In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Draft Resource Management Plan (RMP) and Draft Environmental Impact Statement (EIS) for the Lander Field Office and by this notice is announcing the opening of a 90-day comment period.

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM-Eastern States office in Springfield, Virginia, 30 calendar days from the date of publication in the Federal Register.

The Bureau of Land Management (BLM) has filed the plats of survey of the lands described below in the BLM Wyoming State Office, Cheyenne, Wyoming, on the dates indicated.

The Bureau of Land Management (BLM) published a notice in the Federal Register on August 1, 2011 (76 FR 45848) that contained an incorrect deadline for making public comments and an incorrect location and time for a public meeting.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision to Bethel Native Corporation. The decision approves the surface estate in the lands described below for conveyance pursuant to the Alaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.). The subsurface estate in these lands will be conveyed to Calista Corporation when the surface estate is conveyed to Bethel Native Corporation. Per 30 U.S.C. 188(d), Wilks Ranch Montana, Ltd. timely filed a petition for reinstatement of competitive oil and gas lease MTM 98742, Fergus County, Montana. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $20 per acre and 18-2/3 percent. The lessee paid the $500 administration fee for the reinstatement of the lease and the $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective the date of termination subject to the: Original terms and conditions of the lease; Increased rental of $20 per acre; Increased royalty of 18\2/3\ percent; and $163 cost of publishing this Notice.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM), Las Vegas Field Office (LVFO), will prepare a Supplemental Environmental Impact Statement (EIS) and a proposed amendment to the Las Vegas Resource Management Plan (RMP) for a proposed solar energy project located on public lands in Clark County, Nevada. Publication of this notice initiates the scoping process to solicit public comments and identifies issues for both actions. Publication of this notice also serves to segregate the identified lands from appropriation under the public land laws, including location under the Mining Law, but not the Mineral Leasing Act or the Materials Act, subject to valid existing rights.

Notice of Filing of Plats of Survey; Alaska. Pursuant to the Mineral Leasing Act of 1920, as amended by the Federal Coal Leasing Amendments Act of 1976, and to Bureau of Land Management (BLM) regulations, all interested parties are hereby invited to participate with Oxbow Mining, LLC, on a pro rata cost-sharing basis, in a program for the exploration of coal deposits owned by the United States of America in lands located in Delta County, Colorado.

The decision will approve the conveyance of the surface and subsurface estates in certain lands pursuant to the Alaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.). The lands are located south west of Mountain Village, Alaska, and contain 9.04 acres. Notice of the decision will also be published four times in the Anchorage Daily News.

The Bureau of Land Management (BLM) Grand Junction Field Office examined approximately 80 acres of public land in Mesa County, Colorado and found the land suitable for classification for sale under the provisions of the Recreation and Public Purposes Act (R&PP). Colorado Mesa University (formerly Mesa State College) proposes to use the land for construction and operation of a Peace Officer Standards and Training (POST) Academy and Mesa County Regional Public Safety Training Facility (RPSTF).

The lessee paid the $500 administration fee for the reinstatement of the lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective the date of termination subject to: The original terms and conditions of the lease; The increased rental of $10 per acre; and The increased royalty of 16\2/3\ percent.

In compliance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Burley Field Office, Burley, Idaho intends to prepare a Resource Management Plan (RMP) amendment with an associated Environmental Assessment (EA) for the Cassia and Monument RMPs to consider closing BLM-managed lands to certain activities to protect cultural and historic properties, and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

This order extends the duration of the withdrawal created by Public Land Order No. 6870 for an additional 20-year period. The extension is necessary to continue protection of the scientific and ecological research values at the Steamboat Mountain Research Natural Area, which would otherwise expire on August 27, 2011.

The Bureau of Land Management published Public Land Order No. 7760 in the Federal Register on April 1, 2011 (76 FR 18244), extending PLO No. 6839 for another 20-year period. Public Land Order No. 7760 contains incorrect acreages for the encumbered land.

Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council (DAC) to the Bureau of Land Management (BLM), U.S. Department of the Interior, will meet in formal session on Saturday, Sept. 10, 2011, from 8 a.m. to 5 p.m. at the Hampton Inn & Suites, 2710 Lenwood Rd., Barstow, CA 92311.
