Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969 and the Federal Land Policy and Management Act of 1976, notice is hereby given that the Bureau of Land Management (BLM), White River Field Office (WRFO) located in Meeker, CO, will be directing the preparation of a Resource Management Plan (RMP) Amendment and associated Environmental Impact Statement (EIS). The BLM invites the public to participate in this planning effort.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Summit Resources, Inc. for competitive oil and gas lease WYW147439 for land in Natrona County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

This order withdraws 990 acres of National Forest System land from location and entry under the United States mining laws for 20 years to protect the Diamond Rim Quartz Crystal Interpretive Area.

The Bureau of Land Management (BLM) has examined and found suitable for classification for lease and subsequent conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, approximately 10 acres of public land in Clark County, Nevada. The Crossroads Community Church proposes to use the land for a church and related facilities.

Under the provisions of Section 371(a) of the Energy Policy Act of 2005, the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas WVES 50537 for lands in Pocahontas County, West Virginia. The petition was filed on time and was accompanied by all rentals due since the date the leases terminated under the law.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) requests the Office of Management and Budget (OMB) to extend an existing approval to collect certain information from private landowners. The BLM uses Form OR 2812-6, Report of Road Use, to collect this information. This information allows the BLM to determine road use and maintenance fees for logging road right-of-way permits issued under the O&C Logging Road Right-of- Way regulations (43 CFR subpart 2812).

Under the provisions of Public Law 97-451, Summit Ventures, Inc., timely filed a petition for reinstatement of oil and gas lease CACA 46599 for lands in Kern County, California, and it was accompanied by all required rentals and royalties accruing from January 1, 2005, the date of termination.

In accordance with section 102(2)(c) of the National Environmental Policy Act of 1969 and regulations at 40 CFR parts 1500- 1508, the Bureau of Land Management (BLM), Elko Field Office, has prepared a Final EIS on the effects of three multiple use decisions on sensitive avian species in Elko County, Nevada.

The following described public land is determined suitable for classification for leasing or conveyance to the Faith Tabernacle Navajo Missions Church, Ojo Encino, New Mexico under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended (43 U.S.C. 869 et seq.). The Faith Tabernacle Navajo Missions Church proposes to use the land for a church with related buildings, and recreational facilities to serve the residents of the area.

The Bureau of Land Management (BLM) proposes to sell a 1.25 acre parcel of public land in the southwest portion of the Las Vegas Valley, Nevada, to the owner of lands adjoining the parcel. The adjoining private land owner has requested that the parcel be sold to him by non-competitive (direct) sale at not less than the appraised market value of the land.

The National Historic Oregon Trail Interpretive Center Advisory Board will meet June 20, 2006, 8 a.m. to 12 p.m. (PDT) at the Best Western Sunridge Inn, One Sunridge Way, Baker City, Oregon. The Bureau of Land Management (BLM) amends its regulations on preparation for timber sales to allow third party scaling on density management sales with an upper limit on the quadratic mean diameter at breast height (DBH) of the trees to be harvested of 20 inches. Third party scaling will be limited to the situations described in the amended provision, that is, if a timber disaster has occurred and a critical resource loss is imminent, and tree cruising and BLM scaling are inadequate to permit orderly disposal of the damaged timber, or if BLM is carrying out density management timber sales subject to the size limits stated above. Thus, third party scaling will generally not be used for sales of higher-value and/or larger diameter timber. BLM is amending the regulations in order to improve the efficiency of density management timber sales where the timber to be harvested may be designated by prescription (a written prescription included in the timber sale contract). The regulations will no longer require that BLM perform all scaling except in the event that a timber disaster is threatening imminent critical resource loss and scaling by BLM would be inadequate to permit orderly disposal of the damaged timber. In the case of density management timber sales when the quadratic mean DBH of trees to be cut and removed is equal to or less than 20 inches, the regulations will only allow third party scaling by scalers or scaling bureaus under contract to BLM.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Encana Energy Resources for noncompetitive oil and gas lease WYW133962 for land in Sweetwater County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Pursuant to the Mineral Leasing Act of February 25, 1920, as amended by section 4 of the Federal Coal Leasing Amendments Act of 1976, 90 Stat. 1083, 30 U.S.C. 201(b), and to Title 43, Code of Federal Regulations, subpart 3410, all interested qualified parties, as provided in 43 CFR 3472.1 are hereby invited to participate with Juniper Coal Company on a pro rata cost sharing basis in a program for the exploration of coal deposits owned by the United States of America containing the following described lands in Routt County, Colorado.

In accordance with the Record of Decision for the King Range National Conservation Area (NCA) Approved Resource Management Plan (RMP), the Bureau of Land Management (BLM), Arcata Field Office, is issuing interim supplementary rules and requesting comments. These interim supplementary rules will apply to public lands within the King Range National Conservation Area management area, and will be effective upon publication and remain in effect until the publication of final supplementary rules. The BLM has determined these interim supplementary rules are necessary to enhance the safety of visitors, protect natural resources, improve recreation opportunities, and protect public health. These supplementary rules do not propose or implement any land use limitations or restrictions other than those included within the BLM's decisions in the King Range NCA Approved RMP, or allowed under existing law or regulation.
