The Act requires that we invite public comment before issuing this permit.
Endangered and Threatened Wildlife and Plants; Three Foreign Parrot Species
We, the U.S. Fish and Wildlife Service (Service), announce a final rule to list the Philippine cockatoo (Cacatua haematuropygia) and the yellow-crested cockatoo (C. sulphurea) as endangered, and to list the white cockatoo (C. alba) as threatened under the Endangered Species Act of 1973, as amended (ESA). We are taking these actions in response to a petition to list these three cockatoo species as endangered or threatened under the ESA. We also finalize the special rule for the white cockatoo in conjunction with our final listing as threatened for this species.

The National Park Service announces the availability of the Record of Decision for the Remote Vaccination Program to Reduce the Prevalence of Brucellosis in Yellowstone Bison, Environmental Impact Statement, Yellowstone National Park, Wyoming. On March 3, 2014, the Regional Director, Intermountain Region approved the Record of Decision for the Environmental Impact Statement (EIS). As soon as practicable, the National Park Service will begin to implement the Preferred Alternative contained in the Final EIS issued on January 24, 2014.
Endangered and Threatened Wildlife and Plants; 12-Month Finding on a Petition To List the Humboldt Marten as Endangered or Threatened
We, the U.S. Fish and Wildlife Service (Service), are gathering information to prepare a 12-month finding under the Endangered Species Act of 1973, as amended (Act), on a petition to list the current classification of Humboldt marten (Martes caurina humboldtensis) as an endangered or threatened species. We provide this notice to summarize the uncertainty regarding the subspecies taxonomic classification (based on current genetics information) and, therefore, our intent to conduct an evaluation of a potential distinct population segment (DPS) of martens in coastal northern California and coastal Oregon relative to the full species classification level. We will submit a 12-month finding on the petition to the Federal Register by April 1, 2015.
Eagle Permits; Notice of Intent To Prepare an Environmental Assessment or an Environmental Impact Statement
We, the U.S. Fish and Wildlife Service (Service, us, or we), announce five public scoping meetings to inform our decision to prepare either an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, in conjunction with an evaluation of our eagle management objectives. The decision to initially prepare an EA or EIS will be, in part, contingent on the complexity of issues identified during, and following, the scoping phase of the NEPA process. The scoping meetings will provide an opportunity for input from other agencies, Tribes, nongovernmental organizations, and the public on the scope of the NEPA analysis, the pertinent issues we should address, and alternatives we should analyze.

Procedures for Reestablishing a Government-to-Government Relationship With the Native Hawaiian Community
The Secretary of the Interior (Secretary) is considering whether to propose an administrative rule that would facilitate the reestablishment of a government-to-government relationship with the Native Hawaiian community, to more effectively implement the special political and trust relationship that Congress has established between that community and the United States. The purpose of this advance notice of proposed rulemaking (ANPRM) is to solicit public comments on whether and how the Department of the Interior should facilitate the reestablishment of a government-to- government relationship with the Native Hawaiian community. In this ANPRM, the Secretary also announces several public meetings in Hawaii and several consultations with federally recognized tribes in the continental United States to consider these issues.

We also announce the availability of a draft economic analysis (DEA) and a draft environmental assessment of the proposed revised designation of critical habitat for the contiguous U.S. DPS of the Canada lynx, and an amended required determinations section of the proposal. We are reopening the comment period to allow all interested parties an opportunity to comment simultaneously on the proposed rule, the associated DEA, the draft environmental assessment, and the amended required determinations section. Comments previously submitted need not be resubmitted, as they will be fully considered in preparation of the final rule.

(NEPA), BOEM is announcing its intent to prepare a Supplemental EIS for proposed Central Planning Area (CPA) Lease Sales 241 and 247, and Eastern Planning Area (EPA) Lease Sale 226 in the Gulf of Mexico (CPA 241 and 247/EPA 226 Supplemental EIS). Proposed Lease Sale 241 is the next proposed lease sale in the Gulf of Mexico's CPA off the States of Louisiana, Mississippi, and Alabama. Proposed Lease Sale 226 is the next proposed lease sale in the Gulf of Mexico's EPA off the States of Alabama and Florida. The CPA 241 and 247/EPA 226 Supplemental EIS will also update the environmental and socioeconomic analyses in the Outer Continental Shelf Oil and Gas Leasing Program: 2012-2017; Final Programmatic Environmental Impact Statement (OCS EIS/EA BOEM 2012-030) (Five-Year Program EIS) and Gulf of Mexico OCS Oil and Gas Lease Sales: 2014 and 2016; Eastern Planning Area Lease Sales 225 and 226, Final Environmental Impact Statement (OCS EIS/EA BOEM 2013-200) (EPA 225/226 EIS). The Five-Year Program EIS was completed in July 2012. The EPA 225/226 EIS was completed in October 2013. A Supplemental EIS is deemed appropriate to supplement the NEPA documents cited above for the proposed lease sales in order to consider new circumstances and information arising from, among other things, the Deepwater Horizon explosion, oil spill, and response. The CPA 241 and 247/EPA 226 Supplemental EIS analysis will focus on updating the baseline conditions. The CPA 241 and 247/EPA 226 Supplemental EIS analysis will focus on any new information on the potential environmental effects of oil and natural gas leasing, exploration, development, and production in the CPA and EPA identified through the Area Identification procedure as the proposed lease sale areas. In addition to the no action alternative (i.e., canceling a proposed lease sale), other alternatives may be considered for the proposed CPA and EPA lease sales, such as deferring certain areas from the proposed lease sale areas.
Notice of Determination of No Competitive Interest for the Pacific Marine Energy Center South Energy Test Site Project Offshore Newport, Oregon MMAA104000
This notice provides BOEM's determination that there is no competitive interest in the area requested by the Northwest National Marine Renewable Energy Center at Oregon State University (NNMREC-OSU) to acquire an Outer Continental Shelf (OCS) marine hydrokinetic (MHK) research lease as described in the Potential Marine Hydrokinetic (MHK) Research Lease on the Outer Continental Shelf (OCS) Offshore Oregon, Request for Competitive Interest (RFCI) that BOEM published on March 24, 2014 (79 FR 16050). The RFCI described NNMREC-OSU's request to obtain a lease for renewable energy research activities approximately five nautical miles offshore Newport, Oregon and provided an opportunity for the public to submit comments about the proposal.
San Diego National Wildlife Refuge, San Diego County, CA; Draft Comprehensive Conservation Plan and Environmental Assessment
We, the U.S. Fish and Wildlife Service (Service), announce the availability of a Draft Comprehensive Conservation Plan (CCP) and Environmental Assessment (EA) for the San Diego National Wildlife Refuge (NWR). The Draft CCP/EA, prepared under the National Wildlife Refuge System Improvement Act of 1997, and in accordance with the National Environmental Policy Act of 1969, describes how the Service proposes to manage the San Diego NWR for the next 15 years. Draft compatibility determinations for existing and future public uses, a draft feral pig monitoring and eradication plan, and a draft integrated pest management plan are also available for review and public comment with the Draft CCP/EA.
Indian Oil Valuation Amendments
ONRR proposes to amend its regulations governing the valuation, for royalty purposes, of oil produced from Indian leases. The proposed rule would clarify the major portion valuation requirement found in the existing regulations for oil production. The proposed rule would represent recommendations of the Indian Oil Valuation Negotiated Rulemaking Committee. This proposed rule also contains new reporting requirements to implement the changes to the major portion valuation requirement.
Subsistence Management Regulations for Public Lands in Alaska-2014-15 and 2015-16 Subsistence Taking of Wildlife Regulations
This final rule establishes regulations for seasons, harvest limits, and methods and means related to the taking of wildlife for subsistence uses in Alaska during the 2014-15 and 2015-16 regulatory years. The Federal Subsistence Board (Board) completes the biennial process of revising subsistence hunting and trapping regulations in even-numbered years and subsistence fishing and shellfish regulations in odd-numbered years; public proposal and review processes take place during the preceding year. The Board also addresses customary and traditional use determinations during the applicable biennial cycle. This rulemaking replaces the wildlife taking regulations that expire on June 30, 2014. This rule also revises wildlife customary and traditional use determinations.
Hearing and Re-Petition Authorization Processes Concerning Acknowledgment of American Indian Tribes
This proposed rule revises the process and criteria for Federal acknowledgment of Indian tribes. This rulemaking would establish procedures for a new category of expedited hearing for petitioners who receive a negative proposed finding for Federal acknowledgment and request a hearing. This rule would also establish procedures for a new re-petition authorization process for petitioners whose petitions have been denied. This proposed rule is related to a Bureau of Indian Affairs proposed rule that would revise processing of petitions for Federal acknowledgment of Indian tribes.
Notice of Meeting for Star-Spangled Banner National Historic Trail Advisory Council
As required by the Federal Advisory Committee Act (5 U.S.C. Appendix 1-16), the National Park Service (NPS) is hereby giving notice that the Advisory Council for the Star-Spangled Banner National Historic Trail will hold a meeting. The trail commemorates the Chesapeake Campaign of the War of 1812, including the British invasion of Washington, District of Columbia, and its associated feints, and the Battle of Baltimore in summer 1814. Atlantic Wind Lease Sale 4 (ATLW4) Commercial Leasing for Wind Power on the Outer Continental Shelf Offshore Massachusetts-Proposed Sale Notice
This document is the Proposed Sale Notice (PSN) for the sale of commercial wind energy leases on the Outer Continental Shelf (OCS) offshore Massachusetts, pursuant to BOEM's regulations at 30 CFR 585.216. BOEM proposes to offer for sale four leases: Lease OCS-A 0500, Lease OCS-A 0501, Lease OCS-A 0502, and Lease OCS-A 0503. BOEM proposes to use a multiple-factor auction format for the lease sale. In this PSN, you will find information pertaining to the areas available for leasing, proposed lease provisions and conditions, auction details, the lease form, criteria for evaluating competing bids, award procedures, appeal procedures, and lease execution. BOEM invites comments during a 60-day comment period following publication of this notice. The issuance of the leases that would result from this proposed sale would not constitute approval of project-specific plans to develop offshore wind energy. Such plans, expected to be submitted by successful lessees, will be subject to subsequent environmental and public review prior to a decision to proceed with development.
Commercial Wind Lease Issuance and Site Assessment Activities on the Atlantic Outer Continental Shelf (OCS) Offshore Massachusetts
BOEM has prepared a revised EA considering the reasonably foreseeable environmental and socioeconomic effects of issuing renewable energy leases and lessees' subsequent site characterization activities (e.g., geophysical, geotechnical, archaeological, and biological surveys) and site assessment activities (including the installation and operation of meteorological towers and buoys) on those leases that may be issued in the Wind Energy Area (WEA) on the OCS offshore Massachusetts (MA). The purpose of this notice is to inform the public of the availability of the revised EA and FONSI, which can be accessed online at: https://www.boem.gov/State-Activities- Massachusetts. In accordance with the requirements of the National Environmental Policy Act (NEPA) and the Council on Environmental Quality's (CEQ) regulations implementing NEPA at 40 CFR 1500-1508, BOEM issued a FONSI supported by the analysis in the revised EA. The FONSI concluded that the reasonably foreseeable environmental impacts associated with the proposed action and alternatives, as set forth in the EA, would not significantly impact the quality of the human environment; therefore, the preparation of an Environmental Impact Statement (EIS) is not required.
Policy on Donations, Fundraising, and Solicitation
The U.S. Fish and Wildlife Service (Service) announces that it has established a policy that covers Service procedures for accepting, using, and recognizing donations. This donations policy is an extension of the Department of the Interior's guidance on donations, found in the Departmental Manual (DM) at 374 DM 6. The donations policy establishes procedures for reviewing and evaluating potential donors and donations. It lists delegations of authority for accepting donations and the roles and responsibilities of the Service's Donations Senior Manager and employees authorized to accept donations. It provides guidance on soliciting donations, where appropriate, and provides general guidance on fundraising by non-Federal entities on the Service's behalf. It focuses on the ethical considerations of all types of donations, as opposed to our Fish and Wildlife Service Manual (FW) guidance, 342 FW 5, Non-Purchase Acquisition, which covers the acquisition of real property rights by methods other than purchase, including donation.

Rights-of-Way on Indian Land
This proposed rule would comprehensively update and streamline the process for obtaining BIA grants of rights-of-way on Indian land, while supporting tribal self-determination and self-governance. This proposed rule would also further implement the policy decisions and approaches established in the leasing regulations, which BIA finalized in December 2012, by applying them to the rights-of-way context where applicable. This publication also announces the dates and locations for tribal consultation sessions to discuss this proposed rights-of-way rule.

The Department of the Interior (Interior) is withdrawing a notice that announced that Federal and State natural resource trustee agencies (Trustees) had prepared a Final Programmatic and Phase III Early Restoration Plan and Final Early Restoration Programmatic Environmental Impact Statement (Final Phase III ERP/PEIS).
Request for Information and Comments on the Preparation of the 2017-2022 Outer Continental Shelf (OCS) Oil and Gas Leasing Program
Section 18 of the OCS Lands Act (43 U.S.C. 1344) requires the Department of the Interior (DOI) to invite and solicit information from interested and affected parties during the preparation of a Five Year OCS Oil and Gas Leasing Program (Five Year Program). The current Five Year Program became effective on August 27, 2012, and will expire on August 26, 2017 (2012-2017 Program). BOEM intends to prepare a new Five Year Program to succeed the current one and cover the period from July 2017 to June 2022 (2017-2022 Program). Section 18 of the OCS Lands Act requires the completion of a multi- step process of public consultation and analysis before the Secretary of the Interior (Secretary) may approve a new Five Year Program. The process required by section 18 of the OCS Lands Act includes the following steps: (1) Issuance of a Request for Information and Comments (RFI); (2) development of a Draft Proposed Program (DPP), a Proposed Program (PP), and a Proposed Final Program (PFP); and (3) Secretarial approval of a Final Program. During the development of the new Five Year Program, BOEM will prepare a Programmatic Environmental Impact Statement (PEIS), pursuant to the National Environmental Policy Act (NEPA), 43 U.S.C. 4321 et seq., in order to inform program decisions. The public will have opportunities to comment on the DPP, the Draft PEIS, and the PP.
Classroom Guidelines for Preventing the Introduction and Spread of Aquatic Invasive Species (AIS)
The U.S. Fish and Wildlife Service (Service), announces the availability of the Classroom Guidelines for Preventing the Introduction and Spread of Aquatic Invasive Species (AIS). These voluntary guidelines are intended to be used by agencies and organizations to develop materials that inform educators and students about the risks of spreading aquatic invasive species, and to limit their spread via the disposal of unwanted live educational specimens (animals, plants, and microorganisms) into local waters, including release into drains or flushing down toilets.

On April 17, 2014, the Department of the Interior and the Utah Reclamation Mitigation and Conservation Commission each signed a Finding of No Significant Impact associated with the Environmental Assessment of the Proposed Increase in Operation, Maintenance and Replacement Activities Associated with the Wasatch County Water Efficiency Project. These two agencies have determined that the proposed action as detailed in the Environmental Assessment will not have a significant impact on the quality of the human environment, and that an environmental impact statement is not required.

Gateway National Recreation Area Fort Hancock 21st Century Advisory Committee
The National Park Service, U.S. Department of the Interior, is seeking nominations for individuals to be considered for appointment to the Gateway National Recreation Area Fort Hancock 21st Century Advisory Committee (Committee). The purpose of the Committee is to advise the Secretary of the Interior, through the Director of the National Park Service, on the development of a reuse plan and on matters relating to future uses of the Fort Hancock Historic Landmark District, located within the Sandy Hook Unit of Gateway National Recreation Area. Eight of the 20 members' terms will expire on August 25, 2014. Nominations will take place in the same manner as when the Committee was first staffed. Anyone interested in membership, including current members whose terms are expiring, must follow the same nomination process as all others. Members are appointed by the Secretary of the Interior for a term not to exceed three years or the life of the Committee, whichever is shorter. Nominations should describe and document the proposed member's qualifications for membership to the Committee, and include a resume listing their name, title, address, telephone, email, and fax number.

The Bureau of Land Management (BLM), Las Vegas Field Office, proposes to sell the Federal reversionary interest in 2.5 acres of land in Las Vegas, Nevada. The land was conveyed out of Federal ownership in 1996 subject to the Federal reversionary interest that is now proposed for sale under the authority of Section 202 and Section 203 of the Federal Land Policy and Management Act of October 21, 1976 (FLPMA), as amended. The appraised fair market value for the Federal reversionary interest is $558,000.00.

Native American Graves Protection and Repatriation Act Regulations, Definition of Indian Tribe
The Department is confirming the interim final rule published and effective on July 5, 2011, removing the definition of Indian tribe because it is inconsistent with the statutory definition of that term. The July 5, 2011, publication stated that we would review comments on the interim final rule and either confirm the rule or initiate a proposed rulemaking. We are confirming the rule without change.
