Notice of Realty Action: Competitive Sale of Public Land Near Aztec in San Juan County, NM
The Bureau of Land Management (BLM) proposes to offer, by competitive sale, one parcel of land totaling 73.75 acres within the Aztec city limits in San Juan County, New Mexico. The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA), respectively, and BLM land sale regulations. The purpose of the sale is to dispose of lands which are difficult and uneconomic to manage. The sales will be conducted as a competitive bid auction in which interested bidders must submit written sealed bids equal to or greater than the appraised fair market value of the land. Bidders who submit written sealed bids will have the opportunity to increase their bids in a silent auction to be held after the BLM opens all written sealed bids.

Notice of Intent To Prepare a Resource Management Plan for the Cedar City Field Office, Utah, and Associated Environmental Impact Statement

Eastern States: Filing of Plats of Survey
On Friday, July 9, 2010, there was published in the Federal Register, Volume 75, Number 131, on page 39579 a notice entitled ``Eastern States: Filing of Plats of Survey''. In said notice was a plat depicting the dependent resurvey of a portion of the South and West boundaries, a portion of the subdivisional lines, and the subdivision of Sections 28-33, and the survey of a tract of land in Section 31 and adjusted record meanders in Sections 31 and 32, in Township 114 North, Range 15 West, of the Fifth Principal Meridian, in the State of Minnesota. These were accepted June 22, 2010. The official filing of the plat is hereby stayed, pending consideration of all protests.

The project is a uranium exploration and development project.
Notice of Temporary Closure for Lands West of North Menan Butte, Idaho
Notice is hereby given that a temporary closure will apply to approximately 1,800 acres of public lands administered by the Bureau of Land Management (BLM) Upper Snake Field Office, Idaho. This same area has been closed to target shooting and full-size vehicles for the past 3 years to prevent illegal dumping and littering, including hazardous materials. This closure will be in effect for 24 months, to allow completion of a resource management plan (RMP), which will provide permanent management direction for the area. During the temporary closure, the 1,800 acres will continue to be open to human entry by foot and by horse. Off-road vehicles are allowed entry but will be required to stay on developed roads and trails. Any person who fails to comply with a closure or restriction order issued under this authority may be subject to the penalties described in 43 CFR 8360.0-7.

Notice of Application for a Recordable Disclaimer of Interest for Lands Underlying the Kuskokwim River in Alaska
The State of Alaska has filed an application with the Bureau of Land Management (BLM) for a Recordable Disclaimer of Interest from the United States in those lands underlying the Kuskokwim River in Southwestern Alaska. The State asserts that the Kuskokwim River was navigable and unreserved at the time of Statehood; therefore, title to the submerged lands passed to the State at the time of Statehood (1959). Certain lands included in the application are within the exterior boundary of the Yukon Delta National Wildlife Refuge, created by the Alaska National Interest Lands Conservation Act of 1980, and administered by the U.S. Fish and Wildlife Service.

Notice of Realty Action: Proposed sale of Public Lands, Churchill County, NV
The Bureau of Land Management (BLM) proposes to sell, at no less than the appraised fair market value, approximately 800 acres of public lands in Churchill County, Nevada, through direct sale procedures under the provisions of Section 203 of the Federal Land Policy and Management Act (FLPMA) of 1976, as amended. The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) that proposes to extend the duration of Public Land Order (PLO) No. 6870 for an additional 20-year term. PLO No. 6870 withdrew approximately 1,400 acres of National Forest System land from mining in order to protect scientific and ecological values at the Steamboat Mountain Research Natural Area. The withdrawal created by PLO No. 6870 will expire on August 27, 2011, unless extended. This notice also gives an opportunity to comment on the proposed action and to request a public meeting.
Final Supplementary Rules for Public Land in Oregon and Washington
The Bureau of Land Management (BLM) Oregon State Office is proposing Final Supplementary Rules for the BLM lands within the States of Oregon and Washington. These Final Supplementary Rules revise existing supplementary rules. These revisions are necessary in order to protect public land natural resources and provide for the public's health and safety. They provide needed guidance in the areas of special forest products and recreation, allow for the assessment of penalties that are commensurate with the magnitude of prohibited acts, and promote consistency among the BLM and other natural resource agencies.
