Notice of Final Federal Agency Actions on Proposed Highway in Wake County, NC
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(I)(1). The actions relate to a proposed highway project, the Western Wake Freeway, which begins at NC 55 at Old Smithfield Road (SR 1172) between Apex and Holly Springs and ends at NC 55 near Alston Avenue north of Cary in Wake County. The Western Wake Freeway is also known as State Transportation Improvement Program Project R-2635. It is part of the Outer Wake Expressway, a circumferential freeway around Raleigh, North Carolina. Those actions grant licenses, permits, and approvals for the project.
Environmental Impact Statement: Proposed Dickson Southwest Bypass from US-70 to State Route 46 and/or Interstate 40, Dickson County, TN
The Federal Highway Administration (FHWA) is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for a proposed transportation project in Dickson County, Tennessee.
Crash Test Laboratory Requirements for FHWA Roadside Safety Hardware Acceptance
The FHWA is revising its regulation that establishes the general requirements for quality assurance procedures for construction on all Federal-aid highway projects on the National Highway System (NHS).\1\ Specifically, the FHWA will require accreditation of laboratories that conduct crash tests on roadside hardware by an accrediting body that is recognized by the National Cooperation for Laboratory Accreditation (NACLA) or is a signatory to an International Laboratory Accreditation Cooperation (ILAC) Mutual Recognition Arrangement (MRA), an Asia Pacific Laboratory Accreditation Cooperation (APLAC) MRA, or another comparable accreditation body approved by FHWA. This rule will improve the agency's ability to determine that crash test laboratories are qualified to conduct and evaluate tests intended to determine the crashworthiness of roadside safety features. Laboratory accreditation is widely recognized as a reliable indicator of technical competence.

The actions relate to a proposed highway project, U.S. Route 6, I-15 in Spanish Fork to I-70 near Green River in the State of Utah. Those actions grant licenses, permits, and approvals for the project.
Interoperability Requirements, Standards, or Performance Specifications for Automated Toll Collection Systems
As required under section 1604(b)(6) of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), this proposed rule specifies the interoperability requirements for automated toll collection systems for the facilities that are tolled under any of the tolling programs contained in section 1604 of SAFETEA-LU. Specifically, this notice proposes to require facilities operating with authority under section 1604 of SAFETEA-LU to use electronic toll collection systems and for these systems to address their interoperability with other toll facilities. Although a nationwide interoperability standard has not yet been established, this proposed rule seeks to accelerate progress toward achieving nationwide interoperability by requiring these facilities to upgrade their electronic toll collection systems to the national standards whenever adopted. This document also provides notice of public meetings on this proposed regulation.

Environmental Impact Statement: St. Clair County, Michigan
Pursuant to the National Environmental Policy Act (NEPA) of 1969, the Federal Highway Administration has made available for public review and comments a Draft Environmental Impact Statement (DEIS) for the Blue Water Bridge Plaza Study. The DEIS describes and presents the environmental effects of the three alternatives, the No-Build Alternative and three Build Alternatives. A public hearing will be held to receive comments from individuals and organizations on the DEIS.
Environmental Impact Statement: Teton County, WY
The FHWA is issuing this notice to advise the public that the Notice of Intent (NOI) issued on August 25, 2000 has been modified. The August, 2000 NOI advised that an Environmental Impact Statement would be prepared in accordance with the National Environmental Policy Act for the proposed highway reconstruction in Teton County, Wyoming. The project limits were comprised of three segments and identified as beginning approximately 6.1 miles south of Jackson along U.S. highway 191/26/89/189 then running south approximately 7.2 miles to Hoback Junction. At Hoback Junction the project branches to the southwest, along U.S. 26/89, and to the east along U.S. 191/189. The Hoback Junction segment, along U.S. 26/89, is approximately 0.6 miles in length and includes the Snake River Bridge. The east segment, along U.S. 191/189, is approximately 2.9 miles in length. Due to the independent utility of the three project segments, project limits for the EIS have been modified to include only the 7.2 mile segment of U.S. 26/89/189/191 from Hoback Junction to 6.1 miles south of Jackson (Jackson South) as described under supplementary information.

Environmental Impact Statement: El Paso County, TX
The Federal Highway Administration is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for the proposed Loop 375 Cesar Chavez Highway (Border Highway West Extension) in El Paso, Texas, to include the Texas, New Mexico, and Ciudad Juarez, Chihuahua Mexico border region. The proposed project is part of an alternate route to provide congestion relief for Interstate 10 (I-10), an east-west facility north of the proposed project. The project is a key element in the Gateway 2030 Metropolitan Transportation Plan (MTP) prepared by the El Paso Metropolitan Planning Organization (MPO). The proposed Border Highway West Extension would extend approximately 13.8 miles and would provide a continuous route from I-10 east of State Highway (SH) 20 (Mesa Street) to Sunland Park Drive continuing on Loop 375 to end at Untied States Highway (US) 54.
Annual Materials Report on New Bridge Construction and Bridge Rehabilitation
Section 1114 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59; 119 Stat. 1144) continued the highway bridge program to enable States to improve the condition of their highway bridges over waterways, other topographical barriers, other highways, and railroads. Section 1114(f) amends 23 U.S.C. 144 by adding subsection (r), requiring the Secretary of Transportation (Secretary) to publish in the Federal Register a report describing construction materials used in new Federal-aid bridge construction and bridge rehabilitation projects.
