The Indian Gaming Regulatory Act provides for a three-person National Indian Gaming Commission. One member, the Chair, is appointed by the President with the advice and consent of the Senate. Two associate members are appointed by the Secretary of the Interior. Before appointing members, the Secretary is required to provide public notice of a proposed appointment and allow a comment period. Notice is hereby given of the proposed appointment of Jonodev Chaudhuri as an associate member of the National Indian Gaming Commission for a term of 3 years.

We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to list the plant Potentilla basaltica (Soldier Meadow cinquefoil) as an endangered or threatened species. After review of the best available scientific information, we find that listing Potentilla basaltica as an endangered or threatened species under the Endangered Species Act (Act) is no longer warranted, and, therefore, we are removing this species from the candidate list. We propose to list the plant Ivesia webberi (Webber's ivesia) as a threatened species under the Act. If finalized, the effect of this regulation would be to add Ivesia webberi to the List of Endangered and Threatened Plants and extend the Act's protections to this species. Elsewhere in today's Federal Register, we propose to designate critical habitat under the Act for Ivesia webberi.

We, the U.S. Fish and Wildlife Service, propose to designate critical habitat for Physaria globosa (Short's bladderpod), Helianthus verticillatus (whorled sunflower), and Leavenworthia crassa (fleshy- fruit gladecress) under the Endangered Species Act of 1973, as amended (Act). If we finalize this rule as proposed, it would extend the Act's protections to the habitats of Physaria globosa (Short's bladderpod), Helianthus verticillatus (whorled sunflower), and Leavenworthia crassa (fleshy-fruit gladecress) to conserve these habitats under the Act.

In accordance with the Federal Lands Recreation Enhancement Act (REA), the Bureau of Land Management (BLM), Roswell Field Office, has prepared and is making available to the public the Draft Rob Jaggers Camping Area Business Plan and Expanded Amenity Fee Schedule. The Rob Jaggers Camping Area is located in the Fort Stanton/Snowy River National Conservation Area, NM. The Act authorizes the BLM to charge fees at developed recreation sites that meet certain criteria.

The Bureau of Land Management (BLM) announces that the Wild Horse and Burro Advisory Board will conduct a meeting that will provide an opportunity for the Advisory Board to attend presentations and engage with authors of the June 2013 National Research Council of the National Academies (NRC/NAS) Report entitled: ``Using Science to Improve the WHB Program: A Way Forward.''

The National Park Service (NPS) announces the availability of the Draft White-tailed Deer Management Plan/Environmental Impact Statement (Plan/EIS), Cuyahoga Valley National Park (Park), Ohio.

This final rule amends the regulations pertaining to execution and filing of forms in order to reflect the new address of the New Mexico/Oklahoma/Texas/Kansas State Office of the Bureau of Land Management (BLM). All filings and other documents relating to public lands in the States of New Mexico, Oklahoma, Texas, and Kansas must be filed at the new address of the State Office.

We (the USGS) will ask the Office of Management and Budget (OMB) to approve the information collection request (ICR) described below. This collection consists of 2 forms. The collection is a revision with a title change because it includes the previous transfer of USGS Form 9-4142-Q to Information Collection 1028-0062. As required by the Paperwork Reduction Act (PRA) of 1995, and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this ICR. This collection is scheduled to expire on July 31, 2013.

The Department of the Interior is proposing to amend its regulations to exempt certain records in the Incident Management, Analysis and Reporting System from one or more provisions of the Privacy Act because of criminal, civil, and administrative law enforcement requirements.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) has prepared a Draft Supplemental Environmental Impact Statement (EIS) and Draft California Desert Conservation Area (CDCA) Plan Amendment for the Palen Solar Electric Generating System (PSEGS). This Draft Supplemental EIS supplements the Final EIS prepared for the Palen Solar Power Project (PSPP), Riverside County, California. This notice announces the opening of the comment period.

Notice is hereby given in accordance with the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, National Park Service, Cedar Creek and Belle Grove National Historical Park Advisory Commission will hold quarterly meetings to discuss park projects and the implementation of the Park's general management plan.

Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and are new, modified, discontinued, or completed since the last publication of this notice. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Burke Museum. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

The U.S. Department of the Interior, National Park Service, Little Bighorn Battlefield National Monument, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, has determined that the cultural item listed in this notice meets the definition of sacred object. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to claim the cultural item should submit a written request to Little Bighorn Battlefield National Monument. If no additional claimants come forward, transfer of control of the cultural item to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

The purpose of this public notice is to: (1) Describe the proposal submitted to BOEM by the Commonwealth of Virginia, Department of Mines, Minerals and Energy (DMME) to acquire an OCS lease for wind energy research activities; (2) solicit indications of interest in a renewable energy lease in the area identified by DMME for substantially similar wind energy activities; and (3) solicit public input regarding the proposal, its potential environmental consequences, and the use of the area in which the proposed project would be located. On February 13, 2013, BOEM received an unsolicited request for a research lease from DMME. The objective of DMME is to obtain a lease under 30 CFR 585.238 for renewable energy research activities, including wind turbine installation and operational testing and the installation of metocean monitoring equipment. The objective of the DMME proposal is to design, develop, and demonstrate a grid-connected 12 megawatt (MW) offshore wind test facility on the OCS off the coast of Virginia. This RFCI is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR Part 585.

The Monterey Museum of Art, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, has determined that the cultural items listed in this notice meet the definition of objects of cultural patrimony. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to claim these cultural items should submit a written request to the Monterey Museum of Art. Representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the University of Denver Museum of Anthropology. The Bureau of Land Management (BLM) has officially filed the plats of survey of the lands described below in the BLM Idaho State Office, Boise, Idaho, effective 9:00 a.m., on the dates specified.

In accordance with the requirements of the Federal Advisory Committee Act, 5 U.S.C. App., 2, the U.S. Department of the Interior, Office of the Secretary, Wildland Fire Executive Council (WFEC) will meet as indicated below.

Pursuant to the provisions of the Privacy Act of 1974, as amended (5 U.S.C. 552a), the Department of the Interior is issuing a public notice of its intent to create the Office of the Secretary Incident Management, Analysis and Reporting System system of records. The Incident Management, Analysis and Reporting System will provide a unified system for Department of the Interior law enforcement agencies to manage law enforcement investigations, measure performance and meet reporting requirements. The Incident Management, Analysis and Reporting System will incorporate current Department of the Interior law enforcement systems utilized by the Bureaus. This newly established system will be included in the Department of the Interior's inventory of record systems.

On Wednesday, August 28, 2013, BOEM will open and publicly announce bids received for blocks offered in WPA Sale 233, in accordance with the provisions of the OCS Lands Act (OCSLA, 43 U.S.C. 1331-1356a, as amended) and the implementing regulations issued pursuant to OCSLA (30 CFR parts 550 and 556). The WPA 233 Final Notice of Sale (NOS) package (Final NOS Package) contains information essential to potential bidders, and bidders are charged with knowing the contents of the documents contained in the Final NOS Package. In compliance with the National Environmental Policy Act (NEPA), of 1969, this notice advises the public that the Bureau of Indian Affairs (BIA) intends to gather the information necessary for preparing an Environmental Impact Statement (EIS) for a fee-to-trust transfer and casino project in the City of Shullsburg, Wisconsin, proposed by the Lac du Flambeau Band of Lake Superior Chippewa Indians (Tribe). This notice also announces a public scoping meeting to identify potential issues, alternatives, and content for inclusion in the EIS.

This order withdraws approximately 5,610 acres of National Forest System lands from location and entry under the United States mining laws, and leasing under the mineral and geothermal leasing laws, for a period of 5 years. This withdrawal will protect the scenic and recreational segments of the Chetco Wild and Scenic River corridor in Curry County, Oregon, while Congress considers a technical correction to the Wild and Scenic Rivers Act.

The Bureau of Land Management (BLM) proposes to sell a 9.26 acre parcel of public land in Jackson County, Oregon, by modified competitive bidding sale procedures for the approved appraised fair market value of $4,500.
