving violations. In a separate notice, FMCSA announced and provided registration information for a related in-person listening session on the same topics to be held in June 2024.

Railroads' Joint Request To Amend Their Positive Train Control Safety Plans

This proposed AD was prompted by analysis of the left-hand (LH) refreshment center and LH forward cabinet that identified the need for installing structural reinforcements. This proposed AD would require installing structural reinforcements as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model AS332C, AS332C1, AS332L, AS332L1, and SA330J helicopters. This proposed AD was prompted by the installation of unapproved main gearbox (MGB) forward and rear suspension bar attachment plates. This proposed AD would require inspecting or measuring the MGB forward and rear suspension bar attachment plates and, depending on the results, taking corrective action, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.

This action revokes Very High Frequency Omnidirectional Range (VOR) Federal Airway V-360. The FAA is taking this action due to the Midland, Ontario (ON), Canada, VOR/Distance Measuring Equipment (VOR/ DME) navigational aid (NAVAID) having been decommissioned in 2022. This action supports NAV CANADA's NAVAID Modernization Program efforts by removing unusable airway segments within United States airspace affected by NAV CANADA's programmatic actions.
Entry-Level Driver Training: Application for Exemption; State of Alaska
FMCSA announces that it has received an application from the State of Alaska for a renewal of its exemption from the limitations imposed by the commercial driver's license (CDL) regulations on the State's ability to issue restricted CDLs. The exemption renewal would allow the State to waive specified portions of the CDL skills test for drivers who reside and operate in 14 defined geographic areas that lack the infrastructure to allow completion of the full skills test. Drivers who receive a restricted CDL under the provisions of the current exemption would also be exempt from the Entry-Level Driver Training (ELDT) regulations. The State of Alaska currently holds an exemption for the period December 28, 2022, through December 30, 2024, and requests a five-year renewal of the exemption. FMCSA requests public comment on Alaska's request for exemption.
