In accordance with the requirements of the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. chapter 35), the OCC, the Board, and the FDIC (collectively, the agencies) may not conduct or sponsor, and the respondent is not required to respond to, an information collection unless it displays a currently valid Office of Management and Budget (OMB) control number. The Federal Financial Institutions Examination Council (FFIEC), of which the agencies are members, has approved the agencies' publication for public comment of a proposal to extend, with revision, the Foreign Branch Report of Condition (FFIEC 030 and FFIEC 030S), which is a currently approved information collection for each agency. The proposed changes would be effective for the FFIEC 030 and FFIEC 030S reports as of the December 31, 2015, report date. At the end of the comment period, the comments and recommendations received will be analyzed to determine the extent to which the FFIEC and the agencies should modify the proposed revisions prior to giving final approval. The agencies will then submit the revisions to OMB for review and approval.

The Office of the Comptroller of the Currency (OCC), Board of Governors of the Federal Reserve System (Board), Federal Deposit Insurance Corporation (FDIC), the Farm Credit Administration (FCA), and the National Credit Union Administration (NCUA) (collectively, the Agencies) are amending their regulations regarding loans in areas having special flood hazards to implement certain provisions of the Homeowner Flood Insurance Affordability Act of 2014 (HFIAA), which amends some of the changes to the Flood Disaster Protection Act of 1973 mandated by the Biggert-Waters Flood Insurance Reform Act of 2012 (Biggert-Waters). Specifically, the final rule requires the escrow of flood insurance payments on residential improved real estate securing a loan, consistent with the changes set forth in HFIAA. The final rule also incorporates an exemption in HFIAA for certain detached structures from the mandatory flood insurance purchase requirement. Furthermore, the final rule implements the provisions of Biggert-Waters related to the force placement of flood insurance. Finally, the final rule integrates the OCC's flood insurance regulations for national banks and Federal savings associations. The Agencies plan to address the private flood insurance provisions in Biggert-Waters in a separate rulemaking.

The Office of the Comptroller of the Currency (OCC), the Board of Governors of the Federal Reserve System (Board), and the Federal Deposit Insurance Corporation (FDIC) are adopting a final rule to clarify, correct, and update aspects of the regulatory capital framework applicable to certain large, internationally active banking organizations. The revisions correct technical and typographical errors and clarify certain requirements of the advanced approaches risk-based capital rule based on observations made by the agencies during the parallel run review process of advanced approaches banking organizations. The corrections also enhance consistency of the agencies' advanced approaches risk-based capital rule with relevant international standards. The agencies proposed these changes in a notice of proposed rulemaking that was published in the Federal Register on December 18, 2014. The agencies are now adopting the proposed rule as final with some additional clarifications and amendments.

The Bureau of Reclamation will prepare an Environmental Impact Statement (EIS) to evaluate the effects of the Long-Term Plan for the Protection of Adult Salmon in the lower Klamath River. The proposed action is to increase lower Klamath River flows to reduce the likelihood, and potentially reduce the severity, of any fish die-off in future years due to crowded holding conditions for pre-spawn adults, warm water temperatures, and presence of disease pathogens as the likely major factors contributing to the adult mortalities. The proposed increased flows would be provided primarily from releases of water stored in Trinity Reservoir on the main stem of the Trinity River, with the potential for some of the flows to be derived from the Klamath River above the confluence with the Trinity River depending on existing hydrologic and related environmental conditions. The purpose of the proposed action is to reduce the likelihood, and potentially reduce the severity, of any Ich epizootic event that could lead to an associated fish die-off in future years. The need is based on the past extensive fish die-off in 2002.

This proposed rule would replace Onshore Oil and Gas Order No. 3, Site Security (Order 3), with new regulations that would be codified in the Code of Federal Regulations (CFR). Order 3 establishes minimum standards for oil and gas facility site security. It includes provisions intended to ensure that oil and gas produced from Federal and Indian (except Osage Tribe) oil and gas leases are properly and securely handled, so as to ensure accurate measurement, production accountability, and royalty payments, and to prevent theft and loss. Order 3 was issued in 1989. The changes proposed as part of this proposed rule would allow the BLM to strengthen its policies governing production verification and accountability by updating Order 3's requirements to address changes in technology and industry practices that have occurred in the 25 years since Order 3 was issued, and to respond to recommendations made by the Government Accountability Office (GAO) with respect to the BLM's production verification efforts. The proposed rule addresses Facility Measurement Points (FMPs), site facility diagrams, the use of seals, bypasses around meters, documentation, recordkeeping, commingling, off- lease measurement, and the reporting of incidents of unauthorized removal or mishandling of oil and condensate. The proposed rule also identifies certain acts of noncompliance that would result in an immediate assessment. Finally, it sets forth a process for the BLM to consider variances from the requirements of this proposed regulation. The BLM believes these proposed changes will enhance its overall production verification and accountability efforts. As part of those efforts, the BLM also anticipates that it will separately propose new regulations to update and replace Onshore Oil and Gas Orders Nos. 4 (Order 4) and 5 (Order 5) related to measurement of oil and gas, respectively.

The Department of the Interior and the Utah Reclamation Mitigation and Conservation Commission have prepared separate Records of Decision (RODs) that disclose their selection of Alternative B for implementing the restoration of the Provo River Delta as described in the Provo River Delta Restoration Project (PRDRP) Final Environmental Impact Statement (FEIS). Both agencies have also selected to implement Option 2 for the improvement of the existing Provo River Channel. The size of Alternative B may be increased by acquiring additional land described under Alternative A. However, such additional land acquisition will only be accomplished if the additional land can be acquired on a willing-seller basis. Therefore, a potentially enlarged Alternative B (the Preferred Alternative) and Option 2 are adopted as the Selected Action. The implementation of Alternative B as potentially modified and Option 2 will significantly aid in meeting recovery actions within the approved June Sucker Recovery Plan of 1999.

We, the Fish and Wildlife Service (Service), announce the availability of a draft addendum to the 2005 Barton Springs salamander (Eurycea sosorum) Recovery Plan, to include the Austin blind salamander (Eurycea waterlooensis). Both species are listed as endangered under the Endangered Species Act of 1973, as amended (Act). These salamander species are currently found in Barton Springs in Austin, Texas. The Barton Springs Salamander Recovery Plan (Recovery Plan) currently includes specific recovery objectives and criteria to be met in order to enable us to remove the Barton Springs salamander from the list of endangered and threatened wildlife and plants. This draft addendum adds to the Recovery Plan's recovery goals, objectives, downlisting criteria, and delisting criteria in order to reflect the addition of the Austin blind salamander. The Recovery Plan also includes additional time and cost estimates for recovery actions for the Austin blind salamander. We request review and comment on this draft addendum from local, State, and Federal agencies; Tribes; and the public.

Determination of Eligibility for Consideration as Wilderness Areas, Intent To Prepare Wilderness Study, Big Cypress National Preserve

The National Park Service (NPS) has completed a Wilderness Eligibility Assessment to determine if lands within the original 1974 legislated boundary of Big Cypress National Preserve (Preserve) meet criteria indicating eligibility for preservation as wilderness. Based on the assessment, the NPS has concluded that of the 557,065 acres assessed, 188,323 acres meet the eligibility criteria. In accordance with NPS Management Policies 2006, Section 6.2.2, the scope of the BAP/EIS currently being prepared for the Preserve will be expanded to include a wilderness study to determine if any portions of the Preserve should be recommended for inclusion in the National Wilderness Preservation System as defined in the Wilderness Act of 1964. A notice of intent to prepare an EIS with the BAP was published in the Federal Register of March 11, 2014. This additional notice is being published in accordance with the Council on Environmental Quality's regulations implementing the National Environmental Policy Act of 1969 (NEPA), specifically 40 CFR 1501.7. The NPS will conduct public meetings in the local area to receive further input from interested parties on issues, concerns, and suggestions pertinent to backcountry use and access and wilderness designation within the Preserve. The comment period will be announced through local media outlets, at the meetings, and on the backcountry access plan Web site at https://parkplanning.nps.gov/bicy.

We, the Fish and Wildlife Service (Service), announce the availability of our draft recovery plan, second revision, for the Sonoran pronghorn, which is listed as endangered under the Endangered Species Act of 1973, as amended (Act). This pronghorn is currently found in southwestern Arizona and northwestern Sonora, Mexico. The draft recovery plan includes specific recovery objectives and criteria to be met to enable us to remove this species from the list of endangered and threatened wildlife and plants. We request review and comment on this plan from local, State, and Federal agencies; Tribes; and the public. We will also accept any new information on the status of the Sonoran pronghorn throughout its range to assist in finalizing the recovery plan.
