The Operating Engineers Local Union No. 3 Joint Apprenticeship Training Committee has submitted a written proposal to the Bureau of Land Management (BLM) to utilize portions of the following described lands in Yuba County, California for the purposes of constructing and operating a training facility for heavy equipment operators:

The plats of survey of the following described land will be officially filed in the Colorado State Office, Bureau of Land Management, Lakewood, Colorado, effective 10 a.m., April 4, 2006. The Plat (in two sheets) and field notes, of the dependent resurvey and surveys in Township 47 North, Range 4 West, New Mexico Principal Meridian, Colorado, requested by the Bureau of Indian Affairs, in order to identify the boundary of the Ute Mountain Ute lands for management purposes, was accepted October 3, 2005. The Supplemental Plat of Township 43 North, Range 7 West, New Mexico Principal Meridian, Colorado, creating Tract 51, in unsurveyed T. 43 N., R. 7 W., N.M.P.M., requested by the USFS, was accepted October 11, 2005. The Supplemental Plat of Township 1 North, Range 71 West, Section 17, Sixth Principal Meridian, Colorado, which amends the erroneously numbered lot 107, as shown on the supplemental plat approved November 29, 1932, to lot 156, is based upon the supplemental plat approved November 29, 1932 and the dependent resurvey plat approved November 16, 1942, and was accepted November 1, 2005. The Supplemental Plat of Township 43 North, Range 10 West, New Mexico Principal Meridian, Colorado, creates new lots 4 through 9, in the SW\1/4\ of Sec. 25. This was requested by the U.S. Forest Service, Grand Mesa, Uncompahgre and Gunnison National Forests, in a letter dated October 17, 2005, in order to facilitate a transfer of lands, with the Telluride Regional Airport Authority, and was accepted November 1, 2005. The Plat which includes the field notes, and is the entire record of this resurvey, of the survey of Section 13, in Township 40 North, Range 13 West, New Mexico Principal Meridian, Colorado, requested by the USFS to assist with the completion of a land exchange, was accepted December 19, 2005. The Supplemental Plat of a portion of section 7, and the supplemental plat of a portion of section 20 in Township 1 North, Range 71 West, and the supplemental plat of a portion of section 24 in Township 1 North, Range 72 West, all of the Sixth Principal Meridian, Colorado, requested by the Canon City Field Office Land Surveyor by memorandum dated November 8, 2005, were accepted January 18, 2006. The Plat and field notes, of the dependent resurvey and surveys in Township 48 North, Range 3 West, New Mexico Principal Meridian, Colorado, requested by the Bureau of Indian Affairs, in order to identify the boundary of Ute Mountain Ute lands for management purposes, was accepted January 25, 2006. The Plat and field notes, of the dependent resurvey and surveys in Sec. 24, township 49 North, Range 2 West, New Mexico Principal Meridian, Colorado, requested by the Chief of Resource Stewardship and Science, Curecanti National Recreation Area, National Park Service, in order to facilitate an exchange of the sub-surface rights to a parcel of land within the Dickerson Gravel Pit, was accepted February 15, 2006. The Plat and field notes, of the dependent resurvey and surveys in Section 4, Township 48 North, Range 4 West, New Mexico Principal Meridian, Colorado requested by a private party, through the National Park Service, by a proffer of monetary contribution dated March 25, 2005, to identify the north, south and west boundary of private Lot 11, in Section 4, T. 48 N., R. 4 W., was accepted February 21, 2006. The Plat which includes the field notes, and is the entire record of this resurvey, in Township 35 North, Range 18 West, New Mexico Principal Meridian, Colorado, requested by the BIA through the Ute Mountain Tribe, to identify lost corners and post boundaries of Ute Mountain Ute lands, was accepted March 16, 2006. The Plat, and field notes, of the dependent resurvey in Section 9, Township 11 South, Range 70 West, Sixth Principal Meridian, Colorado requested by the Land Surveyor, Pike and San Isabel National Forests, in order to identify National Forest boundaries for a proposed timber sale in conjunction with the Hayman Fire Rehabilitation Project, was accepted March 17, 2006. The Plat, and field notes of the metes-and-bounds survey in Township 5 South, Range 74 East, Sixth Principal Meridian, Colorado requested by the USFS, in a memorandum dated February 8, 2000, in conjunction with the City of Denver, Mountain Parks and Recreation Division, in order to facilitate the location of the boundaries of both agencies intermingled boundaries, and to further facilitate a land transaction between the two agencies, was accepted March 24, 2006.

This order revokes a Bureau of Reclamation Order and 3 Secretarial Orders in their entireties, as they affect approximately 7,955 acres of lands withdrawn for the Bureau of Reclamation's Carlsbad and Rio Grande Projects. The lands have either been conveyed out of Federal ownership or are no longer needed for project purposes. This order also opens 0.106 acre to sale or exchange.

The Bureau of Land Management (BLM) is scheduled to file the plats of surveys of the lands described below thirty (30) calendar days from the date of this publication in the BLM Wyoming State Office, Cheyenne, Wyoming.

This notice announces the intent to hold a Resource Advisory Council (RAC) meeting in the Twin Falls District of Idaho on Tuesday, May 9, 2006. The meeting will be held at the Red Lion Canyon Springs Hotel, 1357 Blue Lakes Boulevard, in Twin Falls, Idaho.

This order partially revokes a Public Land Order insofar as it affects 0.88 acre of public land withdrawn for administrative purposes for use by the Forest Service, Department of Agriculture, at Juneau, Alaska. The land is no longer needed for the purpose for which it was withdrawn. This action also allows the conveyance of the land to the State of Alaska, if such land is otherwise available. Any land described herein that is not conveyed to the State will be subject to Public Land Order No. 5186, as amended, and any other withdrawal or segregation of record.

Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969, as amended, notice is hereby given that the Bureau of Land Management (BLM), Nevada State Office and Ely Field Office, will be initiating the preparation of an environmental impact statement (EIS) and conducting public scoping meetings to analyze the proposed Kane Springs Valley (KSV) Groundwater Development Project, which will include production wells, a water transmission pipeline with lateral pipelines, electric lines, and communication lines. The purpose of the project is to develop and convey water from Kane Springs Valley to private land in the Coyote Springs Valley.

The Bureau of Land Management (BLM) announces the availability of the Addendum to the Final Environmental Impact Statement (FEIS) to support amendments of the regulations governing grazing administration. The Addendum responds to comments received on the Draft EIS.

This order revokes Public Land Order No. 3685 in its entirety as it affects 2,789 acres of public land withdrawn and reserved for use by the National Aeronautics and Space Administration for protection of facilities. The land is no longer needed for the purpose for which it was withdrawn. The land will remain closed to surface entry and mining until a planning review and analysis is completed to determine the best use of the land.

The Bureau of Land Management proposes to extend the duration of Public Land Order (PLO) No. 6616 for an additional 20-year period. PLO No. 6616 withdrew 16.45 acres of public land in San Juan County, New Mexico from settlement, sale, location or entry under the general land laws, including the United States mining laws, to protect the Bureau of Land Management's Farmington Administrative Site.

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM-Eastern States, Springfield, Virginia, 30 calender days from the date of publication in the Federal Register.

The Bureau of Land Management (BLM) is issuing this final rule to amend its regulations to conform to provisions of the Energy Policy Act of 2005 (EPAct) that changed oil and gas lease acreage limitations and oil and gas lease reinstatement provisions. Section 352 of the EPAct expands the types of lease holdings that are exempt from the lease acreage holding limitations. Section 371 of the EPAct extends the time to file a lease reinstatement petition from 15 months to 24 months.

The Bureau of Land Management (BLM) has examined and found suitable for conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, 60 acres of public land in Las Vegas, Clark County, Nevada. Clark County School District proposes to use the land for development of a high school.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, North Slope Science Initiative (NSSI) Science Technical Group (STG) will meet as indicated below.

The Bureau of Land Management (BLM) proposes to offer for sale Federally owned parcels of land in Elko and Eureka Counties, Nevada, aggregating approximately 4061.68 acres, more or less. These parcels range in size from 40 acres to 663.34 acres. The sale will be conducted in Elko, Nevada, on July 12, 2006, in accordance with competitive bidding procedures.

The Bureau of Land Management (BLM), Carson City Field Office, announces the temporary closure of selected public lands under its administration in Lyon, Storey, Churchill, Carson, Douglas, Mineral, Washoe, and Nye Counties. By agreement with the Ely and Battle Mountain Field Offices the Tonopah Field Station and the Humboldt-Toiyabe National Forest, those lands affected by the Vegas to Reno OHV Race in Lincoln, Nye and Esmeralda Counties are included in this closure. This action is taken to provide for public and participant safety and to protect adjacent natural and cultural resources during the conduct of permitted special recreation events.

This notice is to inform the public that the Bureau of Land Management (BLM) intends to temporarily close an un-maintained, dirt- surfaced vehicle route in the Sonoran Desert National Monument to all travel by motor vehicles. The vehicle route affected by this temporary closure traverses public lands in T. 4 S., R. 2 W., sections 26, 27, and 35, and T. 5 S., R. 2 W., sections 2, 11, and 12 (Gila and Salt River Meridian) and is approximately 4.4 miles in length. The following persons, operating within the scope of their official duties, are exempt from the provisions of this closure: Employees of the BLM, Arizona Game and Fish Department, and local and Federal law enforcement and fire protection personnel. Access by additional parties may be allowed, but must be approved in advance in writing by the Sonoran Desert National Monument Manager. Any person who fails to comply with the provisions of this closure may be subject to penalties outlined in 43 CFR 8360.0-7.

Notice of the decision will also be published four times in the Nome Nugget.
