Notice of Final Federal Agency Actions on Proposed Highway in Florida
This notice announces action taken by FHWA and other Federal agencies that are final. This final agency action relates to a proposed highway project on I-275 from the Howard Frankland Bridge to north of Martin Luther King Jr. Blvd. and I-4 from I-275 to east of 50th Street. The project will provide multilane improvements along I-275 including the addition of 2 tolled express lanes in each direction, reconstruction of the I-275/SR60 (Westshore) interchange, and operational improvements to the I-275/I-4 (Downtown) interchange. The Tampa Interstate System (TIS) project corridor traverses the urban area of Tampa in Hillsborough County, Florida. The FHWA's Supplemental Environmental Impact Statement (SEIS) provides details on the Selected Alternative for the proposed improvements.

Renewal Package From the State of Ohio to the Surface Transportation Project Delivery Program and Proposed Memorandum of Understanding (MOU) Assigning Environmental Responsibilities to the State
This notice announces that FHWA has received and reviewed a renewal package from the Ohio Department of Transportation (ODOT) requesting participation in the Surface Transportation Project Delivery Program (Program). This Program allows for FHWA to assign, and States to assume, responsibilities under the National Environmental Policy Act (NEPA), and all or part of FHWA's responsibilities for environmental review, consultation, or other actions required under any Federal environmental law with respect to one or more Federal highway projects within the State. The FHWA has determined the renewal package to be complete, and developed a draft renewal MOU with ODOT outlining how the State will implement the Program with FHWA oversight. The public is invited to comment on ODOT's request, including its renewal package and the proposed renewed MOU, which includes the proposed assignments and assumptions of environmental review, consultation, and other activities.
Special Experimental Project (SEP-16) To Evaluate Proposals for Delegation of FHWA Responsibilities to States
The FHWA is expanding the Special Experimental Project (SEP- 16), originally announced in a Federal Register notice published on September 20, 2018. The SEP-16 permits testing and evaluation of delegations to States of FHWA program-level actions. The FHWA is expanding SEP-16 to allow experimentation with delegation of FHWA responsibilities related to project delivery. This new SEP-16 scope includes potential experimentation with responsibilities not previously considered subject to assumption under Stewardship and Oversight Agreements between FHWA and State departments of transportation (State DOT).

Proposed Fourth Renewed Memorandum of Understanding (MOU) Assigning Certain Federal Environmental Responsibilities to the State of Utah, Including National Environmental Policy Act (NEPA) Authority for Certain Categorical Exclusions (CEs)
The FHWA and the State of Utah, acting by and through its Department of Transportation (State), propose a renewal of the State's participation in the State Assumption of Responsibility for Categorical Exclusions. This program allows FHWA to assign to States its authority and responsibility for determining whether certain designated activities within the geographic boundaries of the State, as specified in the proposed Memorandum of Understanding (MOU), are categorically excluded from preparation of an environmental assessment or an environmental impact statement under the National Environmental Policy Act. An amended MOU would renew the State's participation in the program. The MOU will be amended by incorporating the following changes: Clarifying that this assignment applies to highway projects; and including provisions for UDOT's use of the Federal Transit Administration (FTA) and the Federal Transit Administration's (FRA) CEs for highway projects. In order to use FTA or FRA's CEs, UDOT will consult with FTA or FRA, as appropriate, and report to FHWA at the end of the calendar year the instances where it applied a CE using this provision.
