The FHWA and the State of Utah, acting by and through its Department of Transportation (State), propose a renewal of the State's participation in the State Assumption of Responsibility for Categorical Exclusions. This program allows FHWA to assign to States its authority and responsibility for determining whether certain designated activities within the geographic boundaries of the State, as specified in the proposed Memorandum of Understanding (MOU), are categorically excluded from preparation of an environmental assessment or an environmental impact statement under the National Environmental Policy Act. An amended MOU would renew the State's participation in the program. The MOU will be amended by incorporating the following changes: Clarifying that this assignment applies to highway projects; and including provisions for UDOT's use of the Federal Transit Administration (FTA) and the Federal Transit Administration's (FRA) CEs for highway projects. In order to use FTA or FRA's CEs, UDOT will consult with FTA or FRA, as appropriate, and report to FHWA at the end of the calendar year the instances where it applied a CE using this provision.

The FHWA, on behalf of Caltrans, is issuing this notice to announce actions taken by Caltrans that are final. The actions relate to the proposed highway project, Merced Seismic Retrofit Project, which is a seismic retrofit project of seven bridges on State Route 59, 140 and 152 in the County of Merced, California. Those actions grant licenses, permits, and approvals for the project.

The FHWA, on behalf of UDOT, is issuing this notice to announce the availability of the Revised Record of Decision (ROD) for the Mountain View Corridor Project in Salt Lake and Utah counties, Utah. In addition, this notice is being issued to announce actions taken by UDOT that are final Federal agency actions related to the project referenced above. The actions relate to a proposed highway project, known as the SR-91 Corridor Operations Project (COP) portion of the Ultimate SR-91 Corridor Improvement Project (CIP), where the project limits extend approximately 2 miles along westbound SR-91, from Green River Road onramp to SR-241 in the Counties of Orange and Riverside, State of California. The actions relate to a proposed highway project, the State Route 241 and State Route 91 Tolled Express Lanes Connector Project from the County of Orange (12- ORA-241 p.m. 36.1/39.1 and 12-ORA 91 p.m. 14.7/18.9) to the County of Riverside (08-RIV-91 p.m. 0.0/1.5), in the State of California. Those actions grant licenses, permits, and approvals for the project.

The FHWA is issuing this notice to advise the public that an environmental impact statement will be prepared for a proposed bridge retrofit or replacement project in Multnomah County, Oregon.

The FHWA, on behalf of UDOT, is issuing this notice to announce actions taken by UDOT that are final Federal agency actions. The final agency actions relate to a proposed highway project, improvements to Interstate 15 (I-15), at milepost (MP) 11 in Washington City, Washington County, State of Utah. This program mandates annual audits during each of the first 4 years to ensure the State's compliance with program requirements. This is the third audit of the Florida Department of Transportation's (FDOT) performance of its responsibilities under the Surface Transportation Project Delivery Program (National Environmental Policy Act (NEPA) Assignment Program). This notice announces and solicits comments on the third audit report for FDOT.

The FHWA is issuing this notice to advise the public that a Tier 1 Environmental Impact Statement (EIS) will be prepared for a proposed freeway corridor improvement project on Interstate 94 (I-94) from the I-35W/Trunk Highway (TH) 55 interchange to the I-94/I-35E interchange in Hennepin and Ramsey Counties in east-central Minnesota.

The FHWA is issuing this notice to advise the public that it is rescinding its Notice of Intent (NOI), published in the Federal Register on May 11, 2006, to prepare an Environmental Impact Statement (EIS) for the Cape Fear Crossing, a proposed multi-lane highway facility in Brunswick and New Hanover Counties, North Carolina. The project was previously known as the Cape Fear Crossing.

The FHWA is issuing this notice to advise the public that the NOI for the preparation of an EIS to study a proposed intermodal highway project in Washington and Benton Counties, Arkansas is being rescinded. The NOI was published in the Federal Register on February 4, 2000, and a draft EIS was released in October 2012. This rescission is based on important changes in the existing infrastructure that allows for a substantially reduced scope of work.

The FHWA, on behalf of the Arizona Department of Transportation (ADOT), is issuing this notice to announce actions taken by ADOT and other relevant Federal agencies that are final. The actions relate to the Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the proposed project State Route (SR) 30, SR 303L to SR 202L in Maricopa County, AZ. The actions grant licenses, permits, and approvals for the project.

The FHWA is revising the March 11, 2008 Notice of Intent which advised the public that an Environmental Impact Statement (EIS) would be prepared for proposed transportation improvements in the southern part of the Green Bay metropolitan area in Brown County, Wisconsin. The FHWA will now prepare a Tier 1 EIS to evaluate the proposed improvements.

The NOI to prepare an EIS was published in the Federal Register on March 11, 2002.
