The FAA proposes to rule and invites public comment on the application for a release of approximately 1.0719 acres of federally obligated airport property at New Castle County Airport (ILG), Wilmington, DE, from the National Emergency Use Provision contained in a Surplus Property Agreement, dated April 28, 1949, and from conditions, reservations, and restrictions contained in Airport Improvement Program grants that would restrict the use of said land to aeronautical purposes. The request includes 0.8994 acres of land to be released for disposal for a Right-Of-Way and 0.1725 acres be released from aeronautical to non-aeronautical use for a Permanent Easement. This acreage is a portion of the land at New Castle County Airport that is subject to the Surplus Property Agreement. Both releases are requested to permit improvements, including the widening of State Route 141. The proposed use of land after the release will be compatible with the airport and will not interfere with the airport or its operation.

This action proposes to establish 2 new low altitude RNAV routes T-239, and T-258, and modify 3 existing RNAV routes T-290, T- 292, and T-294 in the southeastern United States. The proposal would expand the availability of RNAV routing in support of transitioning the National Airspace System (NAS) from ground-based to satellite-based navigation.

We are superseding Airworthiness Directive (AD) 97-26-03 for Eurocopter Deutschland GmbH Model MBB-BK 117 A-1, MBB-BK 117 A-3, MBB- BK 117 A-4, MBB-BK 117 B-1, MBB-BK 117 B-2, and MBB-BK 117 C-1 helicopters. AD 97-26-03 required visual inspections for cracks in the ribbed area of the main rotor (M/R) mast flange (flange). Since we issued AD 97-26-03, we have determined that a certain reinforced M/R mast is not affected by the unsafe condition. This new AD retains the requirements of AD 97-26-03 and removes a certain M/R mast from the applicability. The actions of this AD are intended to address an unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for MDHI Model 369A, 369D, 369E, 369FF, 369H, 369HE, 369HM, 369HS, 500N, and 600N helicopters. This AD requires inspecting each main rotor blade (MRB) for a crack. This AD was prompted by reports of cracked MRBs. The actions of this AD are intended to address an unsafe condition on these helicopters.

The Saint Lawrence Seaway Development Corporation (SLSDC) and the St. Lawrence Seaway Management Corporation (SLSMC) of Canada, under international agreement, jointly publish and presently administer the St. Lawrence Seaway Regulations and Rules (Practices and Procedures in Canada) in their respective jurisdictions. Under agreement with the SLSMC, the SLSDC is amending the joint regulations by updating the Seaway Regulations and Rules in various categories. The changes update the following sections of the Regulations and Rules: Seaway Navigation; and, Information and Reports. These amendments are merely editorial or for clarification of existing requirements. The joint regulations will become effective in Canada on March 30, 2019. For consistency, because these are joint regulations under international agreement, and to avoid confusion among users of the Seaway, the SLSDC finds that there is good cause to make the U.S. version of the amendments effective on the same date.

We are superseding airworthiness directive (AD) 2017-22-13 for certain Rolls-Royce plc (RR) RB211-Trent 900 turbofan engine models. AD 2017-22-13 required an inspection of the drains mast and the replacement or repair of the drains mast if a crack is found. This AD retains this requirement, but adds repetitive inspections and expands the population of affected RR RB211-Trent 900 turbofan engine models. This AD was prompted by RR in-service findings that indicated a need to include part number (P/N) FW29847 drains mast and additional RR RB211- Trent 900 turbofan engines to the affected population. We are issuing this AD to address the unsafe condition on these products.

This action proposes to amend the Class E airspace extending upward from 700 feet above the surface and the Class E airspace extending upward from 1,200 feet above the surface at Schoolcraft County Airport, Manistique, MI. The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the Schoolcraft VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures at these airports, as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the Schoolcraft County Airport would also be updated to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.

In compliance with the Paperwork Reduction Act of 1995, the Department of Transportation's Office of the Secretary is forwarding the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for approval. The ICR describes the nature of the information and the expected burden. OST published a Federal Register notice with a 60-day comment period soliciting comments on the following collection of information on December 20, 2018 (83 FR 65393). The purpose of this notice is to allow the public an additional 30 days from the date of this notice to submit comments to the recently published application to renew ICR 2105-0551, ``Reporting Requirements for Disability-Related Complaints.''

The FAA is issuing this notice to advise the public of a meeting of the REDAC.

We are adopting a new airworthiness directive (AD) for certain Empresa Brasileira de Aeronautica S.A. (Embraer) Model EMB-135ER, - 135KE, -135KL, and -135LR airplanes and Model EMB-145, -145ER, -145MR, -145LR, -145XR, -145MP, and -145EP airplanes. This AD was prompted by reports of internal corrosion of the stow/transit switches installed in the engine thrust reversers. This AD requires installation of new stow/ transit switches. We are issuing this AD to address the unsafe condition on these products.

This notice announces final environmental actions taken by the Federal Transit Administration (FTA) for projects in Phoenix, Arizona and Albany, Georgia. The purpose of this notice is to announce publicly the environmental decisions by FTA on the subject projects and to activate the limitation on any claims that may challenge these final environmental actions.

We are superseding Airworthiness Directive (AD) 2016-07-23, which applied to all Airbus SAS Model A318 and A319 series airplanes; Model A320-211, A320-212, A320-214, A320-216, A320-231, A320-232, and A320-233 airplanes; and Model A321-111, A321-112, A321-131, A321-211, A321-212, A321-213, A321-231, and A321-232 airplanes. AD 2016-07-23 required, for certain airplanes, repetitive replacements of the fixed fairing upper and lower attachment studs of both the left-hand (LH) and right-hand (RH) main landing gear (MLG); and repetitive inspections for corrosion, wear, fatigue cracking, and loose studs of each forward stud assembly of the fixed fairing door upper and lower forward attachments of both the LH and RH MLG; and replacement if necessary. AD 2016-07-23 also provided an optional terminating modification for the repetitive replacements of the fixed fairing upper and lower attachment studs. This AD retains the requirements of AD 2016-07-23 and, for certain airplanes, requires re-identification of the LH and RH MLG fixed fairing assemblies' part numbers. This AD was prompted by a determination that for some airplane configurations, associated fixed fairing assembly part numbers susceptible to fatigue cracking were not listed in certain service information required by AD 2016-07-23. In addition, we have determined that additional work is necessary to re- identify the fixed fairing assembly part number on certain airplanes. We are issuing this AD to address the unsafe condition on these products.

The Moving Ahead for Progress in the 21st Century Act (MAP-21) established the Surface Transportation Project Delivery Program that allows a State to assume FHWA's environmental responsibilities for environmental review, consultation, and compliance under the National Environmental Policy Act (NEPA) for Federal highway projects. When a State assumes these Federal responsibilities, the State becomes solely responsible and liable for carrying out the responsibilities it has assumed, in lieu of FHWA. This program mandates annual audits during each of the first 4 years of State participation to ensure compliance with program requirements. This notice announces and solicits comments on the third audit report for the Ohio Department of Transportation (ODOT).

The U.S. Department of Transportation (the Department or DOT) is extending the comment period for its Notice of Review of Guidance by 30 days. The comment period was originally scheduled to end April 8, 2019. It will now end May 8, 2019.
