Call for Nominations for Resource Advisory Councils
The purpose of this notice is to request public nominations for the Bureau of Land Management (BLM) Resource Advisory Councils (RACs) that have member terms expiring this year. The RACs provide advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within their geographic areas. The BLM will consider public nominations for 45 days after the publication date of this notice.
Potential for Oil Shale Development; Withdrawal of the Call for Nominations-Oil Shale Research, Development, and Demonstration (R, D, and D) Program and Request for Public Comment
On January 15, 2009, the BLM published in the Federal Register a notice entitled ``Potential for Oil Shale Development; Call for NominationsOil Shale Research, Development, and Demonstration (R, D, and D) Program'' (see 74 FR 2611). The new Administration intends to review and reconsider certain aspects of the current solicitation, including lease acreage and the rules that would govern conversion of an R, D, and D lease to a commercial lease, particularly those related to royalty rates. To ensure a fair return to the public for potential commercial development of these Federal resources, the Administration has determined that further information is needed. Accordingly, the BLM is seeking public comment on the terms and conditions of any future oil shale R, D, and D leases that it may issue. The BLM therefore withdraws the January 15, 2009, solicitation of the nomination of parcels to be leased for R, D, and D of oil shale recovery technologies in Colorado, Utah, and Wyoming.
State of Arizona Resource Advisory Council Meeting
In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM), Arizona Resource Advisory Council (RAC), will meet on March 26, 2009, at the BLM National Training Center located at 9828 North 31st Avenue in Phoenix from 8 a.m. until 4:30 p.m. Morning agenda items include: Review and approval of the September 18, 2008, meeting minutes for RAC and Recreation Resource Advisory Council (RRAC) business; BLM State Director's update on statewide issues; Update on Solar Energy Rights- of-Way Applications; Presentation on the Healthy Lands Initiative Projects and Wild Horse and Burro Program in Arizona; RAC questions on BLM Field Managers' Rangeland Resource Team proposals; and reports by RAC working groups. A public comment period will be provided at 11:30 a.m. on March 26, 2009, for any interested publics who wish to address the Council on BLM programs and business. Under the Federal Lands Recreation Enhancement Act, the RAC has been designated as the RRAC, and has the authority to review all BLM and Forest Service (FS) recreation fee proposals in Arizona. The afternoon meeting agenda on March 26, will include a presentation on the Federal Lands Recreation Enhancement Act requirements, a review and discussion of the Recreation Enhancement Act (REA) Working Group Report, future BLM/FS recreation fee proposals and REA Working Group meeting schedule.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Contex Energy Company for non- competitive oil and gas lease WYW154346 for land in Carbon County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) offering two right-of-way grants to San Diego Gas & Electric (SDG&E) for the Sunrise Powerlink Transmission Project and an associated Amendment to the Eastern San Diego County Resource Management Plan (RMP). The project is located in Imperial and San Diego Counties. The California State Director, BLM, signed the ROD on January 20, 2009.

The purpose of this notice is to request public nominations to fill one position in Category Three, (Elected Official), for Idaho's Coeur d'Alene District Resource Advisory Council (RAC). The Federal Land Policy and Management Act (FLPMA) (43 U.S.C. 1730) directs the Secretary of the Interior (Secretary) to involve the public in planning and issues related to management of lands administered by Bureau of Land Management (BLM). Section 309 of FLPMA directs the Secretary to select 10 to 15 member citizen-based advisory councils, which are consistent with the requirements of the Federal Advisory Committee Act (FACA). RACs are found at 43 CFR part 1784.
Notice of Resource Advisory Council Vacancy and Call for Nominations: Northeast California Resource Advisory Council, Susanville, CA
Pursuant to authorities in the Federal Advisory Committees Act (Pub. L. 92-463) and the Federal Land Policy and Management Act (Pub. L. 94-579), the Bureau of Land Management (BLM) is seeking nominations to fill a vacant seat on the Northeast California Resource Advisory Council (RAC). The person selected to fill the vacancy will complete an unexpired term that ends in September 2010. The appointee will be eligible to compete for the full three-year term when the current term expires.
Field Office Relocation
The Bureau of Land Management's (BLM) Palm Springs-South Coast Field Office moved from 690 W. Garnet Avenue in North Palm Springs to a new building located at 1201 Bird Center Drive in Palm Springs. The BLM officially closed the office located on W. Garnet at 4:30 p.m., Friday, January 30 and reopened at the new office on Monday February 9, 2009. The new telephone number is: 760-833-7100. Directions to the new BLM office: From I-10, take Gene Autry Trail exit and go south approximately three miles. Noncompetitive Sale of Public Lands in Sandoval County, NM
The Bureau of Land Management (BLM) has determined that land located in Sandoval County, New Mexico, is suitable for direct sale to Victor and Consuelo Velarde under authority of Section 203 of the Federal Land Policy and Management Act of 1976 (90 Stat. 2750, 43 U.S.C. 1713), at not less than the estimated fair market value of $3,500. The land will not be offered for sale until at least 60 days after the date of this notice. Notice of Proposed Reinstatement of Terminated Oil and Gas Leases NDM 94955, NDM 97028 and NDM 97029
Per 30 U.S.C. 188(d), Whiting Oil & Gas Corporation timely filed petitions for reinstatement of oil and gas leases NDM 94955, NDM 97028 and NDM 97029, Billings and McKenzie Counties, North Dakota. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $10 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of each lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the leases per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the leases, effective the date of termination subject to: The original terms and conditions of the leases; The increased rental of $10 per acre; The increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate; and The $163 cost of publishing this Notice

This Notice informs the public that the Las Cruces Four-Wheel Drive Club is permitted exclusive use of the Robledo Mountains Off- Highway Vehicle Trails for the 2009 Chili Challenge extreme off road event. The Robledo Mountains Off-Highway Vehicle Trails will be closed to all vehicles not registered with the Las Cruces Four-Wheel Drive Club for the Chili Challenge. This restriction is necessary to ensure public safety and to avoid potential user conflicts during this authorized event. The 2009 Chili Challenge was analyzed in environmental assessment and finding of no significant impact NM-030- 2008-095. The Robledo Mountain Off-Highway Vehicle Trails are located within public land under BLM administrative jurisdiction in T. 21 S., R 1 E., S. 6, 19, 20, 29, 30, 31 and T. 22S, R. 1 W., S. 1, 2, 23, 24, 25, 26, 35, 36 (USGS Picacho Mountain, Las Cruces, Leasburg), Dona Ana County, New Mexico. Maps showing the location of the Robledo Mountains Off-Highway Vehicle Trails are available upon request from the BLM Las Cruces District Office. Exceptions: The use of motorized vehicles for emergency and law enforcement purposes, or for official duties, or as otherwise authorized by the BLM are exempt from these restrictions.

This order partially revokes a withdrawal created by an Executive Order insofar as it affects 80 acres, more or less, of National Forest System lands withdrawn for Power Site Reserve No. 676. This order also opens the lands to exchange.
