Abstract: The information is used to
identify and evaluate new blaster
certification programs. Part 850
implements Section 719 of the Surface
Mining Control and Reclamation Act
(SMCRA). Section 719 requires the
Secretary of the Interior to issue
regulations which provide for each State
regulatory authority to train, examine
and certify persons for engaging in
blasting or use of explosives in surface
coal mining operations. Each State that
wishes to certify blasters must submit a
blasters certification program to OSMRE
for approval.

Commission has received a complaint
and a submission pursuant to § 210.8(b)
of the Commission’s Rules of Practice
and Procedure filed on behalf of Trina
Solar (U.S.), Inc., Trina Solar US
Manufacturing Module 1, LLC, and
Trina Solar Co., Ltd. on October 23,
2024. The complaint alleges violations
of section 337 of the Tariff Act of 1930
(19 U.S.C. 1337) in the importation into
the United States, the sale for
importation, and the sale within the
United States after importation of
certain TOPCon solar cells, modules,
panels, components thereof, and
products containing same. The
complaint names as respondents: CSI
Solar Co., Ltd. of China; Canadian Solar
Inc. of Canada; Canadian Solar (USA)
Inc. of Walnut Creek, CA; Canadian
Solar Manufacturing (Thailand) Co.,
Ltd. of Thailand; Canadian Solar US
Module Manufacturing Corporation of
Mesquite, Texas; and Recurrent Energy
Development Holdings, LLC of Austin,
TX. The complainant requests that the
Commission issue a limited exclusion
order, cease and desist orders, and
impose a bond upon respondents’
alleged infringing articles during the 60day Presidential review period pursuant
to 19 U.S.C. 1337(e)(1) and (j)(3).
