UP has filed a combined
environmental and historic report that
addresses the effects, if any, of the
abandonment on the environment and
historic resources. OEA will issue an
environmental assessment (EA) by April
13, 2018. Interested persons may obtain
a copy of the EA by writing to OEA
(Room 1100, Surface Transportation
Board, Washington, DC 20423–0001) or
by calling OEA at (202) 245–0305.

Environmental, historic preservation,
public use, or trail use/rail banking
conditions will be imposed, where

shall file a notice of consummation with
the Board to signify that it has exercised
the authority granted and fully
abandoned the Line. If consummation
has not been effected by UP’s filing of

General Description of the Program
Under 49 U.S.C. 47118, the MAP
provides capital development assistance
to civilian airport sponsors of
designated joint-use military airfields or
former military airports that are
included in the FAA’s National Plan of
Integrated Airport Systems (NPIAS).
Airport sponsors designated to the MAP
may receive set-aside grant funds from
the Airport Improvement Program (AIP)
(4 percent of discretionary funds) for
airport development that will assist the
airport sponsor in successfully
transitioning the airport from military to
civilian use. The MAP is described in
detail in FAA Order 5100.38D, Airport
Improvement Program (AIP) Handbook.
Number of Airports
As set forth by 49 U.S.C. 47118, a
maximum of 15 airports may participate
in the MAP at any time. Three of the 15
may be general aviation (GA) airports;
the remainder must be commercial
service or reliever airports. In FY 2018,
there are 12 slots available in the
program; however, there are no
openings available for GA airports.
