The 120 unassociated funerary objects are three bracelets, two bells, five tinklers, four pendants, 89 beads, seven buttons, one earring, one tube, one brooch, one buckle, one jaw harp, one padlock, one projectile point, one bullet, one hanger/ sword and one pipe. These items are associated with Overhill Cherokee towns (Tellico and Citico sites) in Monroe County, TN and one item has a provenience of the Old Town Site (40WM2) in Williamson County, TN. ddrumheller on DSK120RN23PROD with NOTICES1 Determinations The Tennessee State Museum has determined that: • The 120 unassociated funerary objects described in this notice are reasonably believed to have been placed intentionally with or near human remains, and are connected, either at the time of death or later as part of the death rite or ceremony of a Native American culture according to the Native American traditional knowledge of a lineal descendant, Indian Tribe, or Native Hawaiian organization. The unassociated funerary objects have been identified by a preponderance of the evidence as related to human remains, specific individuals, or families, or removed from a specific burial site or burial area of an individual or individuals with cultural affiliation to an Indian Tribe or Native Hawaiian organization. • There is a reasonable connection between the cultural items described in this notice and the Cherokee Nation; Eastern Band of Cherokee Indians; and the United Keetoowah Band of Cherokee Indians in Oklahoma. Requests for Repatriation Additional, written requests for repatriation of the cultural items in this notice must be sent to the authorized representative identified in this notice under ADDRESSES. The single lot of associated funerary objects include lithic materials. The funerary objects were collected by individuals associated with the California State University, Sacramento in 1978 on behalf of the US Army Corps. of Engineers. They have since been housed at the University under accession 81–88. Cultural Affiliation Based on the information available and the results of consultation, cultural affiliation is clearly identified by the information available about the associated funerary objects described in this notice. BOEM issued these five leases May 16, 2023. The leases total approximately 373,000 acres (∼583 square miles) and are the first wind energy leases offshore California. Water depths in the lease areas range from 1,640 to 4,265 feet (500 to 1,300 meters); the use of floating foundations that anchor to the sea floor is anticipated. The existing wind leases grant the lessees the exclusive right to submit a PO 00000 Frm 00105 Fmt 4703 Sfmt 4703 90051 COP to BOEM proposing the construction, operation, and decommissioning of offshore wind energy facilities in the lease area. BOEM will conduct site-specific National Environmental Policy Act (NEPA) analyses on all COPs submitted and may conclude that the inclusion of additional mitigation measures not identified in this draft PEIS is required. The Proposed Action is BOEM’s adoption of a suite of program-level mitigation measures that could be applied to activities to reduce or avoid potential impacts. Alternatives: In addition to the Proposed Action, BOEM considered two alternatives: A No Action Alternative, and an alternative that does not include the addition of mitigation measures in order to assess the effectiveness of mitigation in avoiding or reducing impacts.
