Amendment of Jet Route J-133 and Establishment of Area Navigation Route Q-801 in the Vicinity of Anchorage, AK
This action amends Jet Route J-133 by revoking a portion of the airway and establishes Canadian Area Navigation Route (RNAV) Q-801 in the vicinity of Anchorage, AK. The amendment of J-133 is due to the pending decommissioning of several Navigational Aids (NAVAID) that provide course guidance along the airway. The establishment of RNAV route Q-801 serves as a mitigation to the revoked segments of J-133 and provides additional routing to the southeast for aircraft traveling to Canada or to the Pacific Northwest United States.
Amendment of Alaskan Very High Frequency Omnidirectional Range Federal Airway V-477 in the Vicinity of Ambler, AK
This action amends Alaskan Very High Frequency Omnidirectional Range (VOR) Federal Airway V-477 in the vicinity of Ambler, AK. The FAA is taking this amendment due to the pending decommissioning of the Ambler, AK, Nondirectional Radio Beacon (NDB).
Amendment of United States Area Navigation (RNAV) Routes T-328 in the Vicinity of Deer Park, Washington
This action amends United States Area Navigation (RNAV) Routes T-328 by changing the name of the DAINA, WA, waypoint (WP) to the ZAGGS, WA, WP. The FAA is taking this action due to a similarly pronounced fix (DIANN) being located within five miles of the DAINA, WP. This action is an administrative change and does not affect the airspace boundaries or operating requirements.
Amendment of United States Area Navigation (RNAV) Route T-399 in the Vicinity of Clear, AK
This action amends United States Area Navigation Route (RNAV) T-399 in the vicinity of Clear, AK. The FAA is taking this action to increase the lateral separation between T-399 and Restricted Area R- 2206.
Airworthiness Directives; Schempp-Hirth Flugzeugbau GmbH Gliders
The FAA proposes to adopt a new airworthiness directive (AD) for all Schempp-Hirth Flugzeugbau GmbH Model Duo Discus and Duo Discus T gliders. This proposed AD was prompted by reports of gliders' canopies opening during air tow. This proposed AD would require modifying the canopy locking mechanism. The FAA is proposing this AD to address the unsafe condition on these products.
Establishment of Class E Airspace; Akiachak Airport, Akiachak, AK
This action establishes Class E airspace extending upward from 700 feet above the surface at Akiachak Airport, Akiachak, AK, to support the airport's transition from visual flight rules (VFR) to instrument flight rules (IFR).
Amendment of Class E Airspace; Zanesville, OH
This action proposes to amend the Class E airspace at Zanesville, OH. The FAA is proposing this action as the result of an airspace review conducted due to the decommissioning of the Zanesville very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the Zanesville Municipal Airport, Zanesville, OH, and the name of Genesis Health Care Heliport, Zanesville, OH, would also be updated to coincide with the FAA's aeronautical database. This action will bring the airspace into compliance with FAA orders and support instrument flight rule (IFR) procedures and operations.

Airworthiness Directives; Airbus Defense and Space S.A. (Formerly Known as Construcciones Aeronauticas, S.A.) Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2018-18-09, which applies to all Airbus Defense and Space S.A. Model CN-235, CN-235-100, CN-235-200, and CN-235-300 airplanes; and certain Model C-295 airplanes. AD 2018-18-09 requires a detailed inspection of the upper and lower lugs of each horizontal stabilizer-to-fuselage rear attachment fitting, repair if necessary, and a report of findings. Since the FAA issued AD 2018-18-09, new occurrences of cracking were reported. This proposed AD would require repetitive inspections, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The proposed AD would also revise the applicability. The FAA is proposing this AD to address the unsafe condition on these products.

Airworthiness Directives; MD Helicopters, LLC, Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain MD Helicopters, LLC, Model 369 (Army YOH-6A), 369A (Army OH-6A), 369D, 369E, 369F, 369FF, 369H, 369HE, 369HM, 369HS, 500N, and 600N helicopters. This proposed AD was prompted by multiple reports of cracked tail rotor (T/R) pedal support brackets. This proposed AD would require repetitively inspecting certain part-numbered T/R pedal support brackets and depending on the results, replacing the T/R pedal support bracket or refinishing any exposed areas. This proposed AD would also prohibit installing certain part-numbered T/R pedal support brackets. The FAA is proposing this AD to address the unsafe condition on these products.
Notice of Intent of Waiver With Respect to Land; Youngstown Regional Airport, Youngstown, Ohio
The FAA is considering a proposal to change approximately 36.1875 acres of airport land from aeronautical use to non-aeronautical use and to authorize the sale of airport property located at Youngstown Regional Airport, Youngstown, Ohio. The property is located in the northwest corner of the airport, outside the airfield fence and is separated from the airport by Ridge Road. The aforementioned land is proposed to be sold for warehousing/storage facilities and is not needed for aeronautical use.
Agency Information Collection Activities: Requests for Comments; Clearance of a Renewed Approval of Information Collection: Certification of Repair Stations, Part 145 of Title 14, CFR
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on May 28, 2024. The collection involves applying for a repair station certificate, requesting amendments to the certificate, developing required programs and manuals, and maintaining employee qualification and training records. Additionally, repair stations located outside of the United States must apply to renew their FAA air agency certificate every two years. The information to be collected will be used to ensure applicants and certificate holders of FAA-issued repair station certificates use appropriate facilities and equipment, have sufficient processes and procedures, and use qualified personnel with appropriate training to perform maintenance, preventive maintenance, or alterations of aircraft, airframes, aircraft engines, propellers, appliances, or component parts. The title of this collection is being revised to better reflect the purpose of the information collected.
Special Conditions: Skyryse, Robinson Helicopter Company Model R66 Helicopter; Interaction of Systems and Structures
This action proposes special conditions for the Robinson Helicopter Company (Robinson) Model R66 helicopter. This helicopter, as modified by Skyryse, will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for normal category helicopters. This design feature is a novel control input and fly-by-wire (FBW) system. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Airworthiness Directives; Embraer S.A. (Type Certificate Previously Held by Yaborã Indústria Aeronáutica S.A.; Embraer S.A.; Empresa Brasileira de Aeronáutica S.A. (EMBRAER)) Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all Embraer S.A. Model EMB-135ER, -135KE, -135KL, and -135LR airplanes; and Model EMB-145, -145EP, -145ER, -145LR, -145MP, -145MR, and -145XR airplanes. This proposed AD was prompted by a structural assessment that indicated certain central fuselage longitudinal splices are subjected to fatigue damage on multiple sites due to loose fasteners, which may reduce the structural residual strength below the required levels. This proposed AD would require performing repetitive inspections of certain upper central fuselage longitudinal splices and reporting the inspection results, as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) AD, which is proposed for incorporation by reference (IBR). This proposed AD would also require performing corrective actions if necessary. The FAA is proposing this AD to address the unsafe condition on these products.

This action is intended to enhance aviation safety.
System Safety Assessments
The FAA is amending certain airworthiness regulations to standardize the criteria for conducting safety assessments for systems, including flight controls and powerplants, installed on transport category airplanes. With this action, the FAA seeks to reduce risk associated with airplane accidents and incidents that have occurred in service, and reduce risk associated with new technology in flight control systems. The intended effect of this rulemaking is to improve aviation safety by making system safety assessment (SSA) certification requirements more comprehensive and consistent.

Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Air Taxi and Commercial Operator Airport Activity Survey
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on January 26, 2024. The collection involves requesting that small on- demand operators voluntarily provide the number of revenue passengers that boarded their aircraft at each airport annually. This information is used in determining an airport's category and eligibility for federal funding on an annual basis. It is not available through any other federal data source.
Airspace Designations; Incorporation by Reference
This action amends 14 CFR part 71 relating to airspace designations to reflect the approval by the Director of the Federal Register of the incorporation by reference of FAA Order JO 7400.11J, Airspace Designations and Reporting Points. This action also explains the procedures the FAA will use to amend the listings of Class A, B, C, D, and E airspace areas; air traffic service routes; and reporting points incorporated by reference.
Notice of Submission Deadline for Schedule Information for Chicago O'Hare International Airport, John F. Kennedy International Airport, Los Angeles International Airport, Newark Liberty International Airport, and San Francisco International Airport for the Summer 2025 Scheduling Season
Under this notice, the FAA announces the submission deadline of October 10, 2024, for Summer 2025 flight schedules at Chicago O'Hare International Airport (ORD), John F. Modernization of Passenger Information Requirements Relating to “No Smoking” Sign Illumination
The Federal Aviation Administration (FAA) is amending its regulations to allow aircraft to operate either with "No Smoking" signs continuously illuminated or with "No Smoking" signs a crewmember can turn on and off. Currently, crewmembers must be able to manually turn aircraft "No Smoking" signs on and off. However, the current regulations were drafted when the Department of Transportation (DOT) permitted smoking at times on commercial flights. These amendments bring FAA regulations into alignment with current practice for aircraft manufacturing and operations.
Use of Supplemental Restraint Systems
This rule prohibits civil aircraft operations conducted with supplemental restraint systems (SRS) unless operators meet certain requirements for ensuring passenger and crewmember safety during all phases of the operation. The FAA expects these requirements to increase the safety of individuals on board civil aircraft operations conducted with SRS. This rule addresses recommendations from the National Transportation Safety Board and the Department of Transportation Office of Inspector General. Additionally, this rule will codify, with updates, an Emergency Order of Prohibition currently in effect addressing safety concerns regarding the use of supplemental restraints. The rule applies to all civil aircraft operations conducted with use of SRS. The rule does not apply to parachute operations, rotorcraft external-load operations, or public aircraft operations.
Modification of Class E Airspace; Chenega Bay Airport, Chenega, AK
This action proposes to modify the Class E airspace extending upward from 700 feet above the surface of the earth, due to the Area Navigation (RNAV) (Global Positioning System [GPS])-A approach being re-oriented to the north. Additionally, this action proposes administrative amendments to update the airport's existing Class E airspace legal description. These actions would support the safety and management of instrument flight rules (IFR) operations at the airport.
Amendment of Jet Route J-183, United States Area Navigation (RNAV) Routes Q-4 and T-254, and Very High Frequency Omnidirectional Range (VOR) Federal Airways V-76, V-161, V-565, and V-568; Establishment of RNAV Route T-499; and Revocation of VOR Federal Airway V-558 in the Vicinity of Llano, TX
This action amends Jet Route J-183, United States Area Navigation (RNAV) Routes Q-4 and T-254, and Very High Frequency Omnidirectional Range (VOR) Federal Airways V-76, V-161, V-558, V-565, and V-568; and establishes RNAV Route T-499. The FAA is taking this action due to the planned decommissioning of the VOR portion of the Llano, TX (LLO), VOR/ Tactical Air Navigation (VORTAC) navigational aid (NAVAID). The Llano VOR is being decommissioned in support of the FAA's VOR Minimum Operational Network (MON) program.
Airworthiness Directives; Airbus Canada Limited Partnership (Type Certificate Previously Held by C Series Aircraft Limited Partnership (CSALP); Bombardier, Inc.) Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD- 500-1A11 airplanes. This proposed AD was prompted by a design review that found insufficient clearance between fire extinguishing system (FIREX) lines and certain fasteners in the center mid-fuselage area. This proposed AD would require an inspection for positioning and sufficient clearance of certain fasteners in certain fuselage and keel beam areas, an inspection for damage of the fire extinguishing lines, and applicable corrective actions, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Gulfstream Aerospace Corporation Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Gulfstream Aerospace Corporation Model GVII-G500 and GVII- G600 airplanes. This proposed AD was prompted by a report of cracking in the electrical grounding receptacles located on the left and right wings. This proposed AD would require inspecting the electrical grounding receptacles for cracks and corrosion, performing applicable on-condition actions, and sealing over the grounding receptacles on the top of the wings to permanently disable the receptacle. The FAA is proposing this AD to address the unsafe condition on these products.
Special Conditions: Bell Textron Inc. (Bell) Model 525 Helicopter; Static Longitudinal Stability Compliance
These special conditions are issued for the Bell Model 525 helicopter. This helicopter will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category helicopters. This design feature is a four-axis full authority digital fly-by-wire (FBW) flight control system (FCS) that provides for aircraft control through pilot input or coupled auto pilot modes. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

Airworthiness Directives; ATR-GIE Avions de Transport Régional Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain ATRGIE Avions de Transport R[eacute]gional Model ATR42 and ATR72 airplanes. This proposed AD was prompted by a report that for airplanes converted from passenger to cargo configuration using certain supplemental type certificates, no height limitation for the cargo, when loaded in the cargo compartment, is defined, and that as a consequence, cargo might be loaded up to the ceiling of the cargo compartment. This proposed AD would require modification of the cargo compartment and implementation of updated cargo loading procedures. The FAA is proposing this AD to address the unsafe condition on these products.

FAA Contract Tower Competitive Grant Program; Fiscal Year (FY) 2025 Funding Opportunity
The Department of Transportation (DOT), Federal Aviation Administration (FAA), announces the opportunity to apply for $20 million in FY 2025 Airport Infrastructure Grant funds for the FAA Contract Tower (FCT) Competitive Grant Program, made available under the Infrastructure Investment and Jobs Act of 2021 (IIJA), herein referred to as the Bipartisan Infrastructure Law (BIL). The purpose of the FCT Competitive Grant Program is to make annual grants available to eligible airports for airport-owned airport traffic control tower (ATCT) projects that address the aging infrastructure of the nation's airports.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. This AD was prompted by a report of uncommanded movement of the Captain's seat in the forward direction that caused a rapid descent. This AD requires inspections of affected Captain's and First Officer's seats for missing or cracked rocker switch caps and for cracked or nonfunctional switch cover assemblies, a rocker switch cap pull test, marking of the seats, and applicable on-condition actions. This AD also limits the installation of affected seats. The FAA is issuing this AD to address the unsafe condition on these products.

Airworthiness Directives; Dassault Aviation Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Dassault Aviation Model FALCON 7X, FALCON 900EX, and FALCON 2000EX airplanes. This proposed AD was prompted by reported occurrences of swelling of the lithium-polymer internal and external batteries of certain electronic display units (EDUs). This proposed AD would require modifying certain EDUs and would prohibit the installation of affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus SAS Model A321-251NX, -252NX, -253NX, -271NX, and -272NX airplanes. This proposed AD was prompted by the discovery during a quality review performed during manufacturing, that a torque strip indicator (material "Dykem") had been applied on the orifice fitting on certain slides' inflation reservoirs' venting holes. This proposed AD would require an inspection for discrepancies of affected parts (certain reservoirs having certain orifices) and replacement of discrepant affected parts, and would prohibit installing affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-100-1A10 airplanes. This proposed AD was prompted by uncommanded horizontal stabilizer motion during several in-service events caused by a problem with the trim switch wiring. This proposed AD would require installing the pitch/roll trim switch relays. The FAA is proposing this AD to address the unsafe condition on these products.

This proposed rulemaking would impose new design standards to address cybersecurity threats for transport category airplanes, engines, and propellers. The intended effect of this proposed action is to standardize the FAA's criteria for addressing cybersecurity threats, reducing certification costs and time while maintaining the same level of safety provided by current special conditions.
Airworthiness Directives; Embraer S.A. (Type Certificate Previously Held by Yaborã Indústria Aeronáutica S.A.; Embraer S.A.) Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Embraer S.A. Model ERJ 170 airplanes. This AD was prompted by a manufacturing quality escape concerning some overheat detection system (ODS) sensing elements. This AD requires inspecting the ODS sensing elements and performing applicable corrective actions, and prohibits the installation of affected parts, as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A300 B4-600, B4-600R, and F4-600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes). This AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This AD requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Dassault Aviation Airplanes
The FAA is superseding Airworthiness Directive (AD) 2023-02- 13, which applied to certain Dassault Aviation Model FALCON 900EX airplanes. AD 2023-02-13 required revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2023-02- 13, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This AD continues to require certain actions in AD 2023-02-13 and requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
