Notice of Availability and Notice of Public Meetings for the Draft Supplemental Environmental Impact Statement for the Guam and Commonwealth of the Northern Mariana Islands Relocation (2012 Roadmap Adjustments)
Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969 (42 U.S. Code [U.S.C.] 4321, et seq.) and the Council of Environmental Quality (CEQ) Regulations for implementing the procedural provisions of NEPA (Title 40 Code of Federal Regulations [CFR] Parts 1500-1508), the Department of the Navy (DoN) announces the availability of the Draft Supplemental Environmental Impact Statement for the Guam and Commonwealth of the Northern Mariana Islands Military Relocation (2012 Roadmap Adjustments) (hereinafter ``Draft SEIS''). The DoN is the lead Federal agency for development of the Draft SEIS. The agencies that have accepted the DoN's invitation to participate as cooperating agencies are the U.S. Air Force, the Federal Aviation Administration, the Federal Highway Administration, the U.S. Environmental Protection Agency Region 9, the U.S. Department of InteriorOffice of Insular Affairs, and the U.S. Department of Agriculture. Pursuant to 40 CFR 1502.9, the DoN prepared this Draft SEIS for the purpose of supplementing the portions of the 2010 Final Environmental Impact Statement (EIS) regarding the establishment on Guam of a cantonment (including family housing), a live-fire training range complex (LFTRC), and associated infrastructure to support the relocation of a substantially reduced number of Marines and dependents than was previously analyzed. By supplementing the 2010 Final EIS, the Draft SEIS advances NEPA's purpose of informing decision-makers and the public about the environmental effects of the DoN's proposed action. The DoN will conduct three (3) public meetings to receive oral and written comments on the Draft SEIS. Federal agencies, territorial/local governmental agencies, and interested individuals are invited to be present or represented at the public meetings. The meetings will be comprised of two parts: (1) An informational open house and (2) public hearing. All comments will become part of the public record and will help officials make informed decisions on the proposed action. These meetings will also serve to provide information to the public about how the 2011 Programmatic Agreement fulfills the requirements under Section 106 of the National Historic Preservation Act for the proposed action. This notice announces the dates and locations of the public meetings for this Draft SEIS.
Meeting of the Board of Visitors of Marine Corps University
The Board of Visitors of the Marine Corps University will meet to review, develop and provide recommendations on all aspects of the academic and administrative policies of the University; examine all aspects of professional military education operations; and provide such oversight and advice, as is necessary, to facilitate high educational standards and cost effective operations. The Board will be focusing primarily on the internal procedures of Marine Corps University. All sessions of the meeting will be open to the public.
Privacy Act of 1974; System of Records
The Department of the Navy proposes to alter the system of records, NM05512-2, Badge and Access Control System Records, in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will be used to control physical access to DoD, Department of the Navy (DON) or U.S. Marine Corps Installations/Units controlled information, installations, facilities, or areas over which DoD, DON or USMC has security responsibilities by identifying or verifying an individual through the use of biometric databases and associated data processing/information services for designated populations for purposes of protecting U.S./Coalition/allied government/national security areas of responsibility and information; to issue badges, replace lost badges and retrieve passes upon separations; to maintain visitor statistics; collect information to adjudicate access to facility; and track the entry/exit times of personnel.

The public comment period ends on March 25, 2014. This notice announces a 21 day extension of the public comment period until April 15, 2014.

This system is used to prosecute or otherwise resolve military justice cases; to obtain support from the U.S. Department of Justice on requests for immunity for civilian witnesses; to obtain information from a Federal, state, local, or foreign agency, or from an individual or organization, relating to an investigation, charge, or court-martial and to provide information and support to victims and witnesses in compliance with the Victim and Witness Assistance Program, Sexual Assault Prevention and Response Program, and the Victims' Rights and Restitution Act of 1990.
Record of Decision for the Proposed Modernization and Expansion of Townsend Bombing Range, Georgia
Pursuant to Section (102)(2)(c) of the National Environmental Policy Act (NEPA) of 1969 (42 United States Code [U.S.C.] 4321-4370h); the Council on Environmental Quality regulations for implementing the procedural provisions of NEPA (40 CFR parts 1500-1508); Department of the Navy (DoN) Procedures for Implementing NEPA (32 CFR part 775); and United States Marine Corps (USMC) NEPA directives (Marine Corps Order P5090.2A), the DoN announces its decision to modernize and expand Townsend Bombing Range (TBR) in Long and McIntosh Counties, Georgia. The DoN has decided to implement Alternative 4, the Preferred Alternative, to include acquisition of Acquisition Areas 1B and 3. To support this decision, DoN will implement the following four actions: (1) Acquire Acquisition Areas 1B and 3 (28,630 acres); (2) terminate a 3,007-acre timber easement held by McIntosh County on DoN- owned land within the current TBR boundary; (3) modify Restricted Area R-3007 airspace by extending the current 100-foot floor to ground level over the land to be acquired (Acquisition Areas 1B and 3) to match the existing restricted airspace over the current range; and (4) construct infrastructure to support precision-guided munitions (PGM) training, including Target Areas 1, 2, 3, 4, 5, and 8. This modernization and expansion of TBR to accommodate inert PGM training will significantly enhance USMC east coast aviation unit training efficiency. Presently, TBR can accommodate only 47% of the required F/A-18 Hornet individual fixed-wing air crew air-to-ground training syllabus. The Proposed Action will allow air crews to meet up to 85% of their air-to-ground proficiency requirements at TBR. All practical means to avoid or minimize environmental impacts resulting from implementation of the Preferred Alternative that were identified in the EIS have been adopted.

Notice of Public Meetings of the Draft Environmental Impact Statement/Overseas Environmental Impact Statement for Military Readiness Activities in the Northwest Training and Testing Study Area
Pursuant to section 102(2)(c) of the National Environmental Policy Act of 1969, regulations implemented by the Council on Environmental Quality (40 Code of Federal Regulations Parts 1500-1508), and Presidential Executive Order 12114, the Department of the Navy (DoN) has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS). The Draft EIS/OEIS includes the evaluation of the potential environmental effects associated with military readiness training and research, development, test, and evaluation activities (training and testing) conducted within the Northwest Training and Testing (NWTT) Study Area. The National Marine Fisheries Service (NMFS) and the U.S. Coast Guard are cooperating agencies for this EIS/OEIS. The NWTT Study Area is composed of established maritime operating areas and warning areas in the eastern North Pacific Ocean, including the Strait of Juan de Fuca, Puget Sound, and Western Behm Canal in southeastern Alaska. The NWTT Study Area includes: air and water space within and outside Washington state waters, and outside state waters of Oregon and Northern California; four existing range complexes and facilities (Northwest Training Range Complex [NWTRC], Naval Undersea Warfare Center [NUWC] Division Keyport Range Complex, Carr Inlet Operations Area, and Southeast Alaska Acoustic Measurement Facility [SEAFAC]); and Navy pierside locations where sonar maintenance and testing occur (Naval Base Kitsap Bremerton, Naval Base Kitsap Bangor and Naval Station Everett). The land-based portions of the range complexes and facilities are not a part of the Study Area and will be or already have been addressed under separate DoN environmental planning documentation. With the filing of the Draft EIS/OEIS, the DoN is initiating a 60- day public comment period and has scheduled eight public meetings to receive comments on the Draft EIS/OEIS. This notice announces the dates and locations of the public meetings and provides supplementary information about the environmental planning effort. Dates and Addresses: The 60-day Draft EIS/OEIS public review period will begin on January 24, 2014, and end on March 25, 2014. The DoN will hold eight public meetings that will include an open house information session, followed by a short presentation by the DoN. DoN representatives will be available during the open house information sessions to clarify information related to the Draft EIS/OEIS. Federal, state, and local agencies and officials, and interested organizations and individuals are encouraged to provide comments in writing during the public review period or in person at one of the scheduled public meetings. Meeting of the U.S. Naval Academy Board of Visitors
The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary, into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The executive session of this meeting from 11:00 a.m. to 12:00 p.m. on March 3, 2014, will include discussions of new and pending administrative/minor disciplinary infractions and non-judicial punishment proceedings involving Midshipmen attending the U.S. Naval Academy, to include, but not limited to, individual honor/conduct violations within the Brigade. For this reason, the executive session of this meeting will be closed to the public.

Guidelines for Permitting Archaeological Investigations and Other Activities Directed at Sunken Military Craft and Terrestrial Military Craft Under the Jurisdiction of the Department of the Navy

Notice of Performance Review Board Membership
Pursuant to reference (a), the Department of Navy (DoN) announces the appointment of members to the DoN's Senior Executive Service (SES) Organizational Pay Pools (PPs) and the DoN Performance Review Board (PRB). The purpose of the PPs/PRB is to provide fair and impartial review of the annual SES performance appraisal prepared by the senior executive's immediate and second level supervisor; to make recommendations to appointing officials regarding acceptance or modification of the performance rating; and to make recommendations for performance bonuses. Composition of the specific PPs and PRB will be determined on an ad hoc basis from among the individuals listed in the Notice of Performance Review Board Membership below.
