The National Park Service (NPS), in cooperation with the City of Daly City (Daly City), has prepared a joint Draft Environmental Impact Report and Environmental Impact Statement (DEIR/EIS) for the Vista Grande Drainage Basin Project (Project). The NPS is the lead agency for environmental review under NEPA, and Daly City is the lead agency for environmental review under the California Environmental Quality Act (CEQA). Daly City is proposing the Project to address storm-related flooding in the Vista Grande Drainage Basin, while providing the additional benefit of augmenting the level of Lake Merced. The Project would also improve recreational access and reduce litter transfer and deposition along the beach below Fort Funston and maximize the use of existing rights-of-way, easements, and infrastructure to minimize construction-related costs, habitat disturbance, and disruption to recreational users. Daly City is seeking a Special Use Permit from the NPS for construction activities proposed at Fort Funston and update to an existing easement to accommodate the proposed structures within Fort Funston and to clarify the rights and obligations of the parties to the easement.

The Sam Noble Oklahoma Museum of Natural History at the University of Oklahoma has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and associated funerary objects and any present-day Indian tribes or Native Hawaiian organizations. Representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Sam Noble Oklahoma Museum of Natural History. The Kansas State Historical Society has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and associated funerary objects and present-day Indian tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Kansas State Historical Society. The National Park Service (NPS) has prepared and approved a Record of Decision for the Final Environmental Impact Statement (EIS) and General Management Plan/Wilderness Study (GMP/WS) for Channel Islands National Park. Approval of the GMP/WS culminates an extensive public engagement and environmental impact analysis effort that began in 2001.

The National Park Service intends to award a temporary concession contract to a qualified person for the conduct of certain visitor services within Oregon Caves National Mounument and Preserve for a term not to exceed 3 years. The visitor services include lodging, food and beverage and retail.

The Department of the Interior, through the Bureau of Reclamation and the National Park Service, is extending the public comment period for the Draft Environmental Impact Statement (EIS) for Adoption of a Long-Term Experimental and Management Plan (LTEMP) for the Operation of Glen Canyon Dam to Monday, May 9, 2016. The Notice of Availability and Notice of Public Meetings for the Draft Environmental Impact Statement was published in the Federal Register on January 8, 2016 (81 FR 963). The public comment period for the Draft EIS was originally scheduled to end on Thursday, April 7, 2016.

The National Park Service (NPS), U.S. Department of the Interior, proposes to appoint new members to the Preservation Technology and Training Board (Board). The NPS is requesting nominations for qualified persons to serve as members of the Board.

The National Park Service is extending the public comment period for the proposed rule to amend its special regulations for Golden Gate National Recreation Area regarding dog walking. Reopening the comment period for 30 days will allow more time for the public to review the proposal and submit comments. This document also corrects Table 4 to Sec. 7.97 in the proposed rule by removing the designation of Ocean Beach as a Voice and Sight Control Area for walking four to six dogs that was included by an administrative error. The proposed rule also contained a typographical error in the email address for persons to contact the NPS for further information. The correct email address is goga_dogmgt@nps.gov.
