This action amends Class D airspace and Class E airspace extending upward from 700 feet above the surface for Lawrenceville, GA. This action updates the airport's name in both the Class D and E airspace to Gwinnett County/Briscoe Field. In addition, this action amends the Class D airspace by creating an extension to the southwest. The Class E airspace extending upward from 700 feet above the surface is amended by increasing the radius and eliminating the extension to the east. Also, this action eliminates the Gwinnett Non-directional Beacon (NDB) from the legal description. This action also makes an editorial change replacing the term Airport/Facility Directory with the term Chart Supplement in the legal descriptions of the Class D airspace. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
Amendment of the Class E Airspace and Revocation of Class E Airspace; Grove, OK

The geographic coordinates of the airport are also being updated to coincide with the FAA's aeronautical database.

The TRACS provides information, advice, and recommendations to the U.S. Secretary of Transportation (Secretary) and FTA Administrator (Administrator) in response to tasks assigned to TRACS. The TRACS does not exercise program management responsibilities and makes no decisions directly affecting the programs on which it provides advice. The Secretary may accept or reject a recommendation made by TRACS and is not bound to pursue any recommendation from TRACS.

In compliance with the Paperwork Reduction Act of 1995 (PRA), this notice announces the Information Collection Request (ICR) abstracted below has been forwarded to the Office of Management and Budget (OMB) for review and approval. The ICR describes the nature of the information collection and its expected burden. The proposed new collection of information supports research addressing safety-related aspects of drivers' use of camera-based rear visibility systems intended to serve as a replacement for traditional outside rearview mirrors. A Federal Register Notice with a 60-day comment period soliciting comments on the following information collection was published on August 28, 2019. NHTSA received 22 public comments submitted online and one additional comment submitted via email. A second Federal Register Notice with a 60-day comment period soliciting comments on the following information collection was published on May 24, 2021. NHTSA received 1,891 unique public comments. A summary of the comments and the changes NHTSA made in response to those comments is provided below.
Airworthiness Directives; Pilatus Aircraft Ltd. Airplanes

The FAA proposes to supersede Airworthiness Directive (AD) 2016-26-08, which applies to all Pilatus Aircraft Ltd. Model PC-12, PC- 12/45, PC-12/47, and PC-12/47E airplanes. AD 2016-26-08 requires incorporating revisions into the airworthiness limitations section (ALS) of the maintenance program and inspecting the main landing gear (MLG) attachment bolts for cracks and corrosion. Since the FAA issued AD 2016-26-08, the European Union Aviation Safety Agency (EASA) superseded its mandatory continuing airworthiness information (MCAI) to add a new life limit for certain MLG actuator bottom attachment bolts and then superseded it again to add new life limits for the rudder bellcrank. This proposed AD would require incorporating new revisions to the ALS of the existing airplane maintenance manual (AMM) or Instructions for Continued Airworthiness (ICA) to establish a 5-year life limit for certain MLG actuator bottom attachment bolts and new life limits for the rudder bellcrank. The FAA is proposing this AD to address the unsafe condition on these products.

This AD was prompted by a report of in-flight smoke and fire that initiated from the windshield heat power wire braid. The FAA is superseding Airworthiness Directive (AD) 2021-15-52 which applied to various restricted category helicopters originally manufactured by Bell Textron Inc. with a certain main rotor hub strap pin (pin) installed. AD 2021-15-52 required removing certain outboard pins from service and prohibited installing them on any helicopter. This AD expands the applicability to all affected pins, regardless if they are outboard or inboard. This AD also requires inspecting the removed pin for any deformation and if it is deformed, removing the mating strap fitting (fitting) from service. This AD was prompted by the discovery that AD 2021-15-52 inadvertently limited its applicability to only outboard pins when, in fact, all pins are subject to the unsafe condition and the determination that a deformed pin may have damaged the fitting. Finally, this AD updates the current type certificate holder information as reflected in the type certificate data sheet (TCDS) and expands the applicability of AD 2021-15-52. The FAA is issuing this AD to address the unsafe condition on these products.

The information collection currently requires operators to submit geospatial data, attributes, metadata, public contact information, and a transmittal letter appropriate for use in the National Pipeline Mapping System (NPMS). Acceptable formats and additional information are specified in the NPMS Attribute Standards document available at www.npms.phmsa.dot.gov. The proposed revisions would modify one attribute approved in January 2020 that pipeline operators must submit to PHMSA, extend the expiration date of the information collection established by OMB, and require gas transmission operators to submit additional attributes to the NPMS.

This AD was prompted by reports of three incidents involving in-flight fan blade failures on certain Pratt & Whitney engines (``fan blades'' are also known as ``1st-stage low-pressure compressor (LPC) blades'' these terms are used interchangeably in this AD). This AD requires installation of debris shields on the thrust reverser (T/R) inner wall at the left and right sides of the lower bifurcation, inspection of the fan cowl doors for moisture ingression, repetitive functional checks of the hydraulic pump shutoff valves to ensure they close in response to the fire handle input, and corrective actions if necessary. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA is superseding Airworthiness Directive (AD) 2019-03-01 and AD 2021-05-51 for certain Pratt & Whitney Division (PW) PW4074, PW4074D, PW4077, PW4077D, PW4084D, PW4090, and PW4090-3 model turbofan engines. AD 2019-03-01 required performing initial and repetitive thermal acoustic image (TAI) inspections for cracks in certain 1st- stage low-pressure compressor (LPC) blades and removal of those blades that fail inspection. AD 2021-05-51 required performing a one-time TAI inspection for cracks in certain 1st-stage LPC blades and removal of those blades that fail inspection. This AD was prompted by three in- flight failures of a 1st-stage LPC blade, with one failure resulting in an engine fire during flight, and subsequent manufacturer publication of service information specifying improved inspections for three critical locations on the 1st-stage LPC blade. This AD requires initial and repetitive ultrasonic (UT) inspections and TAI inspections for cracks in certain 1st-stage LPC blades and removal of those blades that fail inspection. The FAA is issuing this AD to address the unsafe condition on these products.

In compliance with the Paperwork Reduction Act of 1995 (PRA), this notice announces that the Information Collection Request (ICR) abstracted below will be submitted to the Office of Management and Budget (OMB) for review and approval. The ICR describes the nature of the information collection and its expected burden. This is a request for approval for reinstatement of a previously-approved collection of information for NHTSA's Highway Grant Program, which includes State Highway Safety Program grants, the National Priority Safety Program grants, and a separate grant on racial profiling data collection. The purpose of the information collection is to collect information necessary for NHTSA to issue grants to States. To receive grants, a State must submit a Highway Safety Plan (HSP) that supports its qualifications for receiving grant funds. Specifically, the HSP consists of information on the highway safety planning process, performance report, performance plan, problem identification, highway safety countermeasure strategies, planned activities and funding amounts, certifications and assurances, and application materials that cover Section 405 grants and the reauthorized Section 1906 grant. A Federal Register Notice with a 60- day comment period soliciting comments on the following information collection was published on February 9, 2021. NHTSA received three comments. A summary of the comments and NHTSA's response to those comments is provided below.

FMCSA amends its regulations to eliminate the requirement that drivers operating commercial motor vehicles (CMVs) in interstate commerce prepare and submit a list of their convictions for traffic violations to their employers annually. This requirement is largely duplicative of a separate rule that requires each motor carrier to make an annual inquiry to obtain the motor vehicle record (MVR) for each driver it employs from every State in which the driver holds or has held a CMV operator's license or permit in the past year. To ensure motor carriers are aware of traffic convictions for a driver who is licensed by a foreign authority rather than by a State, the Agency amends the rule to provide that motor carriers must make an annual inquiry to each driver's licensing authority where a driver holds or has held a CMV operator's license or permit.

This AD requires a bolt hole eddy current inspection of the lug plate holes, a visual and fluorescent dye penetrant inspection of the lug fittings, and a visual and eddy current surface scan inspection of the wing strut assemblies. This unsafe condition could lead to failure of the wing strut, which could result in an in- flight breakup of the wing. The FAA is issuing this AD to address the unsafe condition on these products.
