Notice of Availability of the Draft Environmental Impact Statement for the TransWest Express 600-kV Direct Current Transmission Project in Wyoming, Colorado, Utah, and Nevada, and Prospective Draft Land Use Plan Amendments
The Bureau of Land Management (BLM) and Western Area Power Administration (Western) announce the availability of the TransWest Express Transmission Project Draft Environmental Impact Statement (DEIS) and draft Land Use Plan Amendments. The DEIS analyzes the consequences of granting a right-of-way (ROW) to TransWest Express, LLC (TransWest) to construct and operate an extra-high voltage (EHV) direct current (DC) transmission system (proposed Project). The Project would provide the transmission infrastructure and capacity to deliver approximately 3,000 megawatts of electric power from existing and future renewable and other energy sources in south-central Wyoming to a substation hub in southern Nevada. The Project would consist of an approximately 725-mile-long 600-kilovolt (kV), DC transmission line and two terminals, each containing an alternating current (AC)/DC converter station. The northern AC/DC converter station would be located near Sinclair, Wyoming, and the southern AC/DC converter station would be located near a group of substations in the Eldorado Valley called Marketplace Hub, approximately 25 miles south of Las Vegas, Nevada. A ground electrode system (required for transmission line emergency shutdown) would be installed within 100 miles of each terminal. The Project would retain an option for future interconnection with the Intermountain Power Project (IPP) transmission system in Millard County, Utah. The BLM, through consultation with other Federal, State, and local cooperating agencies, has included an Agency Preferred Alternative (APA) transmission route in the DEIS. The rationale for selecting the location of this alternative is described in the Supplementary Information section of this Notice of Availability (NOA). The following discussions of Project segment lengths across various land ownerships and jurisdictions are specific to the 760-mile- long APA. The requested ROW width would generally be 250 feet. As a general planning goal, the APA has been located parallel to existing transmission lines and other utilities, within the West-wide energy corridors designated pursuant to Section 368 of the Energy Policy Act of 2005 and other federally designated utility corridors, unless precluded by resource or routing constraints or technical infeasibility. Approximately 230 miles (30 percent) of the APA is located within or adjacent to designated federal utility corridors. The APA is located in proximity and parallel to other utilities (transmission lines, pipelines, roads) over a distance of 447 miles (57 percent) of the total length. The lengths of the APA segments by Federal jurisdiction are: WyomingBLM Rawlins Field Office (78 miles). ColoradoBLM Little Snake, White River Field Offices (71 miles). UtahBLM Vernal, Price, Fillmore, Richfield, Cedar City Field Offices (212 miles); Bureau of Indian Affairs/Tribal (3 miles); and U.S. Forest Service (USFS) Uinta, Manti-La-Sal, Fishlake, and Ashley National Forests (18 miles). NevadaBLM Caliente, Las Vegas Field Offices (129 miles) and Bureau of Reclamation (BOR) (6 miles). The APA transmission route would cross 58 miles of State land, and 127 miles of private land. In Wyoming, the APA crosses 78 miles of Federal, 1 mile of State and 30 miles of private land. In Colorado, the APA crosses 71 miles of Federal, 7 miles of State and 12 miles of private land. In Utah the APA crosses 230 miles of Federal, 50 miles of State, 3 miles of Tribal and 123 miles of private land. In Nevada, the APA crosses 135 miles of Federal, 14 miles of Tribal and 7 miles of private land. Transmission line alternatives were developed as part of this EIS analysis. Additional Federal land jurisdictions crossed by Project alternatives include: ColoradoBLM Grand Junction Field Office; Utah BLM Moab, Richfield, and St. George Field Offices and Fishlake, Ashley and Dixie National Forests; NevadaNational Park Service (NPS) and the Department of Energy (DOE). These alternatives cross State and private lands in addition to the Federal lands. The DEIS includes draft amendments of USFS Land and Resource Management Plans (Forest Plans) and BLM land use plans (Management Framework Plans and Resource Management Plans) that would be needed for the Project under each of the alternatives. The BLM and USFS draft amendments are described in the Supplementary Information section of this NOA. Additionally, based on information learned through the EIS process, the USFS may determine that more plan amendments are required to fulfill the intent of standards and guidelines in the areas affected. Depending on the alternative selected in the Record of Decision (ROD), the NPS may consider applications for segments of the Project within Lake Mead National Recreation Area and across the Deer Lodge Road that provides access to Dinosaur National Monument. By this notice, and the Notice of Intent to Prepare an EIS, published January 4, 2011 (see below), the BLM is providing notice to the public of potential amendments to land use plans and Forest Plans, as required by 43 Code of Federal Regulations (CFR) 1610.2(c) and 36 CFR 219.8. The impacts of these potential amendments are analyzed in the DEIS together with the impacts of the various Project alternatives. Your input is important and will be considered in the environmental analysis process. All comment submissions must include the commenter's name and street address. Comments including the names and addresses of the commenter will be available for public inspection at the locations listed below during normal business hours (7:45 a.m. to 4:30 p.m.), Monday through Friday, except Federal holidays. While you may ask us in your comment to withhold from public review your personal identifying information, we cannot guarantee that we will be able to do so.

Recovery Plan Addendum; Thick-Billed Parrot
We, the Fish and Wildlife Service (Service), announce the availability of our final recovery plan addendum for the Thick-billed Parrot, which is listed as endangered under the Endangered Species Act of 1973, as amended (Act). We have developed this final recovery plan addendum to comply with a December 14, 2010, Stipulated Settlement Agreement between WildEarth Guardians and the Secretary of the Interior. This species is currently found in Mexico but has not been detected in the United States (U.S.) since 1938; however, historically the northern edge of its range also included southern Arizona and possibly southwestern New Mexico. The recovery plan addendum includes specific recovery objectives and criteria to be met in order to enable us to remove this species from the list of endangered and threatened wildlife and plants.

Notice of Proposed Classification of Public Lands/Minerals for State Indemnity Selection, Colorado
The Colorado State Board of Land Commissioners (State) has filed a petition for classification and application to obtain public lands and mineral estate in lieu of lands to which the State was entitled but did not receive under its Statehood Act. The State did not receive title because the lands had previously been appropriated in an Indian Reservation or National Forests. Under Section 7 of the Taylor Grazing Act of 1934, the Bureau of Land Management (BLM) is proposing to classify sufficient public lands/minerals in Colorado for title transfer to the State to satisfy this obligation to the State.
Endangered and Threatened Wildlife and Plants; Designating Critical Habitat for Three Plant Species on Hawaii Island
We, the U.S. Fish and Wildlife Service, announce the reopening of the public comment period on our October 17, 2012, proposed designation of critical habitat for three plant species (Bidens micrantha ssp. ctenophylla (kookoolau), Isodendrion pyrifolium (wahine noho kua), and Mezoneuron kavaiense (uhiuhi)) on Hawaii Island under the Endangered Species Act of 1973, as amended (Act). In response to requests we received, we are reopening the comment period to allow all interested parties an opportunity to comment on the proposed designation of critical habitat and the draft economic analysis. Comments previously submitted on the proposed rule or draft economic analysis need not be resubmitted as they will be fully considered in our determinations on this rulemaking action. We also announce a public information meeting on our proposed rule and associated documents.
Endangered and Threatened Wildlife and Plants; Critical Habitat Map for the Fountain Darter
We, the U.S. Fish and Wildlife Service (Service), are correcting the critical habitat map for the fountain darter (Etheostoma fonticola) in our regulations. We are taking this action to ensure regulated entities and the general public have an accurate critical habitat map for the species. This action does not change the designated critical habitat for the fountain darter.
Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for Buena Vista Lake Shrew
We, the U.S. Fish and Wildlife Service (Service), designate critical habitat for the Buena Vista Lake shrew (Sorex ornatus relictus) under the Endangered Species Act (Act). In total, approximately 2,485 acres (1,006 hectares) in Kings and Kern Counties, California, fall within the boundaries of the critical habitat designation. The effect of this regulation is to conserve the Buena Vista Lake shrew's habitat under the Act.
National Environmental Policy Act: Implementing Procedures; Addition to Categorical Exclusions for U.S. Fish and Wildlife Service
This notice announces a proposed categorical exclusion under the National Environmental Policy Act (NEPA) for the U.S. Fish and Wildlife Service. The proposed categorical exclusion pertains to adding species to the injurious wildlife list under the Lacey Act. The addition of this categorical exclusion to the Department of the Interior's Departmental Manual will improve conservation activities by making the NEPA process for listing injurious species more efficient.

The intent of this information is to encourage the public and industry to take precautions to limit the spread of aquatic invasive species.

We, the U.S. Fish and Wildlife Service (Service), announce the reopening of the public comment period on the August 20, 2012, proposed designation of critical habitat for the jaguar (Panthera onca) under the Endangered Species Act of 1973, as amended (Act), and we announce revisions to our proposed designation of critical habitat for the jaguar. We also announce the availability of a draft economic analysis and draft environmental assessment of the revised proposed designation of critical habitat for jaguar and an amended required determinations section of the proposal. We are reopening the comment period to allow all interested parties an opportunity to comment simultaneously on the revised proposed rule, the associated draft economic analysis and draft environmental assessment, and the amended required determinations section. Comments previously submitted need not be resubmitted, as they will be fully considered in preparation of the final rule. In addition, we announce a public informational session and public hearing on the revised proposed designation of critical habitat for the jaguar.

Notice of Intent To Prepare a Resource Management Plan Amendment and an Associated Environmental Assessment for the Brothers/La Pine Planning Area, Oregon

Notice of Availability of the Draft Environmental Impact Statement and Notice of Public Workshops and Hearings for the Shasta Lake Water Resources Investigation, Shasta and Tehama Counties, California
The Bureau of Reclamation has made available for public review and comment the Draft Environmental Impact Statement (DEIS) for the Shasta Lake Water Resources Investigation (SLWRI). The purpose of the proposed action is to improve operational flexibility of the Sacramento-San Joaquin Delta watershed system by modifying the existing Shasta Dam and Reservoir to meet specified objectives. Primary objectives are to increase the survival of anadromous fish populations in the upper Sacramento River and increase water supply and water supply reliability. Secondary planning objectives are to: conserve, restore, and enhance ecosystem resources in the primary study area; reduce flood damage along the Sacramento River; develop additional hydropower generation capabilities; maintain and increase recreation opportunities; and maintain or improve water quality conditions in the Sacramento River downstream from Shasta Dam and in the Sacramento-San Joaquin Delta.

Public Land Order No. 7816; Partial Revocation of the Executive Order dated April 17, 1926; Idaho
This order partially revokes a withdrawal created by an Executive Order insofar as it affects 1,037.66 acres of public lands withdrawn from settlement, sale, location, or entry under the public land laws, including location for non-metaliferous minerals under the United States mining laws, for protection of springs and waterholes and designated as Public Water Reserve No. 107. This order also opens the lands to conveyance out of Federal ownership.

We, the U.S. Fish and Wildlife Service (Service), announce the reopening of the public comment period on the September 5, 2012, proposed designation of critical habitat for Arctostaphylos franciscana (Franciscan manzanita) under the Endangered Species Act of 1973, as amended (Act). We also announce the availability of the draft economic analysis (DEA) for the proposed critical habitat designation and an amended required determinations section of the proposal. In addition, in this document, we have corrected the acreage calculations for our September 5, 2012, proposal due to a mapping error. We also propose to increase the September 5, 2012, proposed designation of critical habitat for A. franciscana by approximately 73 acres (30 hectares) by adding two additional units in the City and County of San Francisco, California. We are reopening the comment period on the September 5, 2012, proposed rule for an additional 30 days to allow all interested parties an opportunity to comment simultaneously on that proposed critical habitat, the revisions to proposed critical habitat described in this document, the associated DEA, and the amended required determinations section. Comments previously submitted need not be resubmitted and will be fully considered in preparation of the final rule.

Approval of Record of Decision for Relocation of Cattle Point Road, San Juan Island National Historical Park, San Juan County, Washington
Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR 1505.2), the Department of the Interior, National Park Service has prepared and approved a Record of Decision for the Final Environmental Impact Statement for the relocation of the Cattle Point Road at San Juan Island National Historical Park. The requisite no-action ``wait period'' was initiated on October 5, 2012, with the Environmental Protection Agency's publication of the Federal Register notice of the filing of the Final EIS. Decision: As soon as practical San Juan Island National Historical Park will begin to implement design and initiate construction of the Cattle Point Road relocation project, in concert with the Federal Highway Administration and San Juan County. Duration of the construction phase is expected to last approximately two years. The park will undertake construction as detailed in the Preferred Alternative (Alternative B) in the Final EIS (which includes realignment of 4,950 feet of roadway approximately 300 feet upslope of the current location, which will subsequently be restored to a natural appearance). There are no substantive changes from the course of action as presented in the Draft EIS. The full range of foreseeable environmental consequences was assessed, and appropriate mitigation measures are included in the approved project. Both a No Action alternative and two additional alternatives were identified and analyzed in the Draft and Final EIS. Alternative B was deemed to be the ``environmentally preferred'' course of action. Electronic One Touch Bingo System
The National Indian Gaming Commission (NIGC) is seeking comment on a proposed reinterpretation of an agency decision regarding the classification of server based electronic bingo system games that can be played utilizing only one touch of a button (``one touch bingo''). The proposed reinterpretation is in response to questions the NIGC received from the regulated community and the public about whether one touch bingo is a Class II or Class III game.
Endangered and Threatened Wildlife and Plants; Listing One Distinct Population Segment of Broad-Snouted Caiman as Endangered and a Second as Threatened With a Special Rule
Under the Endangered Species Act of 1973, as amended (ESA), we, the U.S. Fish and Wildlife Service (Service), reclassify the broad- snouted caiman in Argentina from endangered to threatened in the List of Endangered and Threatened Wildlife. As part of this final rule, we have established two distinct population segments (DPSs) of the broad- snouted caiman (Caiman latirostris): A DPS in Argentina and a DPS encompassing Bolivia, Brazil, Paraguay, and Uruguay. This second DPS remains listed as endangered under the ESA. We are finalizing this action under the ESA based on the best available data indicating that the Argentine population of the broad-snouted caiman no longer meets the definition of endangered under the ESA. Intense management of the species in Argentina has brought the Argentine DPS to the point where a change in status is appropriate. As of the effective date of this final rule, the broad-snouted caiman will be included in the special rule for trade in caiman species. Inclusion in this special rule allows U.S. commerce in skins, other parts, and products of this species originating from Argentina, and reexport of such specimens originating in Argentina, if certain conditions are met prior to exportation to the United States.

Resource Management Plan/General Plan and Environmental Impact Statement/Environmental Impact Report for the San Luis Reservoir State Recreation Area, Merced County, California
The Bureau of Reclamation and the California Department of Parks and Recreation (CDPR) have prepared a Final Environmental Impact Statement/Environmental Impact Report (EIS/EIR) for the San Luis Reservoir State Recreation Area Resource Management Plan/General Plan (RMP/GP). The Final EIS/EIR describes and presents the environmental effects of the No Action/No Project Alternative and three Action Alternatives for implementing the RMP/GP. A Notice of Availability of the Draft EIS/EIR was published in the Federal Register on August 3, 2012 (77 FR 46518). The comment period on the Draft EIS/EIR ended on October 2, 2012. The Final EIS/EIR contains responses to all comments received and reflects comments and any additional information received during the review period.
Meeting of the Imperial Sand Dunes Recreation Area (ISDRA) Subgroup of the California Desert District Advisory Council
Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the Imperial Sand Dunes Recreation Area Subgroup of the California Desert District Advisory Council (DAC) to the Bureau of Land Management (BLM), U.S. Department of the Interior, will meet on Thursday, June 27, 2013, from 4 to 6 p.m. at the Bureau of Land Management (BLM) El Centro Field Office, 1661 S. 4th St., El Centro, CA 92243. The meeting will provide the public an opportunity to discuss the final ISDRA business plan. The subgroup will also formulate recommendations for presentation to the DAC in July. Public safety will also be discussed. The ISDRA Subgroup discussions and public involvement assists the BLM in managing the ISDRA. The ISDRA Subgroup operates under the authority of the DAC and provides input to the BLM regarding issues pertinent to the ISDRA.
General Regulations; National Park System, Demonstrations, Sale or Distribution of Printed Matter
The National Park Service is amending its interim regulations governing demonstrations and the sale or distribution of printed matter applicable to most units of the National Park System. The rule clarifies provisions regarding permits for demonstrations or distributing printed matter and in management of two or more small (non-permit) groups seeking to use at the same time, an area that has been designated as available for these activities.
Endangered Species Recovery Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act of 1973, as amended (Act), prohibits activities with endangered and threatened species unless a Federal permit allows such activity. The Act also requires that we invite public comment before issuing these permits.
Notice of Intent To Prepare an Environmental Impact Statement for the Proposed Panels F and G Lease and Mine Plan Modification Project at Smoky Canyon Mine, Caribou County, ID
In compliance with the National Environmental Policy Act (NEPA) of 1969, the Federal Land Policy and Management Act (FLPMA) of 1976, and the Mineral Leasing Act of 1920, as amended, notice is hereby given that the U.S. Department of the Interior, Bureau of Land Management (BLM), Pocatello Field Office, and the U.S. Department of Agriculture, Forest Service (USFS), Caribou-Targhee National Forest (CTNF), will jointly prepare an environmental impact statement (EIS) to determine and analyze the effects of approving a proposed phosphate mine lease and mine plan modifications (the Proposed Action) on Federal mineral leases held by the J.R. Simplot Company (Simplot), in southeastern Idaho. The EIS will tier to the Final EIS prepared by the BLM and USFS for Panels F and G at Smoky Canyon Mine in 2007 and will consider the effects of the proposed lease and mine plan modifications.
