Notice to Terminate the Environmental Impact Statement on a Gates of the Arctic National Park and Preserve General Management Plan Amendment

The National Park Service (NPS) is terminating the Wilderness Study and Environmental Impact Statement (EIS) on a General Management Plan Amendment (GMPA) for Gates of the Arctic National Park and Preserve. The NPS published a notice of intent to prepare an EIS on a GMPA/Wilderness Study EIS for Gates of the Arctic National Park and Preserve in the Federal Register (75 FR 4413) on January 27, 2010. Public scoping occurred in the spring of 2010, a preliminary alternatives newsletter was distributed to the public in the fall of 2010, and a Wilderness Study newsletter was sent to the public in the winter of 2011. One of the key areas of focus for the EIS was a Wilderness Study for lands in the preserve that are presently identified as eligible but that have not been proposed for wilderness designation. Under the enabling legislation, Section 201 of the Alaska National Interest Lands Conservation Act (ANILCA), Congress provided for a right-of-way across the Kobuk Unit of the preserve for access to an adjacent mining district (ANILCA Section 201(4)(b)-(e)). In 2011, the State of Alaska, at the request of a project proponent, began preliminary field studies in preparation for the application for a right-of-way. If a complete application is received, the Secretary of the Interior and Secretary of Transportation will jointly agree on the route for issuance of a right-of-way, after completion of an environmental and economic analysis prepared in lieu of an EIS which would otherwise be required under the National Environmental Policy Act. Funding by the Alaska Industrial Development and Export Authority to study the feasibility of a road has accelerated the schedule for potentially filing a right-of-way application. Due to the possibility that a right-of-way application may be filed, the NPS decided to defer the Wilderness Study and complete the GMPA with an environmental assessment. The GMPA will include a wilderness stewardship plan and update the GMP to reflect current planning standards, including zoning, capacity, and desired conditions for management. The alternatives under consideration in the GMPA do not include any new facilities or substantial staffing changes, and are not expected to have significant impacts on the human environment.

We conduct status reviews to determine whether the entity meets the definition of an endangered or threatened species under the Act. Following this status review, we will issue a proposed listing rule or a not warranted finding for the Arctic grayling upper Missouri River system DPS. Through this document, we encourage all interested parties to provide us information regarding the Arctic grayling in the upper Missouri River basin.

Pursuant to the provisions of the Federal Advisory Committee Act, notice is hereby given of meetings of the Invasive Species Advisory Committee. The purpose of the Advisory Committee is to provide advice to the National Invasive Species Council, as authorized by Executive Order 13112, on a broad array of issues related to preventing the introduction of invasive species and providing for their control and minimizing the economic, ecological, and human health impacts that invasive species cause. The Council is co-chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. The duty of the Council is to provide national leadership regarding invasive species issues. The purpose of a meeting via teleconference, in lieu of physical travel, on Thursday, December 12, 2013 is to convene the full Advisory Committee to discuss consideration, modification and adoption of an ISAC position paper on utilizing harvest incentives to control invasive species. In this Candidate Notice of Review (CNOR), we, the U.S. Fish and Wildlife Service (Service), present an updated list of plant and animal species native to the United States that we regard as candidates for or have proposed for addition to the Lists of Endangered and Threatened Wildlife and Plants under the Endangered Species Act of 1973, as amended. Identification of candidate species can assist environmental planning efforts by providing advance notice of potential listings, allowing landowners and resource managers to alleviate threats and thereby possibly remove the need to list species as endangered or threatened. Even if we subsequently list a candidate species, the early notice provided here could result in more options for species management and recovery by prompting candidate conservation measures to alleviate threats to the species. The CNOR summarizes the status and threats that we evaluated in order to determine that species qualify as candidates and to assign a listing priority number (LPN) to each species or to determine that species should be removed from candidate status. Additional material that we relied on is available in the Species Assessment and Listing Priority Assignment Forms (species assessment forms) for each candidate species. Overall, this CNOR recognizes no new candidates, changes the LPN for three candidates, and removes three species from candidate status. Combined with other decisions for individual species that were published separately from this CNOR in the past year, the current number of species that are candidates for listing is 146. This document also includes our findings on resubmitted petitions and describes our progress in revising the Lists of Endangered and Threatened Wildlife and Plants (Lists) during the period October 1, 2012, through September 30, 2013. We request additional status information that may be available for the 146 candidate species identified in this CNOR.

The new form is BSEE-0011 and entails no additional information collection burden to that already approved by OMB for the Subpart A regulations.

This Notice informs readers that BOEM is extending the deadline for submitting responses to the Call for Information and Nominations (``Call'') for Chukchi Sea Oil and Gas Lease Sale 237. The Call was initially published as docket number 2013-23670 and amended docket number 2013-24053 with a November 18, 2013 comment deadline. Pursuant to this Notice, all responses to the Call must now be received no later than December 3, 2013. The Call is the initial step in the pre-lease process for Oil and Gas Lease Sale 237 in the Chukchi Sea Planning Area, tentatively scheduled to be held in 2016, as included in the OCS Oil and Gas Leasing Program 2012-2017. The purpose of the Call is to obtain nominations and information on oil and gas leasing, exploration, and development that might result from an OCS oil and gas lease sale for the Chukchi Sea Planning Area.

We, the U.S. Fish and Wildlife Service, announce the revised taxonomy of Dendroica kirtlandii (Kirtland's warbler) under the Endangered Species Act of 1973, as amended (Act). We are revising the List of Endangered and Threatened Wildlife to reflect the scientifically accepted taxonomy and nomenclature of this species. We revise the scientific name of the species as follows: Setophaga kirtlandii (= D. kirtlandii).
