Wyoming: Notice of Proposed Reinstatement of Terminated Oil and Gas Lease
Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Sun Cal Energy, Inc. for competitive oil and gas lease WYW159734 for land in Sublette County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Recreation and Public Purposes Act; Solid Waste Disposal
The Bureau of Land Management (BLM) amends a procedural regulation pertaining to the issuance of patents for public lands leased on or before November 9, 1988, for solid waste disposal or related purposes. The existing regulation requires the express approval of the Director of the Bureau of Land Management (BLM) before the lessee may receive a patent to such lands. In 1992, when the regulation was promulgated, most of the BLM's employees with the necessary expertise were centralized in the BLM's headquarters in Washington, DC, and express approval by the Director was deemed necessary. This is no longer the case, since employees with the necessary expertise are now located in State Offices of the BLM. Consistent with Department of the Interior policy to delegate responsibility to the lowest appropriate organizational levels, this rule removes the requirement for express approval by the Director. As this administrative final rule amends an internal agency procedure, it is exempt from the usual requirement for notice and an opportunity for public comment, under the Administrative Procedure Act.

Notice of Intent To Prepare an Environmental Impact Statement for the Mountain States Transmission Intertie Project in Montana and Idaho, Possible Land Use Plan Amendments, and Notice of Public Scoping Meetings
The Bureau of Land Management (BLM) gives notice of intent to prepare an Environmental Impact Statement (EIS) to address potential effects of a proposed project by NorthWestern Energy to build and operate a new 500 kV electric transmission line requiring a special use permit, right-of-way grant, and/or temporary use permit for construction, operation, and maintenance of a 500kV electric transmission line and associated substation, including new access roads. The transmission line is known as the Mountain States Transmission Intertie (MSTI) Project. NorthWestern Energy's three project alternatives range from 390 to 430 miles in length, but additional alternatives or variations on alternatives may be developed through the environmental review process. Alternatives for the proposed transmission line would pass over private, state, and federally managed lands in Montana and Idaho. Federally managed lands include lands administered by the BLM, U.S. Forest Service (USFS), Department of Agriculture (USDA) Agricultural Research Service (ARS), U.S. Sheep Experiment Station, and U.S. Department of Energy (DOE) Idaho National Laboratory. Authorization of this proposal may require the amendment of the BLM and the USFS land use plans (Forest Plans, Management Framework Plans, and Resource Management Plans).

Notice of Intent To Prepare an Environmental Impact Statement for the Buffalo Gulch Mining Project, Cottonwood Field Office, Idaho County, ID
The Bureau of Land Management Cottonwood Field Office will prepare an environmental impact statement (EIS) consistent with the regulations pertaining to the National Environmental Policy Act (NEPA). Under the provisions of Section 102(2)(c) of the NEPA, the BLM announces its intentions to prepare an EIS and solicit public comments regarding issues and resource information for this project. The BLM will analyze a proposal from Elk City Mining, LLC (ECM) to advance the Buffalo Gulch Mining Project to full scale production near Elk City, Idaho County, Idaho. This project was originally permitted in 1990 but never went into production. ECM's Plan of Operations includes an open pit mining operation and a cyanide heap leach facility to recover gold from the mined ore on their unpatented mining claims.

National Petroleum Reserve-Alaska Oil and Gas Lease Sale 2008
The Bureau of Land Management's Alaska State Office will hold an oil and gas lease sale bid opening for all available tracts in the Northeast Planning Area, tracts straddling the Ikpikpuk River in the Northeast and Northwest planning areas, and tracts in the southern portion of the Northwest Planning Area. Meeting Notice for the John Day/Snake Resource Advisory Council

Public Land Order No. 7713; Partial Revocation of Public Land Order No. 7619 Dated October 6, 2004; Nevada
This order partially revokes a Public Land Order insofar as it affects approximately 1,099.51 acres, more or less, of public lands withdrawn from surface entry and mining for the Bureau of Land Management to protect public health and safety and to perform site reclamation activities of the Paradise Peak and County Line mines. The lands surrounding the County Line mine have been reclaimed and are no longer needed for reclamation purposes. This order opens those lands to surface entry and mining. The lands surrounding the Paradise Peak mine have not undergone complete reclamation and will remain withdrawn.
