Notice of Intent To Prepare an Environmental Impact Statement/Staff Assessment and Proposed Land Use Plan Amendment for the Proposed SES Solar Two Project, Imperial County, CA
In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the California Environmental Quality Act (CEQA), the Department of the Interior, Bureau of Land Management (BLM), together with the California Energy Commission (Energy Commission), (hereinafter jointly referred to as the Agencies) intend to prepare an Environmental Impact Statement/Staff Assessment (EIS/SA), and a Proposed Land Use Plan Amendment, for the Stirling Energy Systems (SES) Solar Two Project (Project), a Stirling engine systems solar dish project in Imperial County, California. SES is seeking approval to construct and operate an electrical generating facility with a nominal capacity of 750 megawatts (MW), using concentrated solar thermal power. The approximately 6,500 acres of land needed to develop the Project consists of approximately 6,140 acres of BLM administered public land and approximately 360 acres of privately owned land. SES has submitted an application to the BLM requesting a right-of- way (ROW) to construct the Project and related facilities. Pursuant to the California Desert Conservation Area (CDCA) Plan (1980, as amended), sites associated with power generation or transmission not identified in the CDCA Plan will be considered through the plan amendment process. Under Federal law, BLM is responsible for processing requests for rights-of-way to authorize such proposed projects and associated transmission lines and other appurtenant facilities on land it manages. BLM must comply with the requirements of NEPA to ensure that environmental impacts associated with construction, operation, and decommissioning will be identified, analyzed and considered in the application process. In the case of solar thermal power plant projects, this will be accomplished through coordination of the state and federal application processes, public participation, environmental analysis, and the preparation of Draft and Final Environmental Impact Statement (EIS) in coordination with the Energy Commission and its Preliminary and Final Staff Assessments. Under California law, the Energy Commission is responsible for reviewing the applications for certification filed for thermal power plants over 50 MW, and also has the role of lead agency for the environmental review of such projects under the CEQA (Public Resources Code, section 25500 et seq.; and Public Resources Code, section 21000 et seq.) The Energy Commission conducts this review in accordance with the administrative adjudication provisions of the Administrative Procedure Act (Gov. Code, section 11400 et seq.) and its own regulations governing site certification proceedings (Cal. Code Regs., tit. 20, section 1701 et seq.), which have been deemed CEQA equivalent by the Secretary of Resources. SES Solar Two, LLC has submitted an Application for Certification (AFC) to the Energy Commission. The AFC facilitates analysis and review by staff prior to an Energy Commission decision.

Notice of Intent To Prepare Resource Management Plans and Associated Environmental Impact Statement, Initiate Public Scoping, and Call for Coal and Other Resource Information
Notice is hereby given that the Wyoming Bureau of Land Management (BLM) intends to prepare (1) a Resource Management Plan (RMP) for the Cody Field Office and (2) a RMP for the Worland Field Office. These two actions will require a single Environmental Impact Statement (EIS). These two RMPs and the associated EIS will be called the Bighorn Basin Resource Management Plan Revision Project. The resulting RMPs will replace the Washakie and Grass Creek RMPs, in Worland, and the Cody RMP. The BLM is also soliciting resource information for coal and other resources for the planning area.

Proposed Supplementary Rules for the Hot Well Dunes Recreation Area, Public Lands Administered by the Bureau of Land Management Gila District and Safford Field Office, Graham County, AZ
The Bureau of Land Management (BLM) is proposing new supplementary rules for the Hot Well Dunes (HWD) Recreation Area, public lands managed by the Gila District and Safford Field Office in Graham County, Arizona. The rules relate to the health and safety of public land users and protection of natural resources. These supplementary rules will be enforced by BLM law enforcement rangers within the HWD Recreation Area. Proposed rules address vehicle rider capacity, clinging to or being towed by a vehicle, safety flags, vehicle use, public nudity, firearms, pets, speed limit, camping, waste disposal, and length of stay. All current supplementary rules will be rescinded and replaced by these revised rules for the HWD Recreation Area.

Land Withdrawals; Removal of Regulations Covering Emergency Withdrawals
This proposed rule would remove regulations that provide for emergency withdrawals. These regulations are redundant, since public lands can be protected without substantial delay via conventional withdrawal procedures, without recourse to the regulations providing for emergency withdrawals. Moreover, constitutional issues may arise whenever a Congressional committee directs the Secretary of the Interior (Secretary) to withdraw lands immediately.

The Bureau of Land Management (BLM) proposes to amend its regulations to remove the Land and Water Conservation Fund Act (LWCFA) as one of the authorities of our Recreation regulations, in accordance with the Federal Lands Recreation Enhancement Act of 2004 (REA). The rule will also amend and reorder the prohibitions to separate those that apply specifically to campgrounds and picnic areas from those with more general applications. The reordering is necessary to broaden the scope to include all areas where standard amenity, expanded amenity, and special recreation permit fees are charged under REA. The proposed rule would remove an unnecessary provision that has been interpreted to require the BLM to publish supplementary rules concerning failure to pay fees established by the recreation regulations, thus relieving the BLM from publishing such separate specific supplementary rules for each area. Finally, it will make technical changes to maintain consistency with other BLM regulations.

California Desert District Advisory Council; Meeting
Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council to the Bureau of Land Management, U.S. Department of the Interior, will participate in a field tour of BLM-administered public lands on Friday, November 14, 2008 from 8 a.m. to 4 p.m., and meet in formal session on Saturday, November 15 from 8 a.m. to 4 p.m. at the Heritage Inn and Suites, 1050 N. Norma, Ridgecrest, CA. The Council and interested members of the public will depart for the field tour at 8 a.m. from the lobby of the Heritage Inn and Suites. The public is welcome to participate in the tour but should plan on providing their own transportation, lunch, and beverage. A four-wheel drive vehicle is strongly recommended for the field tour. Call for Nominations for the Bureau of Land Management's California Desert District Advisory Council
The Bureau of Land Management's California Desert District is soliciting nominations from the public for five members of its District Advisory Council to serve the 2009-2011 three-year term. Council members provide advice and recommendations to BLM on the management of public lands in southern California. Public notice begins with the publication date of this notice. Call for Nominations To Fill Two Vacancies on the Pinedale Anticline Working Group (PAWG)
On June 25, 2008, the Secretary of the Interior renewed the Charter for the PAWG and Task Groups. There are currently two vacancies on the PAWG for which nominations are being solicited: A representative of (1) Sublette County Government, and (2) the oil and gas operators. Section 309 of FLPMA directs the Secretary to select 10 to 15 member citizen-based advisory councils that are consistent with the requirements of the Federal Advisory Committee Act (FACA). Individuals or groups who wish to submit a nomination or are interested in becoming a member of the PAWG should submit the specified information within 30 days of this Notice. Notice of Proposed Withdrawal Extension and Opportunity for Public Meeting; Washington
As required by 43 CFR 2310.3-1, notice is hereby given that on the behalf of the United States Forest Service, the Bureau of Land Management proposes to extend Public Land Order No. 6776 for a 20-year period. This order withdrew approximately 8,950 acres of National Forest System land from surface entry and mining to protect the natural, scenic, and recreational values, and the investment in federal funds in the North Cascades Scenic Highway Zone. The withdrawal created by Public Land Order No. 6776 will expire on April 17, 2010, unless extended. This notice also gives an opportunity to comment on the proposed action and to request a public meeting.
