In accordance with the requirements of the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. chapter 35), the OCC, the Board, and the FDIC (collectively, the agencies) may not conduct or sponsor, and the respondent is not required to respond to, an information collection unless it displays a currently valid Office of Management and Budget (OMB) control number. The Federal Financial Institutions Examination Council (FFIEC), of which the agencies are members, has approved the agencies' publication for public comment of a proposal to extend, with revision, the Foreign Branch Report of Condition (FFIEC 030 and FFIEC 030S), which is a currently approved information collection for each agency. The proposed changes would be effective for the FFIEC 030 and FFIEC 030S reports as of the December 31, 2015, report date. At the end of the comment period, the comments and recommendations received will be analyzed to determine the extent to which the FFIEC and the agencies should modify the proposed revisions prior to giving final approval. The agencies will then submit the revisions to OMB for review and approval.

The Office of the Comptroller of the Currency (OCC), Board of Governors of the Federal Reserve System (Board), Federal Deposit Insurance Corporation (FDIC), the Farm Credit Administration (FCA), and the National Credit Union Administration (NCUA) (collectively, the Agencies) are amending their regulations regarding loans in areas having special flood hazards to implement certain provisions of the Homeowner Flood Insurance Affordability Act of 2014 (HFIAA), which amends some of the changes to the Flood Disaster Protection Act of 1973 mandated by the Biggert-Waters Flood Insurance Reform Act of 2012 (Biggert-Waters). Specifically, the final rule requires the escrow of flood insurance payments on residential improved real estate securing a loan, consistent with the changes set forth in HFIAA. The final rule also incorporates an exemption in HFIAA for certain detached structures from the mandatory flood insurance purchase requirement. Furthermore, the final rule implements the provisions of Biggert-Waters related to the force placement of flood insurance. Finally, the final rule integrates the OCC's flood insurance regulations for national banks and Federal savings associations. The Agencies plan to address the private flood insurance provisions in Biggert-Waters in a separate rulemaking.

The Notice is hereby given that the U.S. Geological Survey intends to grant to Glosten Associates, 1201 Western Avenue, Suite 200, Seattle, WA 98101, an exclusive license to practice the following: A system, method, and apparatus for treating ship ballast water.

The Bureau of Land Management (BLM) has examined and found suitable for classification for conveyance under the Taylor Grazing Act, and the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, 160 acres of public land in Utah County, Utah. Utah County proposes to develop a public shooting range facility on the land.

In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) will ask the Office of Management and Budget (OMB) to approve a collection of information to support recreation planning and management on public lands. The respondents will be recreationists visiting BLM-managed areas and members of communities near BLM-managed areas. The BLM invites public comments on this proposed collection. A Federal agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number.

The National Park Service, U.S. Department of the Interior, is seeking nominations for individuals to be considered for appointment to the Captain John Smith Chesapeake National Historic Trail Advisory Council (Council).

The Bureau of Reclamation will prepare an Environmental Impact Statement (EIS) to evaluate the effects of the Long-Term Plan for the Protection of Adult Salmon in the lower Klamath River. The proposed action is to increase lower Klamath River flows to reduce the likelihood, and potentially reduce the severity, of any fish die-off in future years due to crowded holding conditions for pre-spawn adults, warm water temperatures, and presence of disease pathogens as the likely major factors contributing to the adult mortalities. The proposed increased flows would be provided primarily from releases of water stored in Trinity Reservoir on the main stem of the Trinity River, with the potential for some of the flows to be derived from the Klamath River above the confluence with the Trinity River depending on existing hydrologic and related environmental conditions. The purpose of the proposed action is to reduce the likelihood, and potentially reduce the severity, of any Ich epizootic event that could lead to an associated fish die-off in future years. The need is based on the past extensive fish die-off in 2002.

The Department of the Interior (Department) is extending the comment period for the proposed rule governing land exchanges involving Hawaiian home lands and amendments to the Hawaiian Homes Commission Act proposed by the State of Hawaii until August 12, 2015. The proposed rule would clarify under current Federal law what Departmental procedures would apply.

This notice serves to segregate the identified public lands located in Lyon County and Mineral County, Nevada for up to two years from appropriation pursuant to the public land laws, including location pursuant to the General Mining Act, subject to valid existing rights. The purpose of such segregation is to promote the orderly administration of the public lands identified in section 3009(a) of the National Defense Authorization Act, Public Law 113-291 (December 19, 2014).

The National Park Service proposes to authorize a solid waste transfer station near Stehekin, Washington, within the boundary of Lake Chelan National Recreation Area, that does not meet all regulatory siting criteria and accepts solid waste generated within the boundary of the recreation area from non-NPS activities. The proposed rule would authorize this transfer station, notwithstanding certain restrictions found in the general regulations governing solid waste disposal sites in units of the National Park System.

This notice announces the availability of the Bay Delta Conservation Plan/California WaterFix Partially Recirculated Draft Environmental Impact Report/Supplemental Draft Environmental Impact Statement (RDEIR/SDEIS) for public review and comment. The RDEIR/SDEIS has been prepared jointly between the Bureau of Reclamation and the California Department of Water Resources to describe and analyze refinement of the resource area analyses, alternatives, and actions, including three additional alternatives that describe conveyance options not containing all the elements of a Habitat Conservation Plan/ Natural Communities Conservation Plan described in the previously circulated Draft EIR/EIS released on December 13, 2013. Based on project revisions and in consideration of comments received on the Draft Bay Delta Conservation Plan, Draft EIR/EIS, and Draft Implementing Agreement, the State and Federal lead agencies recognize that additional information is appropriate to address comments and to enhance the environmental analysis.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act (ESA) prohibits activities with listed species unless Federal authorization is acquired that allows such activities.

The Department of the Interior (Department) gives notice that the Assistant SecretaryIndian Affairs (AS-IA) declines to acknowledge that the Duwamish Tribal Organization (DTO), c/o Cecile Maxwell-Hansen, is an Indian tribe within the meaning of Federal law. This notice follows a Final Decision on Remand (FD on Remand) that the petitioner does not satisfy all seven mandatory criteria in the either the 1978 or 1994 regulations, 25 CFR part 83. Therefore, the DTO does not meet the requirements for a government-to-government relationship with the United States. The Department issues the FD on Remand in response to judicial review in Hansen v. Salazar, 2013 U.S. Dist. LEXIS 40622 (3/ 22/2013).

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Southwest Resource Advisory Council (RAC) is scheduled to meet as indicated below.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) and approved Resource Management Plan (RMP) for the Kremmling Field Office located in Grand, Eagle, Summit, Jackson, Larimer, and Routt counties in northwest Colorado. The Colorado State Director signed the ROD on June 19, 2015, which constitutes the BLM's final decision and makes the approved RMP effective immediately.

The Department of the Interior and the Utah Reclamation Mitigation and Conservation Commission have prepared separate Records of Decision (RODs) that disclose their selection of Alternative B for implementing the restoration of the Provo River Delta as described in the Provo River Delta Restoration Project (PRDRP) Final Environmental Impact Statement (FEIS). Both agencies have also selected to implement Option 2 for the improvement of the existing Provo River Channel. The size of Alternative B may be increased by acquiring additional land described under Alternative A. However, such additional land acquisition will only be accomplished if the additional land can be acquired on a willing-seller basis. Therefore, a potentially enlarged Alternative B (the Preferred Alternative) and Option 2 are adopted as the Selected Action. The implementation of Alternative B as potentially modified and Option 2 will significantly aid in meeting recovery actions within the approved June Sucker Recovery Plan of 1999.

We, the Fish and Wildlife Service (Service), announce the availability of a draft addendum to the 2005 Barton Springs salamander (Eurycea sosorum) Recovery Plan, to include the Austin blind salamander (Eurycea waterlooensis). Both species are listed as endangered under the Endangered Species Act of 1973, as amended (Act). These salamander species are currently found in Barton Springs in Austin, Texas. The Barton Springs Salamander Recovery Plan (Recovery Plan) currently includes specific recovery objectives and criteria to be met in order to enable us to remove the Barton Springs salamander from the list of endangered and threatened wildlife and plants. This draft addendum adds to the Recovery Plan's recovery goals, objectives, downlisting criteria, and delisting criteria in order to reflect the addition of the Austin blind salamander. The Recovery Plan also includes additional time and cost estimates for recovery actions for the Austin blind salamander. We request review and comment on this draft addendum from local, State, and Federal agencies; Tribes; and the public.

As required by the Federal Advisory Committee Act (5 U.S.C. Appendix 1-16), the National Park Service is giving notice of the July 29, 2015, meeting of the Kalaupapa National Historical Park Advisory Commission.

In accordance with the Wild and Scenic Rivers Act, the National Park Service has transmitted the final boundary description and map of the Virgin Wild and Scenic River to Congress. The classification and boundaries became effective as stated elsewhere in this notice.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of our draft Polar Bear Conservation Management Plan (Polar Bear Plan). The polar bear is listed as threatened under the Endangered Species Act of 1973, as amended, and is also considered ``depleted'' under the Marine Mammal Protection Act of 1972, as amended. The draft Polar Bear Plan identifies objective, measurable recovery criteria, site-specific recovery actions, and time and cost estimates, and also serves as a conservation plan. We request review and comment on the Polar Bear Plan from agencies, organizations, and individuals with an interest in polar bear conservation.

The National Park Service (NPS), in cooperation with the Idaho Department of Parks and Recreation and the Bureau of Land Management, has prepared a Draft Environmental Impact Statement (DEIS) and General Management Plan (GMP) for City of Rocks National Reserve (Reserve). The DEIS evaluates four GMP alternatives for management of the City of Rocks National Reserve. When approved, the GMP will allow for implementation of a range of management actions to improve protection of natural and cultural resources and visitor experience within the Reserve.

The Bureau of Land Management (BLM) Colorado State Office is publishing this notice to inform the public of the intent to officially file the survey plats listed below and afford a proper period of time to protest this action prior to the plat filing. During this time, the plats will be available for review in the BLM Colorado State Office.

The United States has acquired approximately 1,553 acres of Federal land within the boundary of the former Badger Army Ammunition Plant near Baraboo, Wisconsin, in trust for the Ho-Chunk Nation of Wisconsin. The acquisition was effectuated by the National Defense Authorization Act for Fiscal Year 2015. This notice provides a legal description of the property.
