The BLM is publishing this notice in accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act (FACA). The Bureau of Land Management (BLM) gives notice that the Secretary of the Interior (Secretary) is establishing the Rio Grande Natural Area Commission (Commission) in the State of Colorado. This notice is also to solicit public nominations for the Commission. The Commission will advise the Secretary with respect to the Rio Grande Natural Area (Natural Area) and prepare a management plan relating to non-Federal land in the Natural Area.

Final Supplementary Rules for Public Land Administered by the Bureau of Land Management in Colorado Relating to Camping and Occupancy of Public Lands
The Bureau of Land Management (BLM) is amending supplementary rules relating to camping on public lands in Colorado. These rules extend the time the public must remain absent from a site once the current 14-day camping stay limit is reached. They also require that once campers have camped for 14 days, they must move away from that particular location for 30 days, rather than seven days, before returning. These rules are needed to further protect natural resources and provide for public health and safety. These supplementary rules will be more consistent with camping and occupancy regulations on public lands in other western states.

These final supplementary rules consolidate existing rules for camping on undeveloped BLM- administered public lands throughout Montana, North Dakota, and South Dakota. These final supplementary rules will supersede prior published rules.

Proposed Mine Expansion. The mine permit is administered by the Bureau of Land Management (BLM) Butte Field Office and the Montana Department of Environmental Quality (DEQ). Operations on public lands in the permit area are on mining claims located in accordance with the General Mining Law of 1872, as amended.
Information Collection; Grazing Management

Notice of Intent To Prepare an Environmental Assessment for the Proposed Competitive Geothermal Lease Sale, Gunnison County, CO and Land Use Plan Amendment
In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Gunnison Field Office, Gunnison, Colorado intends to prepare an Environmental Assessment (EA) to consider whether, and under what conditions, to issue geothermal leases under pending nominations, which may include an amendment to the Gunnison Resource Area Approved Resource Management Plan (RMP) of February 1993, as amended by the RMP Amendments for Geothermal Leasing in the Western United States (2008). While the area nominated for geothermal leasing is allocated as open to consideration for geothermal leasing under the amended Plan, and the proposed level of development contemplated in the amended Plan will not be exceeded by issuance of the proposed leases, the Reasonably Foreseeable Development scenario for the resource area has been refined and updated since that time, and additional stipulations to protect other resources and uses may be developed through this process and adopted into the Plan. The BLM proposes to amend the existing Gunnison Resource Area RMP using the NEPA analysis to support its decision. Review of the RMP is necessary due to recently updated information regarding the presence of Gunnison sage-grouse and Canada lynx habitat that was not analyzed in the existing RMP. The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) that proposes to extend the duration of Public Land Order (PLO) No. 6880, as corrected by PLO No. 6918, for an additional 20-year term. PLO No. 6880 withdrew approximately 11,675.51 acres of National Forest System land from mining in order to protect the scientific and ecological values, and the investment of Federal funds at the Pringle Falls Experimental Forest and Research Natural Area. The withdrawal created by PLO No. 6880 will expire on September 29, 2011, unless extended. This notice also gives an opportunity to comment on the proposed action and to attend a public meeting.

Visitor Services
The Bureau of Land Management (BLM) is amending its regulations to remove the Land and Water Conservation Fund Act as one of the authorities of its recreation regulations, in accordance with the Federal Lands Recreation Enhancement Act of 2004 (REA). The final rule amends and reorders the prohibitions to separate those that apply specifically to campgrounds and picnic areas from those with more general application. The reordering is necessary to broaden the scope to include all areas where standard amenity, expanded amenity, and special recreation permit fees are charged under REA. The final rule also removes regulations that have been interpreted by the BLM Field Offices to require the BLM to publish supplementary rules for each area for failure to pay recreation fees, thus relieving the BLM from publishing separate rules for each area. Finally, this rule makes technical changes to maintain consistency with other BLM regulations.

Notice of Establishment of Interim Final Supplementary Rules for Public Lands Managed by the Mother Lode Field Office, California
In accordance with the Record of Decision for the Sierra Resource Management Plan (RMP), the Bureau of Land Management (BLM), Mother Lode Field Office, is issuing interim final supplementary rules and requesting comments. These interim final supplementary rules will apply to public lands managed by the Mother Lode Field Office and will be effective upon publication and remain in effect until the publication of final supplementary rules. The BLM has determined that these interim final supplementary rules are necessary to enhance the safety of visitors, protect natural and cultural resources, improve recreational opportunities, and protect public health. All of these interim final supplementary rules implement management decisions contained in the Sierra RMP. These rules do not propose or implement any land use limitations or restrictions other than those included within the BLM's decisions in the RMP or allowed under existing law or regulation.
