This final rule amends the Bureau of Land Management (BLM) mineral resources regulations to update some fees that cover the BLM's cost of processing certain documents relating to its mineral programs and some filing fees for mineral-related documents. These updates include fees for actions such as lease renewals and mineral patent adjudications. This rule also moves the oil shale cost recovery fee amounts from the rule text to the general cost recovery fee table so that mineral cost recovery fees can be found in one location.

The Assistant Secretary of the Interior for Land and Minerals Management proposes to withdraw, on behalf of the Bureau of Land Management (BLM), approximately 507 acres of reserved Federal minerals from the United States mining laws including the mineral and geothermal leasing and mineral materials laws, and 332,421 acres of Federal lands from settlement, sale, location, and entry under the public land laws, including the United States mining laws, and the mineral and geothermal and mineral materials laws for a period of 5 years. The withdrawal would protect the lands and preserve the status quo of the lands and mineral estate included in the proposed training land acquisition/ airspace establishment project of the United States Marine Corps (USMC) Air Ground Combat Center (MCAGCC), Twenty-nine Palms, California, pending the processing of an application for withdrawal for military purposes under the Engle Act. The application also includes 43,315 acres of non-Federal lands located within the proposed boundaries of the proposed withdrawal areas, and in the event that they return to Federal ownership in the future, the lands would be subject to the terms and conditions described below. The Federal and non-Federal lands are located in San Bernardino County.

The Bureau of Land Management (BLM) proposes to offer, by competitive sale, one parcel of land totaling 73.75 acres within the Aztec city limits in San Juan County, New Mexico. The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA), respectively, and BLM land sale regulations. The purpose of the sale is to dispose of lands which are difficult and uneconomic to manage. The sales will be conducted as a competitive bid auction in which interested bidders must submit written sealed bids equal to or greater than the appraised fair market value of the land. Notice is hereby given that a temporary closure will apply to approximately 1,800 acres of public lands administered by the Bureau of Land Management (BLM) Upper Snake Field Office, Idaho. This same area has been closed to target shooting and full-size vehicles for the past 3 years to prevent illegal dumping and littering, including hazardous materials. This closure will be in effect for 24 months, to allow completion of a resource management plan (RMP), which will provide permanent management direction for the area. During the temporary closure, the 1,800 acres will continue to be open to human entry by foot and by horse. Off-road vehicles are allowed entry but will be required to stay on developed roads and trails. Any person who fails to comply with a closure or restriction order issued under this authority may be subject to the penalties described in 43 CFR 8360.0-7.

The Bureau of Land Management (BLM) proposes to sell, at no less than the appraised fair market value, approximately 800 acres of public lands in Churchill County, Nevada, through direct sale procedures under the provisions of Section 203 of the Federal Land Policy and Management Act (FLPMA) of 1976, as amended. Upon publication of this notice, the lands will be segregated for a period of up to 2 years from all forms of appropriation under the public land laws, including the mining laws, except the sale provisions of FLPMA, in order to facilitate orderly processing of this proposed sale.
