Notice of Final Supplementary Rule for Canyons of the Ancients National Monument in Dolores and Montezuma Counties, CO
The Bureau of Land Management (BLM) is finalizing a supplementary rule to regulate conduct on public lands within Canyons of the Ancients National Monument (CANM or Monument). This final supplementary rule will implement planning decisions in the 2010 CANM Resource Management Plan (RMP). The final supplementary rule will provide for the protection of persons, property, and public-land resources administered by the BLM's Tres Rios Field Office and CANM, located in Dolores and Montezuma Counties, Colorado.
Notice of Availability of the California Offshore Wind Draft Programmatic Environmental Impact Statement
The Bureau of Ocean Energy Management (BOEM) announces the availability of the draft programmatic environmental impact statement (PEIS) for California Offshore Wind. The Proposed Action of the draft PEIS is the identification of programmatic mitigation measures to lessen the environmental impacts of commercial-scale offshore wind energy development in the five lease areas offshore Northern and Central California on the Outer Continental Shelf (OCS). These mitigation measures may be required as conditions of approval for activities proposed within future construction and operations plans (COPs) prepared by leaseholders for approval to begin construction within the lease areas. This PEIS, if finalized and approved, will not result in the approval of any construction and operation activities.
Clarifying the Implementation of Certain BLM Oil and Gas Measurement Regulations
The Bureau of Land Management (BLM) is proposing to adopt Notice to Lessees No. 5 (NTL-5), clarifying when and how operators are expected to comply with certain requirements in the oil and gas measurement regulations, which became effective in January 2017.

New Recreation Fees on Public Lands in the Butte Field Office, Montana
Pursuant to the Federal Lands Recreation Enhancement Act (FLREA), the Bureau of Land Management (BLM), Butte Field Office (BFO) is establishing new recreation fees to support expanded amenities at eight developed recreation sites: the Carbella, Crow Creek, Dickie Bridge, East Bank, Maiden Rock, Galena Gulch, Lower Toston, and Upper Toston campgrounds. The BFO is also establishing a standard amenity fee (day-use) for the Big Hole River Corridor, to include the Dickie Bridge, Divide Bridge, East Bank, Maiden Rock, and Jerry Creek day-use sites.

We, the U.S. Fish and Wildlife Service, are conducting 5-year status reviews of 38 animal and plant species under the Endangered Species Act. A 5-year status review is based on the best scientific and commercial data available at the time of the review; therefore, we are requesting submission of any such information that has become available since the last reviews for the species.
Bonding Requirements When Filing an Appeal of a Bureau of Safety and Environmental Enforcement Civil Penalty
The Department of the Interior (Interior) is amending regulations administered by the Bureau of Safety and Environmental Enforcement (BSEE) regarding the bonding requirements for entities filing an appeal from a BSEE decision that assesses a civil penalty. The regulations will clarify that entities appealing a BSEE civil penalty decision to the Interior Board of Land Appeals (IBLA) must have a bond covering the civil penalty assessment amount for the IBLA to have jurisdiction over the appeal.
