Notice of Proposed Reinstatement of Terminated Oil and Gas Leases MTM 93185 and MTM 93188
Per 30 U.S.C. 188(d), Coastal Petroleum Company timely filed petitions for reinstatement of oil and gas leases MTM 93185 and MTM 93188, Valley County, Montana. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $5 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of each lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the leases per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). Colorado: Filing of Plats of Survey
The plats of survey of the following described land will be officially filed in the Colorado State Office, Bureau of Land Management, Lakewood, Colorado, effective 10 a.m., July 5, 2006. All inquiries should be sent to the Colorado State Office (CO-956), Bureau of Land Management, 2850 Youngfield Street, Lakewood, Colorado 80215- 7093. The plat and field notes, of Mineral Survey 20931, in protracted Township 45 North, Range 6 West, New Mexico Principal Meridian, Colorado, and was accepted on April 5, 2006. The supplemental plat of a portion of sections 7 and 8, Township 1 North, Range 71 West, of the Sixth Principal Meridian, Colorado, creating new lot 100 in the NE\1/4\SE\1/4\ of section 7, and creating new lots 192 through 198, in the SW\1/4\ of section 8, was requested by the Canon City Field Office Land Surveyor and was accepted on April 12, 2006. Grazing AdministrationExclusive of Alaska
The Bureau of Land Management (BLM) amends its regulations concerning how BLM administers livestock grazing on public lands. The changes ensure that BLM documents its consideration of the social, cultural, environmental, and economic consequences of grazing changes; provide that changes in grazing use will be phased in under certain circumstances; allow permittees, lessees, and others to share title to range improvements with BLM in certain circumstances; make clear how BLM will authorize grazing if a BLM decision affecting a grazing permit is stayed pending administrative appeal; remove provisions in the present regulations concerning conservation use grazing permits; ensure adequate time for developing and successfully implementing an appropriate management action when BLM finds that rangelands do not meet standards and guidelines for rangeland health and that authorized grazing is a significant factor in not achieving one or more land health standards or not conforming with guidelines for grazing administration; and revise some administrative service charges. We intend these changes to contribute to improving working relationships with permittees and lessees, protecting the health of the rangelands and increasing administrative efficiency and effectiveness.

Pursuant to section 202 of the Federal Land Policy and Management Act (FLPMA) of 1976 (43 U.S.C. 1712) as amended, the Bureau of Land Management (BLM) has prepared an Environmental Assessment/ Resource Management Plan (RMP) Amendment for a proposed shooting range. This document, available online at https://www.blm.gov/az/ envdocs/ library/ shootingrangeea.pdf, analyzes the effects of the proposal on public lands and of amending the RMP to allow for disposal of land necessary for the shooting range and special management designation of land necessary for the buffer, for the Boundary Cone road alternative as described in Supplementary Information below. Pursuant to section 212 of FLPMA, the BLM has examined and found suitable for conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act (43 U.S.C. 869 et seq.), as amended, two parcels of public land, as described in Supplementary Information below, in Mohave Valley near Bullhead City, Mohave County, Arizona. This notice invites comments on BLM's classification of that land as suitable for conveyance under the R&PP Act.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) requests the Office of Management and Budget (OMB) to extend an existing approval to collect certain information from applicants who wish to acquire a land use authorization on public lands. The regulations (43 CFR part 2920) establish procedures for processing proposals for non-Federal use of public Lands. Extension of Approved Information Collection, OMB Control Number 1004-0019
In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) requests the Office of Management and Budget (OMB) to extend an existing approval to collect information from individuals, households, farms, or businesses interested in cooperating with the BLM in constructing or maintaining rangeland improvement projects to aid handling and caring for domestic livestock that BLM authorizes to graze on public land. BLM uses these forms to collect this information: Form 4120-6, Cooperative Range Improvement Agreement, to document cooperative range improvement construction arrangements with grazing operators; and Form 4120-7, Range Improvement Permit, to authorize grazing operators to develop rangeland improvement projects. This information allows the BLM to review the application and to make a decision on the proposed rangeland improvement project.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) requests the Office of Management and Budget (OMB) to extend an existing approval to collection certain information from those individuals interested in the adoption of a wild horse or burro (43 CFR part 4700). BLM uses Form 4710-10, Application for Adoption of Wild Horse(s) or Burro(s), to collect this information. This information allows BLM to determine whether or not an individual qualifies to provide humane care and proper treatment, including transportation, feeding and handling, to an adopted wild horse or burro.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) requests the Office of Management and Budget (OMB) to extend an existing approval to collect certain information from recreation visitors to areas of the public lands and related waters where we require special recreation permits. BLM uses Form 2930-1, Special Recreation Application and Permit, to collect this information. This information allows the BLM to authorize requested recreation use and determine appropriate fees. BLM will also use the information to tabulate recreation use data for the annual Federal Recreation Fee Report as required by the Land and Water Conservation Act.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) requests the Office of Management and Budget (OMB) to extend an existing approval to collect certain information from entities interested in the development of geothermal resources. BLM uses Form 3260-2, Geothermal Drilling Permit; Form 3260- 3, Geothermal Sundry Notice; Form 3260-4, Geothermal Well Completion Report; Form 3260-5, Monthly Report of Geothermal Operations; to collect this information under 43 CFR part 3200. This information allows BLM to approve proposed operations and to ensure compliance with terms and conditions of approved operations. We also collect non-form information to determine if a lessee is making diligent and bona fide efforts to utilize and produce geothermal resources.

BLM uses the In-Kind Crude Helium Sales Contract and non-form information from 43 CFR part 3195 to collect information. This information allows BLM to monitor reporting and recordkeeping of crude helium sales and purchases.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) requests the Office of Management and Budget (OMB) to extend an existing approval to collect information from owners and operators of helium-bearing natural gas wells and transmission lines to evaluate the helium resources. BLM uses Form 3100-12, Gas Well Data Survey of Helium- Bearing Natural Gas, to collect gas samples from natural gas wells. This information allows BLM to determine and evaluate the extent of any helium resources that may exist in natural gas.

Extension of the “Category 5” Royalty Rate Reduction Qualification for Oklahoma Federal Coal within a Designated Area of Nine (9) Oklahoma Counties
The notice announces that the Federal coal lands within the nine (9) Oklahoma Counties of Atoka, Coal, Haskell, Latimer, LeFlore, McIntosh, Muskogee, Pittsburgh, and Sequoyah continue to qualify as a Category 5 royalty rate reduction ``Area'' as set forth in the Bureau of Land Management (BLM) Royalty Rate Reduction Guidelines (55 FR 6841 and 55 FR 18401) and BLM Manual 3485, Reports, Royalties, and Records. Analysis by the Bureau of Land Management, New Mexico State Office indicates that there have been no significant changes in the coal market for the Area during the last 5 years. Therefore, the State Director of the New Mexico State Office of the BLM has determined to extend the qualification of the Area for Category 5 Royalty Rate Reductions for five (5) additional years.

Notice of Intent To Prepare an Environmental Impact Statement for the “Over The River” Art Project in Colorado
Pursuant to section 102(2)(C) of the National Environmental Policy Act of 1969 and in response to an application filed by the artists Christo and Jeanne-Claude, the Bureau of Land Management (BLM), Royal Gorge Field Office, announces its intention to prepare an EIS and conduct public scoping. The artists propose to hang fabric panels over a portion of the Arkansas River as an artistic exhibition. The reason for preparing an EIS is based upon several factors, including a specific request from the applicants; the increasing complexity of the project; the level of controversy related to the project; and the level of involvement during the scoping process.

Call for Nominations for Northwest Colorado Resource Advisory Council
The purpose of this notice is to request public nominations for the Bureau of Land Management (BLM) Northwest Colorado Resource Advisory Council (RAC) specifically in ``Category 2,'' which includes representatives of nationally or regionally recognized environmental organizations, archaeological and historic organizations, dispersed recreation users, and wild horse and burro organizations. Call for Nominations for the Wild Horse and Burro Advisory Board
The purpose of this notice is to solicit public nominations for three members to the Wild Horse and Burro Advisory Board. The Board provides advice concerning management, protection and control of wild free-roaming horses and burros on the public lands administered by the Department of the Interior, through the Bureau of Land Management, and the Department of Agriculture, through the Forest Service.
Public Notice: Request for Nominations of Qualified Properties for Potential Purchase by the Federal Government; Montana
Notice is provided pursuant to Section 204 of the Federal Land Transaction Facilitation Act of 2000 (43 U.S.C. 2303) (FLTFA) of the procedures for possible acquisition of qualified properties by the Federal Government. The notice also provides information on the procedures for identifying such properties held by willing sellers and establishing a priority for the purchase of such properties.
