In accordance with the Paperwork Reduction Act of 1995, we, the Bureau of Indian Affairs (BIA) are proposing to renew an information collection with revisions.

The Department of the Interior (Department) gives notice that the group known as the Salinan Tribe of Monterey and San Luis Obispo Counties has filed a documented petition for Federal acknowledgment as an American Indian Tribe with the Assistant SecretaryIndian Affairs. The Department seeks comment and evidence from the public on the petition.

Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and are new, discontinued, or completed since the last publication of this notice. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Additional announcements of individual contract actions may be published in the Federal Register and in newspapers of general circulation in the areas determined by Reclamation to be affected by the proposed action.

We, the Fish and Wildlife Service (Service), announce receipt of an application from Sunterra Communities, LLC (applicant) for renewal of an incidental take permit (ITP) under the Endangered Species Act. If granted, the renewed ITP would authorize take of the federally listed as threatened sand skink (Neoseps reynoldsi) incidental to the construction of a residential and commercial development in Lake County, Florida. The applicant requests the renewal of the ITP to extend the expiration date for 5 additional years. There is no request for additional take or increases in development levels. The proposed renewal maintains the existing levels of take and renews the permit through June 14, 2029. We request public comment on the application, which includes the applicant's original unchanged habitat conservation plan (HCP), and the Service's determination that the proposed renewal remains eligible for a categorical exclusion pursuant to the Council on Environmental Quality's National Environmental Policy Act (NEPA) regulations, the Department of the Interior's (DOI) NEPA regulations, and the DOI Departmental Manual. To make this preliminary determination, we used our existing environmental action statement and low-effect screening form, both of which are also available for public review. We invite comment from the public and local, State, Tribal, and Federal agencies.

In accordance with the Paperwork Reduction Act of 1995 ("PRA"), ONRR is proposing to renew an information collection. ONRR uses the information collected in this Information Collection Request ("ICR") to review and approve delegation proposals from States seeking to perform royalty management functions and prepare a cooperative agreement with a State or Indian tribe seeking to perform royalty audits.

In accordance with the Paperwork Reduction Act of 1995, we, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are proposing to renew an information collection.

We, the U.S. Fish and Wildlife Service (Service), have received an application from P[umacr]lama L[amacr]na[revaps]i for an enhancement of survival permit (permit) pursuant to the Endangered Species Act. If approved, the permit would authorize take of the orangeblack Hawaiian damselfly, ae[revaps]o (Hawaiian stilt), [revaps]alae ke[revaps]oke[revaps]o (Hawaiian coot) and assimulans yellow-faced bee (the "covered species"). The application includes a draft conservation benefit agreement, describing the actions the applicant will take to create new habitat for the covered species, facilitate reintroduction of the orangeblack Hawaiian damselfly to L[amacr]na[revaps]i, and achieve a net conservation benefit for each of the covered species. We have also prepared a draft environmental action statement for our preliminary determination that the permit decision may be eligible for categorical exclusion under the National Environmental Policy Act. We invite the public and local, State, Tribal, Native Hawaiian, and Federal agencies to comment on these documents.

In accordance with the Paperwork Reduction Act of 1995, we, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are proposing to renew an information collection.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Corning Museum of Glass (CMOG) intends to repatriate a certain cultural item that meets the definition of a sacred object and that has a cultural affiliation with the Indian Tribes or Native Hawaiian organizations in this notice.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the San Diego Archaeological Center has completed an inventory of human remains and associated funerary objects and has determined that there is a cultural affiliation between the human remains and associated funerary objects and Indian Tribes or Native Hawaiian organizations in this notice.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Oakland Museum of California intends to repatriate certain cultural items that meet the definition of sacred objects and objects of cultural patrimony and that have a cultural affiliation with the Indian Tribes or Native Hawaiian organizations in this notice.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), Wesleyan University proposes to transfer human remains listed in a notice of inventory completion published in the Federal Register on August 12, 2024.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Peabody Museum of Archaeology and Ethnology, Harvard University (PMAE) has completed an inventory of human remains and has determined that there is a cultural affiliation between the human remains and Indian Tribes or Native Hawaiian organizations in this notice. The human remains were collected at the Laboratory of Anthropology, Santa Fe County, NM.

We, the U.S. Fish and Wildlife Service (Service), propose to remove the Chipola slabshell (Elliptio chipolaensis) and fat threeridge (Amblema neislerii), both freshwater mussels, from the Federal List of Endangered and Threatened Wildlife due to recovery. These species occur in the Apalachicola-Chattahoochee-Flint River Basin of Alabama, Georgia, and Florida. Our review of the best available scientific and commercial data indicates that the threats to the Chipola slabshell and fat threeridge have been eliminated or reduced to the point that both species have recovered and no longer meet the definition of an endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). Accordingly, we propose to delist the Chipola slabshell and the fat threeridge. If we finalize this rule as proposed, the prohibitions and conservation measures provided by the Act, particularly through sections 4 and 7 for the Chipola slabshell and sections 7 and 9 for the fat threeridge, would no longer apply to these species. This proposed rule also serves as the completed status review initiated under section 4(c)(2) of the Act.

The National Park Service is soliciting electronic comments on the significance of properties nominated before October 19, 2024, for listing or related actions in the National Register of Historic Places.

We, the U.S. Fish and Wildlife Service (Service), announce the availability for public comment of a proposed general conservation plan (GCP), as well as an associated draft environmental assessment, for routine development projects in New York, Pennsylvania, and West Virginia that impact the federally listed Indiana bat (Myotis sodalis) and/or northern long-eared bat (Myotis septentrionalis), and/or the proposed to be listed tricolored bat (Perimyotis subflavus). We invite comments from the public and local, State, Tribal, and Federal agencies.

The Department of the Interior is publishing this notice to advise the public of the availability of the Fiscal Year (FY) 2022 Service Contract Inventory, in accordance with section 743 of division C of the Consolidated Appropriations Act of 2010.

Under the terms of the concession contracts identified in the tables below and its regulations, the National Park Service gives public notice that it intends to: extend each concession contract listed in table 1 below until the date shown in the "Extension Expiration Date" column or until the effective date of a new contract, whichever comes first; continue each concession contract listed in table 2 below until the date shown in the "Continuation Expiration Date" column or until the effective date of a new contract, whichever comes first; and award the temporary concession contracts listed in table 3 below.

We, the U.S. Fish and Wildlife Service, have received applications for permits, permit renewals, and/or permit amendments to conduct scientific research to promote conservation or other activities intended to enhance the propagation or survival of endangered or threatened species under the Endangered Species Act. We invite the public and local, State, Tribal, and Federal agencies to comment on these applications. Before issuing any of the requested permits, we will take into consideration any information that we receive during the public comment period.

We, the U.S. Fish and Wildlife Service (Service or USFWS), are reclassifying the red-cockaded woodpecker (Dryobates (= Picoides) borealis) from endangered to threatened (i.e., downlisting it) under the Endangered Species Act of 1973, as amended (Act). This action is based on our evaluation of the best available scientific and commercial information, which indicates that the species' status has improved such that it is not currently in danger of extinction throughout all or a significant portion of its range, but that it is still likely to become so in the foreseeable future. We also finalize protective regulations under the authority of section 4(d) of the Act that are necessary and advisable to provide for the conservation of the red-cockaded woodpecker. In addition, we correct the List of Endangered and Threatened Wildlife to reflect that Picoides is not the current scientifically accepted generic name for this species.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Eastern California Museum has completed an inventory of human remains and associated funerary objects and has determined that there is no lineal descendant and no Indian Tribe or Native Hawaiian organization with cultural affiliation.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the U.S. Army Garrison, Fort Leonard Wood (Fort Leonard Wood) has amended a notice of inventory completion published in the Federal Register on March 7, 2017. This notice amends the Indian Tribes or Native Hawaiian organizations with cultural affiliation.
