In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. Information is collected from applicants who wish to obtain repair station certification. Applicants must submit FAA form 8310-3 to the appropriate FAA flight standards district office for review.
Establishment of Class E Airspace; Clark, SD
This action establishes Class E airspace at Clark, SD. Controlled airspace is necessary to accommodate new Standard Instrument Approach Procedures (SIAPs) at Clark County Airport. The FAA is taking this action to enhance the safety and management of Instrument Flight Rules (IFR) operations for SIAPs at the airport. This action also corrects the state to SD under the airport designation, and amends the geographic coordinates of the airport.

Revocation of Class E Airspace; Forrest City, AR
This action removes Class E airspace at Forrest City Municipal Airport, Forrest City, AR, due to the cancellation of Instrument Flight Rules (IFR) operations. The FAA is taking this action to enhance airspace management within the National Airspace System (NAS).

Airworthiness Directives; The Boeing Company Airplanes
We are adopting a new airworthiness directive (AD) for all The Boeing Company Model 707 airplanes, and Model 720 and 720B series airplanes. This AD was prompted by reports of cracked midspar fittings on the inboard and outboard nacelle struts. This AD requires repetitive inspections for cracking of the inboard and outboard midspar fittings of the nacelle struts and of the torque bulkhead, midspar chords, drag fitting, and front spar support, and doing applicable related investigative and corrective actions; replacing the midspar fittings; and doing other specified actions. We are issuing this AD to detect and correct cracking in the midspar fittings of the inboard and outboard nacelle struts, which could result in the loss of the structural integrity of the midspar fitting. This condition could cause an unsafe separation of the engine and consequent wing fire.
Airworthiness Directives; Airbus Airplanes
We are superseding Airworthiness Directive (AD) 2014-09-05, for certain Airbus Model A330-200 and -300 series airplanes, and Model A340-200 and -300 series airplanes. AD 2014-09-05 required repetitive inspections of certain sidestay upper cardan pins of the main landing gear (MLG) and associated nuts and retainer assemblies, and pin replacement if necessary. This AD was prompted by a determination that a previously optional measurement is necessary to address the identified unsafe condition. This new AD continues to require a detailed inspection for visible chrome of each affected MLG sidestay upper cardan pin, associated nuts, and retainer assembly, and pin replacement if needed, and adds new requirements for measuring cardan pin clearance dimensions (gap check), doing corrective actions, and reporting all findings. We are issuing this AD to detect and correct migration of the sidestay upper cardan pin, which could result in disconnection of the sidestay upper arm from the airplane structure, and could result in a landing gear collapse and consequent damage to the airplane and injury to occupants.
Special Conditions: Pratt and Whitney Canada, PW210A; Flat 30-Second and 2-Minute One Engine Inoperative Rating
This action proposes special conditions for the Pratt and Whitney Canada PW210A engine model. This engine will have a novel or unusual design featurean additional one engine inoperative (OEI) rating that combines the 30-second and 2-minute OEI ratings into a single rating. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

Airworthiness Directives; Lockheed Martin Corporation/Lockheed Martin Aeronautics Company Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Lockheed Martin Corporation/Lockheed Martin Aeronautics Company Model 188 series airplanes. This proposed AD was prompted by an evaluation by the design approval holder (DAH) indicating that a certain circumferential fuselage splice is subject to widespread fatigue damage (WFD). This proposed AD would require an inspection for corrosion and previous repairs, severed stringers, cracking, and loose or distressed fasteners of the forward and aft ends of the stringer splices of certain stringers, inspection for cracking and modification of certain fastener holes common to the stringer and splice member at the forward and aft ends of the splice, and related investigative and corrective actions if necessary. We are proposing this AD to prevent loss of residual strength of a certain circumferential fuselage splice, which could lead to rapid decompression of the cabin and potential loss of the airplane.
Changes to the Application Requirements for Authorization to Operate in Reduced Vertical Separation Minimum Airspace
This action would revise the FAA's requirements for an application to operate in Reduced Vertical Separation Minimum (RVSM) airspace. This proposal would eliminate the burden and expense of developing, processing, and approving RVSM maintenance programs. As a result of this proposed revision, an applicant to operate in RVSM airspace would no longer be required to develop and submit an RVSM maintenance program solely for the purpose of an RVSM authorization. Because of other, independent FAA airworthiness regulations, all aircraft operators would nevertheless continue to be required to maintain RVSM equipment in an airworthy condition.
Airworthiness Directives; Turbomeca S.A. Turboshaft Engines
We are superseding airworthiness directive (AD) 2014-01-01 for all Turbomeca S.A. Arrius 2F turboshaft engines. AD 2014-01-01 required a one-time inspection of the ejector assembly nozzle of certain serial number (S/N) lubricating devices and, if a discrepancy was found, removal and replacement of the affected ejector assembly nozzle with a part eligible for installation. This AD requires the same action as AD 2014-01-01 and expands the list of affected S/N lubricating devices. This AD was prompted by the determination that additional lubricating devices, identifiable by S/N, may have an incorrect bonding of the nozzle on the ejector assembly. We are issuing this AD to prevent failure of the ejector assembly nozzle, which could lead to an in- flight shutdown (IFSD) of the engine, damage to the engine, and damage to the helicopter.
Airworthiness Directives; Lycoming Engines Reciprocating Engines (Type Certificate Previously Held by Textron Lycoming Division, AVCO Corporation)
We are adopting a new airworthiness directive (AD) for certain Lycoming TIO-540-AJ1A reciprocating engines. This AD was prompted by several reports of cracked engine exhaust pipes. This AD requires inspection of the engine exhaust pipes for cracks and replacement of the turbocharger mounting bracket. We are issuing this AD to prevent failure of the exhaust system due to cracking, which could lead to uncontrolled engine fire, harmful exhaust gases entering the cabin resulting in crew incapacitation, and damage to the airplane.
Airworthiness Directives; Zodiac Seats France (Formerly Sicma Aero Seat) Passenger Seat Assemblies
We are superseding Airworthiness Directive (AD) 2014-20-11, for Zodiac Seats France 9140, 9166, 9173, 9174, 9184, 9188, 9196, 91B7, 91B8, 91C0, 91C2, 91C4, 91C5, 91C9, 9301, and 9501 series passenger seat assemblies. AD 2014-20-11 required a general visual inspection for cracking of backrest links; replacement with new links if cracking is found; and eventual replacement of all links with new links. This AD was prompted by a determination that a model designation specified in paragraph (c)(1) of that AD was incorrect. This new AD identifies the correct model designation. We are issuing this AD to detect and correct cracks in the backrest links, which could affect the structural integrity of seat backrests. Failure of the backrest links could result in injury to an occupant during emergency landing conditions.
Special Conditions: Bombardier Aerospace, Models BD-500-1A10 and BD-500-1A11; Electronic Flight Control System: Lateral-Directional and Longitudinal Stability and Low-Energy Awareness
These special conditions are issued for the Bombardier Aerospace Models BD-500-1A10 and BD-500-1A11 series airplanes. These airplanes will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. This design feature is a fly-by-wire electronic flight control system that provides an electronic interface between the pilot's flight controls and the flight control surfaces for both normal and failure states. The system generates the actual surface commands that provide for stability augmentation and control about all three airplane axes. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Special Conditions: Bombardier Aerospace, Models BD-500-1A10 and BD-500-1A11 Series Airplanes; Operation Without Normal Electrical Power
These special conditions are issued for the Bombardier Aerospace Models BD-500-1A10 and BD-500-1A11 series airplanes. These airplanes will have novel or unusual design features when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. These design features are electrical and electronic systems that perform critical functions, the loss of which could be catastrophic to the airplane. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for these design features. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Proposed Amendment of Class E Airspace; Chehalis, WA
This action proposes to modify Class E airspace extending upward from 700 feet above the surface at ChehalisCentralia Airport, Chehalis, WA, to enhance the safety and management of Instrument Flight Rules (IFR) operations for Standard Instrument Approach Procedures (SIAPs) at the airport.
Proposed Amendment of Class E Airspace; Toledo, WA
This action proposes to modify Class E airspace extending upward from 700 feet above the surface at Ed Carlson Memorial Field- South Lewis County Airport, Toledo, WA. The FAA found modification of the airspace necessary for the safety and management of Instrument Flight Rules (IFR) operations for Standard Instrument Approach Procedures (SIAPs) at the airport.
Proposed Amendment of Class E Airspace; Kelso, WA
This action proposes to modify Class E airspace extending upward from 700 feet above the surface at Southwest Washington Regional Airport, Kelso, WA, to enhance the safety and management of Instrument Flight Rules (IFR) operations for Standard Instrument Approach Procedures (SIAPs) at the airport.
Proposed Amendment of Class E Airspace; Santa Rosa, CA
This action proposes to modify Class E airspace extending upward from 700 feet above the surface at the Charles M. Schulz-Sonoma County Airport, Santa Rosa, CA. The FAA found modification of the airspace area above 1,200 feet is no longer needed for standard instrument approach procedures at the airport. This action is necessary for the safety and management of Instrument Flight Rules (IFR) operations at the airport.
Electronic Applications for Licenses, Permits, and Safety Approvals
Currently, an application for a license or experimental permit, or for a safety approval must be submitted to the FAA in paper form. This rule will make the application process more flexible and efficient by providing applicants with an option to submit these applications to the FAA electronically (either via email or on an electronic storage device) rather than submitting a paper application.
Airworthiness Directives; Slingsby Aviation Ltd. Airplanes
We are adopting a new airworthiness directive (AD) for Slingsby Aviation Ltd. Models T67M260 and T67M260-T3A airplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by the aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as failure of a brake master cylinder pivot pin. We are issuing this AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; International Aero Engines AG Turbofan Engines
We are superseding Airworthiness Directive (AD) 2012-09-09 for all International Aero Engines AG (IAE) V2500-A1, V2525-D5, and V2528- D5 turbofan engines, and certain serial numbers (S/Ns) of IAE V2522-A5, V2524-A5, V2527-A5, V2527E-A5, V2527M-A5, V2530-A5, and V2533-A5 turbofan engines. AD 2012-09-09 required cleaning, eddy current inspection (ECI) or fluorescent penetrant inspection (FPI), and initial and repetitive ultrasonic inspections (USIs) of certain high-pressure compressor (HPC) stage 3 to 8 drums, as well as replacement of the drum attachment nuts. This new AD expands the affected population for initial and repetitive USIs of the HPC stage 3 to 8 drum, revises the inspection intervals, requires performing ECI or FPI, requires removal of the affected attachment nuts and any HPC stage 3 to 8 drum found cracked, and adds a mandatory terminating action. This AD was prompted by the discovery that additional attachment nuts for certain HPC stage 3 to 8 drums are affected. We are issuing this AD to prevent failure of the HPC stage 3 to 8 drum, which could result in uncontained drum failure, damage to the engine, and damage to the airplane.
Modification of Restricted Areas R-4501A, R-4501B, R-4501C, R-4501D, R-4501F, and R-4501H; Fort Leonard Wood, MO
This action modifies the designated altitudes of restricted area R-4501B, Fort Leonard Wood, MO, by raising the restricted area ceiling from 1,500 feet mean seal level (MSL) in the north and 2,200 feet MSL in the south to a single altitude of 4,300 feet MSL across the entire restricted area. This action also adds exclusions to the boundaries of R-4501C, R-4501F, and R-4501H to address overlapping restricted areas. Finally, this action makes administrative changes to the R-4501A and R-4501B titles and to R-4501A-D, R-4501F, and R-4501H using agency information to standardize the format and information describing these restricted areas of the Fort Leonard Wood restricted area complex.

Airworthiness Directives; British Aerospace Regional Aircraft Airplanes
We propose to adopt a new airworthiness directive (AD) for British Aerospace Regional Aircraft Model Jetstream Model 3201 airplanes. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as the in- service special detailed inspection technique required for the Jetstream 3200's life extension program was delayed; consequently, the in-service special detailed inspection technique is not formally part of the life extension program and may therefore not be accomplished as intended. We are issuing this proposed AD to require actions to address the unsafe condition on these products.
Amendment of Class E Airspace; Eufaula, AL
This action amends Class E Airspace at Eufaula, AL as the Eufaula VORTAC has been decommissioned, requiring airspace redesign at Weedon Field Airport. This action enhances the safety and management of Instrument Flight Rules (IFR) operations at the airport.
Amendment of Class D and Class E Airspace; Clarksburg, WV
This action amends Class E Airspace at Clarksburg, WV, as the Clarksburg VOR/DME has been decommissioned, requiring airspace redesign at North Central West Virginia Airport, formerly Benedum Airport. This action enhances the safety and management of Instrument Flight Rules (IFR) operations at the airport. This action also updates the geographic coordinates of the airport.
Amendment of Class D Airspace; Jupiter, FL
This action corrects an error in the title of a final rule published in the Federal Register on May 1, 2015, amending Class D Airspace at William P. Gwinn Airport, Jupiter, FL. It should read Class D Airspace, not Class E Airspace, and the word Proposed is removed.
Revocation of Class E Airspace; Lexington, TN
This action removes Class E Airspace at Lexington, TN, as the Franklin Wilkins Airport has been abandoned, and controlled airspace is no longer required. This action enhances the safety and airspace management around the Lexington, TN, area.

Notice of Opportunity for Public Comment on Surplus Property Release at Lewistown Municipal Airport, in Lewistown, MT
Under the provisions of Title 49, U.S.C. Section 47153(d), notice is being given that the FAA is considering a request from Fergus County, MT, and the City of Lewistown, MT, to waive the surplus property requirements for approximately 5.82 acres of airport property located at Lewistown Municipal Airport, in Lewistown, MT. Approximately 3.43 acres of the subject parcel is currently part of the right of way for West Main Street. An additional 0.84 acres is proposed for right of way along West Main Street, and 1.55 acres is proposed for right of way along Airport Road. These portions of the subject parcel are currently vacant. It has been determined through study and master planning that the subject parcel will not be needed for aeronautical purposes. The proceeds of the sale will be used exclusively for developing, improving, operating, or maintaining the Lewistown Municipal Airport.
Special Conditions: Cirrus Design Corporation Model SF50 airplane; Full Authority Digital Engine Control (FADEC) System; Withdrawal
The FAA is withdrawing a previously published document granting special conditions for the Cirrus Design Corporation model SF50 airplane. We are withdrawing Special Condition No. 23-246-SC through mutual agreement with Cirrus Design Corporation.

Proposed Amendment of Class E Airspace; Tekamah, Nebraska
This action proposes to amend Class E airspace at Tekamah Municipal Airport, Tekamah, NE. A Class E extension is no longer required due to the decommissioning of the Tekamah VHF Omni-directional radio range (VOR) facility and its associated standard instrument approach procedures (SIAPs). This would enhance the safety and management of instrument flight rules (IFR) operations at the airport.
