NHTSA published in the Federal Register of April 30, 2008, a final rule making certain changes in the 17-character vehicle identification number (VIN) system so that the system will remain viable for at least another 30 years. The regulatory text of the final rule contained several typographical errors, which this document corrects. In addition, this document makes clear that all motor vehicles identified by their manufacturer as model year (MY) 2009 or earlier vehicles must comply with the current Part 565 VIN requirements (which are set forth in subpart C of Part 565 of the final rule).

This action amends the Class E airspace area at Waynesburg, PA, to accommodate a new Standard Instrument Approach Procedure (SIAP) that has been developed for Green County Airport. As a result, controlled airspace extending upward from 700 feet Above Ground Level (AGL) will be expanded to contain the SIAP and other Instrument Flight Rules (IFR) operations at Green County Airport. The operating status of the airport will change from Visual Flight Rules (VFR) to include IFR operations concurrent with the publication of the SIAP. A minor correction is also being made in the geographic position coordinates of the Green County Airport.

The Federal Aviation Administration is requesting public comment on the proposed release of 5.67 acres of land currently owned by the Elkins Randolph County Airport, Elkins, West Virginia. The parcel is located at Chenoweth Creek; Beverly District, Elkins, West Virginia. The property is undeveloped and is not needed for aeronautical purposes. Once released, the land will be exchanged for 5.67 acres of land situated within the approach of Runway 23. This property is to be exchanged to facilitate Runway Protection Zone requirements. The airport land being released is not needed for airport development as shown on the Airport Layout Plan. Fair Market Value of the land has been established for the land exchange between the Elkins Randolph Airport and the aforementioned property.

Pipeline Safety: Notice to Operators of Gas Transmission Pipelines on the Regulatory Status of Direct Sales Pipelines

PHMSA advises gas transmission pipeline operators that the Pipeline Inspection, Protection, Enforcement, and Safety Act of 2006 eliminated the former exception of direct sales natural gas pipelines from the definition of an interstate gas pipeline facility. As a result, direct sales gas transmission pipelines subject to the jurisdiction of the Federal Energy Regulatory Commission (FERC) formerly considered to be intrastate pipelines for purposes of the pipeline safety laws are now defined as interstate pipelines. As interstate pipelines, direct sales pipelines are subject to the applicable Federal pipeline safety regulations and PHMSA is responsible for regulatory oversight and enforcement. In some cases, inspections of these pipelines may continue to be conducted by a State pipeline safety agency acting as PHMSA's representative.

The Maritime Administration announces that the Marine Transportation System National Advisory Council (MTSNAC) will hold a meeting to review an expanded Marine Transportation System outreach and education program that addresses future workforce needs, environmental issues, and freight mobility; public and private sector data collection efforts; and an update and revision of the Council's Intermodal Report. A public comment period is scheduled for 9 a.m. to 9:30 a.m. on Wednesday, June 4, 2008. To provide time for as many people to speak as possible, speaking time for each individual will be limited to three minutes. Members of the public who would like to speak are asked to contact Richard J. Lolich by May 28, 2008. Commenters will be placed on the agenda in the order in which notifications are received. If time allows, additional comments will be permitted. Copies of oral comments must be submitted in writing at the meeting. Additional written comments are welcome and must be filed by June 13, 2008.

The FAA is publishing notice of proposed release of 0.02 acres of land at the Lynchburg Regional Airport, Campbell County, Virginia to the Virginia Department of Transportation for the Improvement of U.S. Route 29. There are no impacts to the Airport and the land is not needed for airport development as shown on the Airport Layout Plan. Fair Market Value of the land will be paid to the Airport Sponsor, and used for Airport purposes.
