The human remains were removed from Franklin County, MA.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Peabody Museum of Archaeology and Ethnology, Harvard University (PMAE) has completed an inventory of human remains and has determined that there is a cultural affiliation between the human remains and Indian Tribes or Native Hawaiian organizations in this notice. The human remains were collected at the ``Carson Indian School,'' (now Stewart Indian School), Carson City County, NV, and the Sherman Institute, Riverside County, CA.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Museum of Riverside intends to repatriate certain cultural items that meet the definition of objects of cultural patrimony and that have a cultural affiliation with the Indian Tribes or Native Hawaiian organizations in this notice.

The human remains and associated funerary objects were removed from Siskiyou County, CA.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Fine Arts Museums of San Francisco (FAMSF) intends to repatriate certain cultural items that meet the definition of unassociated funerary objects and that have a cultural affiliation with the Indian Tribes or Native Hawaiian organizations in this notice. The cultural items were removed from the state of MS.

The Department of the Interior (Department) is issuing revisions to its regulations governing the review and approval of Tribal-State gaming compacts. The revisions add factors and clarify how the Department reviews ``Class III Tribal-State Gaming Compacts'' (Tribal-State gaming compacts or compacts).

We have determined that the designation of critical habitat is not prudent.

The human remains and associated funerary objects were removed from Saline County, MO.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Robert S. Peabody Institute of Archaeology has completed an inventory of human remains and associated funerary objects and has determined that there is a cultural affiliation between the human remains and associated funerary objects and Indian Tribes or Native Hawaiian organizations in this notice. The human remains and associated funerary objects were removed from northwestern Tennessee and Monroe County, TN.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior's Bureau of Land Management (BLM) is hereby giving notice that it is changing the dates of the Central California Resource Advisory Council's (RAC) February field tour and meeting.

The United States Department of the Army, Corps of Engineers (USACE), has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior extend Public Land Order (PLO) No. 7608 for an additional 20-year term. Subject to valid existing rights, PLO No. 7608 withdrew 400.27 acres of public lands from settlement, sale, location, or entry under the general land laws, including the United States mining laws, and transferred jurisdiction over those lands to the Department of the Army for the Chief Joseph Dam Additional Units Project for a period of 20 years. This notice advises the public of a 90-day opportunity to comment on the withdrawal extension application and to request a public meeting.

The Bureau of Ocean Energy Management (BOEM) intends to prepare an environmental assessment (EA) to consider the potential environmental impacts associated with possible wind energy-related leasing, site assessment, and site characterization activities on the U.S. Outer Continental Shelf (OCS) offshore Oregon. BOEM seeks public input regarding important environmental issues and the identification of reasonable alternatives that should be considered in the EA. BOEM will assess the environmental impacts of any proposed wind energy projects after a lease is issued and before deciding whether or not to approve any lessee's construction and operations plan.

The Department of the Interior is announcing the dates of Tribal consultation meetings to gather information to revise the simplified Type A procedures in the regulations for conducting natural resource damage assessment and restoration for hazardous substance releases. We are also extending the comment period on our Notice of Proposed Rulemaking issued on January 5, 2024.

We, the U.S. Fish and Wildlife Service, are revising the regulations for the issuance of permits for eagle incidental take and eagle nest take. The purpose of these revisions is to increase the efficiency and effectiveness of permitting, improve clarity for the regulated community, and increase the conservation benefit for eagles. In addition to continuing to authorize specific permits, we created general permits for certain activities under prescribed conditions, including general permit options for qualifying wind-energy generation projects, power line infrastructure, activities that may disturb breeding bald eagles, and bald eagle nest take. We also made improvements to the specific permit requirements and process. We also revised permit fees and clarified definitions.

In accordance with the Paperwork Reduction Act of 1995, we, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are proposing to renew an information collection.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of documents related to an application for an incidental take permit (ITP) under the Endangered Species Act. The Nebraska Public Power District (NPPD) is applying for a permit associated with incidental take of the American burying beetle (Nicrophorus americanus; ABB) during construction, operation, and maintenance of a new transmission line in central Nebraska (known as the R-Project). NPPD has submitted a new application for a 50-year ITP, including a revised proposed habitat conservation plan (revised HCP) and associated documents. We previously issued an ITP for the R-Project and the applicant's earlier HCP to NPPD in 2019. However, that ITP was remanded by a Court. In response to the Court remand, NPPD has prepared the revised HCP as part of the new ITP application. In accordance with the National Environmental Policy Act, we now announce the availability of the draft supplemental EIS (draft SEIS) associated with the revised HCP. We invite comment from the public and local, State, Tribal, and Federal agencies.

This notice provides the semiannual agenda of Department of the Interior (Department) rules scheduled for review or development between Fall 2023 and Fall 2024. The Regulatory Flexibility Act and Executive Order 12866 require publication of the agenda.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management (BLM), Colorado State Office, Lakewood, Colorado, 30 calendar days from the date of this publication. The surveys, which were executed at the request of the U.S. Forest Service and the National Park Service, are necessary for the management of these lands.
