This order extends the duration of the withdrawal created by Public Land Order No. 6892 for an additional 20-year period. The extension is necessary to continue to protect the recreational values of the United States Forest Service's Sixmile Creek Recreation Area. This order also corrects the acreage discrepancy in the original order.

The Bureau of Land Management published a Notice of Intent in the Federal Register on June 24, 2011 (76 FR 37145), concerning preparation of the Oklahoma Resource Management Plan Amendment and associated Environmental Assessment addressing Four Federal Coal Lease Applications in Haskell and LeFlore Counties, Oklahoma. The notice omitted a legal land description for a portion of the scoping area.
Public Land Order No. 7778; Extension of Public Land Order No. 6876; Oregon
This order extends the duration of the withdrawal created by Public Land Order No. 6876 for an additional 20-year period. The extension is necessary to continue protection of the unique natural and ecological values of the Ashland Research Natural Area (RNA), and the recreational values and the investment of Federal funds at the Jackson Campground Extension and the Kanaka Campground, which would otherwise expire on September 9, 2011.
Public Land Order No. 7779; Partial Revocation of Secretarial Order Dated September 24, 1942; Alaska
This order revokes a Secretarial Order insofar as it affects approximately 606 acres of public land withdrawn on behalf of the Federal Aviation Administration for Air Navigation Site No. 190 at Lake Minchumina, Alaska. The land is no longer needed for the purpose for which it was withdrawn.
Public Land Order No. 7783; Extension of Withdrawal Created by Subtitle A of Public Law 104-201; CO
This order extends the duration of a withdrawal created by Subtitle A of Public Law 104-201 for an additional 15-year period. Subtitle A of Public Law 104-201 withdrew 3,133 acres of public lands and 11,415 acres of Federally owned minerals at the Fort Carson Military Reservation, and 2,517 acres of public lands and approximately 130,139 acres of Federally owned minerals at the Pi[ntilde]on Canyon Maneuver Site from all forms of appropriation under the public land laws, including the mining laws, mineral and geothermal leasing laws, and mineral materials disposal laws, and reserved the lands for use by the Army for military maneuvering, training and weapons firing, and other consistent defense-related purposes as specified in the Act. The withdrawal extension is necessary to continue protection and use of the lands for military readiness purposes.
Minerals Management: Adjustment of Cost Recovery Fees
This final rule amends the Bureau of Land Management (BLM) mineral resources regulations to update some fees that cover the BLM's cost of processing certain documents relating to its minerals programs and some filing fees for mineral-related documents. These updated fees include those for actions such as lease renewals and mineral patent adjudications.

Notice of Realty Action: Competitive, Sealed-Bid Sale of Public Lands in Clark County, NV
Pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), Public Law 105-263, as amended, the Bureau of Land Management (BLM) proposes to offer one parcel of public land totaling approximately 1.25 acres in the Las Vegas Valley by competitive, sealed-bid sale at not less than the appraised fair market value (FMV). The sale will be subject to the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA) and applicable BLM land sale and mineral conveyance regulations. The proposed sale also includes one 5-acre parcel in Clark County that was offered at a previous sale, but received no bids. If not sold, any parcel described above in this Notice may be identified for sale at a later date without further legal notice.

The Utah State Director signed the ROD on September 8, 2011, which constitutes the final decision of the BLM and makes the Approved MMP Amendment effective immediately. The extension is necessary to continue protection of the unique and important forest genetic resources and the expenditure of Federal funds at the Forest Service's Panelli Seed Orchard, which would otherwise expire on August 27, 2011. The withdrawal for the Quartz Evaluation Plantation is no longer needed and that portion of the withdrawal will expire at the end of the original term on August 27, 2011.
Notice of Proposed Reinstatement of Terminated Oil and Gas Lease MTM 98742
Per 30 U.S.C. 188(d), Wilks Ranch Montana, Ltd. timely filed a petition for reinstatement of competitive oil and gas lease MTM 98742, Fergus County, Montana. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $20 per acre and 18-2/3 percent. The lessee paid the $500 administration fee for the reinstatement of the lease and the $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective the date of termination subject to the: Original terms and conditions of the lease; Increased rental of $20 per acre; Increased royalty of 18\2/3\ percent; and $163 cost of publishing this Notice.
