Proposed Otay Hills Quarry Project
In compliance with the National Environmental Policy Act (NEPA) of 1969, 40 CFR 1508.22, and the California Environmental Quality Act (CEQA), notice is herby given that the Bureau of Land Management (BLM) and the San Diego County Department of Planning and Land Use (DPLU) intend to prepare a joint Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) for the proposed development of a rock quarry on private land and federal mineral estate. The proposed EIS/EIR will describe and analyze alternatives for a proposed operation to extract construction aggregates on a 210-acre site in the foothills of Otay Mountain, San Diego County, California.
Notice of Camping, Parking, Wood Cutting and Wood Gathering Restrictions, Moab Field Office, UT
This notice, applicable to specified public lands administered by BLM's Moab Field Office, limits camping to developed sites and areas (developed campgrounds and designated camping sites), allows BLM to limit the size of designated camping and parking areas, and requires the use of portable toilets at designated camp sites where toilets are not provided. Additionally, this notice prohibits wood cutting and gathering, including Christmas tree cutting, in these intensively used areas. These actions are necessary to protect natural resources, maintain quality recreation opportunities, and provide for public safety.
Restriction Order Notice
The Restriction Order prohibits building, maintaining, or using a fire or campfire within the Wallace Forest Conservation Area, described as all public lands administered by the Bureau of Land Management (BLM) located in T.50 N., R. 2 W., Sec. 31; T. 50 N., R. 3 W., Sec. 35; T. 49 N., R. 2 W., Sec. 6 and those portions of T. 49 N., R. 3 W., Sec. 1, which lie north of Coeur d'Alene Lake, Boise Meridian, all in Kootenai County, Idaho. These restrictions become effective immediately and will remain in effect unless revoked and/or replaced with supplementary rules.

Notice of Availability for the North Valleys Rights-of-Way Projects Draft Environmental Impact Statement
Pursuant to section 102(2)(C) of the National Environmental Policy Act (NEPA) and 40 CFR 1500-1508 Council on Environmental Quality Regulations (CEQ), notice is given that the Bureau of Land Management Carson City Field Office (BLM) has prepared, with the assistance of a third-party consultant, a Draft EIS for the proposed North Valleys Rights-of-Way Projects, and has made the document available for public and agency review and comment. The proposed Projects include the construction and operation of two separate water supply and transmission projects located in Washoe County, Nevada. Rights-of-way applications were submitted to the BLM from Intermountain Water Supply, LTD and Fish Springs Ranch, LLC for production wells, pump stations, transmission pipelines, terminal water storage tanks, electrical substation, overhead power lines, and access road rights-of-way.

Public Land Order No. 7635; Partial Revocation of Executive Order Dated April 19, 1912, and Public Land Order No. 2459; Montana
This order partially revokes an Executive Order and a Public Land Order insofar as they affect 2.2 acres of National Forest System land withdrawn for the Bureau of Land Management's Power Site Reserve No. 184 and the Forest Service's Hebgen Cabin Tract. This order also opens the land to exchange.

Notice of Proposed Reinstatement of Terminated Oil and Gas Lease MTM 89466
Per 30 U.S.C. 188(d), the lessee, Omimex Canada, Ltd. timely filed a petition for reinstatement of oil and gas lease MTM 89466, Blaine County, Montana. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $10 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of the lease and $155 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective November 1, 2004 subject to: the original terms and conditions of the lease; the increased rental of $10 per acre; the increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate; and the $155 cost of publishing this Notice.
Meeting Notice
This notice is published in accordance with section 10(a)(2) of the Federal Advisory Committee Act. Meeting notice is hereby given for the Salem Oregon BLM Resource Advisory Committee pursuant to section 205 of the Secure Rural Schools and Community Self Determination Act of 2000, Public Law 106-393 (the Act). Topics to be discussed by the Salem BLM Resource Advisory Committee include: reviewing 2005 project applications, developing funding recommendations for 2005 projects, monitoring progress of previously approved projects, and scheduling field reviews of projects.

Public Land Order No. 7634; Withdrawal of Public Land for the United States Air Force; Nevada
This order withdraws 1,979 acres of public land from surface entry and mining, for a period of 20 years, and reserves the land for use by the United States Air Force to protect support facilities for the safe and secure operation of national defense activities at the Nevada Test and Training Range.
Limitation of Activities to Daylight Hours on Selected Public Lands Within the San Pedro Riparian National Conservation Area (SPRNCA), and Other Areas, Cochise County, AZ, To Provide for Public Safety
All public use, visitation and activity on affected lands in part of the San Pedro Riparian National Conservation Area (SPRNCA), and other land managed by the Bureau of Land Management in the area, are limited to daylight hours. Activity during the hours of darkness, which is described as official sunset to official sunrise, is prohibited year round. Other existing limitations established in the Safford District Resource Management Plan and applicable regulations remain unchanged except as modified by this notice. This notice is issued under the authority of 43 CFR 8364.1. This restriction is necessary for public health and safety, and to facilitate law enforcement efforts.

Correction to Notice of Availability of the Draft Alamosa River Watershed Restoration Master Plan
On Monday, April 18, 2005, the Bureau of Land Management published a Notice of Availability of the Draft Alamosa River Watershed Restoration Master Plan in the Federal Register [70 FR 20171]. The notice contains two errors in the DATES section. There will be no public meeting as mentioned in the previous notice and the 30 day comment period will end on June 2, 2005 instead of April 14, 2005 as the previous notice indicated.
