IFR Operations at Locations Without Weather Reporting

The proposed rule would allow helicopter air ambulance (HAA) operators to conduct instrument flight rules (IFR) departure and approach procedures at airports and heliports that do not have an approved weather reporting source in HAA aircraft without functioning severe weather detection equipment (airborne radar or lightning strike detection equipment), when there is no reasonable expectation of severe weather at the destination, the alternate, or along the route of flight. This rule would also update requirements to address the discontinuance of area forecasts, currently used as flight planning and pilot weather briefing aids. Additionally, this rulemaking proposes to update requirements regarding HAA departure procedures to include additional types of departure procedures that are currently acceptable for use.
Surface Transportation Project Delivery Program; TxDOT Audit #4 Report

The Surface Transportation Project Delivery Program allows a State to assume FHWA's environmental responsibilities for review, consultation, and compliance for Federal highway projects. When a State assumes these Federal responsibilities, the State becomes solely responsible and liable for carrying out the responsibilities it has assumed, in lieu of FHWA. Prior to the Fixing America's Surface Transportation (FAST) Act of 2015, the Program required semiannual audits during each of the first 2 years of State participation to ensure compliance by each State participating in the Program. This notice finalizes the findings of the fourth audit report for the Texas Department of Transportation's (TxDOT) participation in accordance with these pre-FAST Act requirements.

These special conditions are issued for the Textron Aviation Inc. (Textron), Model 700 series airplanes that feature an inflatable airbag system on multiple-place and single-place side-facing seats (i.e., seats positioned in the airplane with the occupant facing 90 degrees to the direction of airplane travel). The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

We are adopting a new airworthiness directive (AD) for certain Textron Aviation Inc. Models 510, 680, and 680A airplanes equipped with certain part number brake assemblies. This AD was prompted by a report that brake pad wear indicator pins were set incorrectly, which could lead to brake pad wear beyond the acceptable limits without indication. This AD requires inspection of the brake pad wear indicator pins and replacement of the brake assembly if any pin is set incorrectly. We are issuing this AD to address the unsafe condition on these products.

FMCSA announces its decision to grant the application of the National Tank Truck Carriers, Inc. (NTTC) and the Massachusetts Motor Transport Association, Inc. (MMTA) for an exemption from the requirement that drivers of commercial motor vehicles (CMVs) obtain a 30-minute rest break. The exemption is limited to CMV drivers engaged in the transportation of specified types of petroleum-based fuels who would otherwise have to observe the rest break when their duty day unexpectedly exceeds 12 hours. FMCSA has analyzed the exemption application and public comments and has determined that the exemption, subject to the terms and conditions imposed, will achieve a level of safety that is equivalent to, or greater than, the level that would be achieved absent such exemption.

On January 2, 2018, TK Holdings Inc. (Takata) filed a defect information report (DIR), in which it determined that a defect existed in certain passenger-side air bag inflators that it manufactured, including passenger inflators that it supplied to General Motors, LLC (GM) for use in certain GMT900 vehicles. GM has petitioned the Agency for a decision that, because of differences in inflator design and vehicle integration, the equipment defect determined to exist by Takata is inconsequential as it relates to motor vehicle safety in the GMT900 vehicles, and that GM should therefore be relieved of its notification and remedy obligations. This notice serves to make the public aware of GM's pending request to the agency and the period for public comment. It does not address GM's substantive claims, nor legal arguments or interpretations asserted by GM.

This action proposes to modify the Class D airspace designated as an extension at Tulsa Lloyd Jones Jr. Airport, Tulsa, OK. The FAA is proposing this action as a result of an airspace review caused by the decommissioning of the Glenpool VHF omnidirectional range (VOR) navigational aid as part of the VOR Minimum Operational Network (MON) Program and the cancellation of the associated instrument procedures. The geographic coordinates also would be amended, and an editorial change would be made removing the airport name in the airspace designation, and removing the city name from the airport designation. Another editorial change would be made to the legal description replacing ``Airport/Facility Directory'' with ``Chart Supplement''.

We are adopting a new airworthiness directive (AD) for certain Fokker Services B.V. Model F28 Mark 0100 airplanes. This AD requires contacting the FAA to obtain instructions for addressing the unsafe condition on these products, and doing the actions specified in those instructions. This AD was prompted by interference between certain passenger service unit (PSU) panels, when in the deployed/open position, and the nearby emergency exit door cover. We are issuing this AD to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for all General Electric Company (GE) CF6-80A, -80A1, -80A2, and -80A3 turbofan engines. This AD was prompted by high cycle fatigue (HCF) cracking of the low-pressure turbine (LPT) stage 3 nozzles. This AD requires replacement of the LPT stage 3 nozzles, part numbers (P/Ns) 9290M52P05 and 9290M52P06, installed. We are issuing this AD to address the unsafe condition on these products.

The Federal Motor Carrier Safety Administration (FMCSA) requests public comment on an exemption application from Stoneridge, Inc. (Stoneridge) to allow motor carriers to operate commercial motor vehicles (CMVs) with the company's MirrorEyeTM Camera Monitor System (CMS) installed as an alternative to the two rear-vision mirrors required by the Federal Motor Carrier Safety Regulations (FMCSRs). Stoneridge explained that it has developed, tested and manufactured the CMS to improve CMV safety by providing driver with an enhanced field of view around the cab of the truck. The company states that its MirrorEyeTM CMS meets the performance requirements provided for conventional mirrors under the National Highway Traffic Safety Administration (NHTSA)'s standards which are cross-referenced by the FMCSRs. Stoneridge believes the exemption would maintain a level of safety that is equivalent to, or greater than, the level of safety achieved without the exemption because CMS meets or exceeds the performance requirements for traditional mirrors.

This action: Removes the Class D airspace for Enid Woodring Municipal Airport, OK, and Enid Vance AFB, OK; establishes Class D airspace for Enid Woodring Regional Airport, Enid, OK, and Vance AFB, OK; amends the Class E airspace designated as a surface area for Enid Woodring Regional Airport; establishes Class E airspace designated as a surface area for Vance AFB; removes the Class E airspace designated as an extension of Class D and Class E surface areas at Enid Woodring Municipal Airport, OK, and Enid Vance AFB, OK; establishes Class E airspace designated as an extension of Class D and Class E surface areas at Enid Woodring Regional Airport and Vance AFB; and amends the Class E airspace extending upward from 700 feet above the surface at Enid Woodring Regional Airport and Vance AFB. Due to the differing operating hours of the two airports, the airspace descriptions are being separated for safety and management of instrument flight rules (IFR) operations at these airports. Additionally, airspace redesign is necessary to accommodate new instrument procedures at Enid Woodring Regional Airport.
