Per 30 U.S.C. 188(d), the lessee timely filed a petition for reinstatement of oil and gas lease MTM 93052, Pondera County, Montana. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $10 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of the lease and $155 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Section 31(d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective January 1, 2005 subject to: The original terms and conditions of the lease; The increased rental of $10 per acre; The increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate; and The $155 cost of publishing this Notice

This notice announces a May 3, 2005 initial meeting of the Wekiva River System Advisory Management Commission.

Pursuant to section 102(2) of the National Environmental Policy Act of 1969 and National Park Service (NPS) policy in Director's Order Number 12 (Conservation Planning, Environmental Impact Analysis, and Decision-making), the NPS announces the availability of a FEIS for the Feasibility Study on the Preservation of Civil War Battlefields and Related Historic Sites along the VCT in Arkansas, Kentucky, Louisiana, Mississippi, and Tennessee. The Feasibility Study examines almost 500 sites with a view to how they might best be preserved and linked.

This notice implements five decisions from the Gold Belt Travel Management Plan, approved August 18, 2004. The following decisions are effective immediately on certain public lands in El Paso, Fremont, Park, and Teller Counties, Colorado. (1) A change in the OHV designation for the Penrose Commons area (3,200 acres) from ``open'' to OHV use to OHV use ``limited to designated roads and trails''. (2) A change in the OHV designation for the Deer Haven area (4,900 acres) from ``closed'' to OHV use to OHV use ``limited to designated roads and trails''. (3) The closure of approximately 11,000 acres of public lands to recreational target shooting. Licensed hunters in legitimate pursuit of game during the proper season with appropriate firearms, as defined by the Colorado Division of Wildlife, are exempt from this closure. (4) A supplementary rule limiting motorized vehicle travel for parking, camping, and retrieving game to a maximum of 100 feet from designated roads and trails in the Gold Belt Travel Management Plan area (138,600 acres). (5) A supplementary rule restricting mountain bikes to designated roads and trails in the Gold Belt Travel Management Plan area (138,600 acres). The purpose of the change in designation, closure and supplementary rules is to prevent damage to public lands and resources, reduce user conflicts, protect public safety, and reduce vandalism to public and private property. The closure is made under the authority of 43 CFR 8364.1 and the supplementary rules are made under the authority of 43 CFR 8365.1-6.

Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and are new, modified, discontinued, or completed since the last publication of this notice on March 10, 2005. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. The Santa Rosa and San Jacinto Mountains National Monument Act of 2000 (Act) required the establishment of a citizens advisory committee to advise the Secretary of the U.S. Department of the Interior and the Secretary of the U.S. Department of Agriculture on resource management issues associated with the Santa Rosa and San Jacinto Mountains National Monument. This notice publishes the Peoria Tribe of Indians of Oklahoma's (Tribe) Liquor Control Ordinance. The Ordinance regulates and controls the possession, sale and consumption of liquor on the Tribe's land. This Ordinance allows for the possession and sale of alcoholic beverages on tribal land and will increase the ability of the tribal government to control liquor distribution and possession. At the same time, the Ordinance will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.

Mr. Allen Henrie (Applicant) has applied to the Fish and Wildlife Service (Service) for an Enhancement of Survival Permit (ESP) for the Utah prairie dog pursuant to section 10(a)1(A) of the Endangered Species Act of 1973 (U.S.C. 1531 et seq.), as amended (Act). This permit application includes a Safe Harbor Agreement (SHA) between the Applicant, the Utah Division of Wildlife Resources (UDWR), and the Service. The proposed SHA and permit would become effective upon signature of the SHA and issuance of the permit and would remain in effect for 40 years. We have made the determination that the proposed activities described in the application and SHA will improve prairie dog habitat and potentially establish a colony of prairie dogs on private land and that, therefore, it is categorically excluded under 516 DM 8.5 C. (1) of the Department of the Interior's Manual. This notice is provided pursuant to the National Environmental Policy Act (NEPA) and section 10 of the Act and the Service's Safe Harbor Policy (64 FR 32717). The Service requests information, views, and opinions from the public via this notice. Further, the Service is soliciting information regarding the adequacy of the SHA as measured against the Service's Safe Harbor Policy and the regulations that implement it.

The following applicants have applied for a scientific research permit to conduct certain activities with endangered species pursuant to section 10(a)(1)(A) of the Endangered Species Act (16 U.S.C. 1531 et seq.). The U.S. Fish and Wildlife Service (``we'') solicits review and comment from local, State, and Federal agencies, and the public on the following permit requests.

The plats of survey of the following described land will be officially filed in the Colorado State Office, Bureau of Land Management, Lakewood, Colorado, effective 10 a.m., April 6, 2005. The plat, representing the dependent resurveys and surveys in Township 2 North, Range 81 West, Sixth Principal Meridian, Group 1397, Colorado, was accepted March 25, 2005. The supplemental plat, amending the erroneously numbered lot 45, as shown on the plat approved October 30, 1997, to lot 47, and creating new lot 48, is based upon the survey plats approved November 29, 1984 and October 30, 1997 and the mineral survey M.S. 6771, The Cleveland Placer, approved May 16, 1891, and the mineral survey M.S. 1148, Rosa, cancelled August 9, 1984. This supplemental plat was accepted February 9, 2005. The supplemental plat, correcting the numerical errors in the longitudes for the two witness posts on the Colorado/Wyoming State Boundary and Interstate Highway 25 (I-25) and the distance between Witness Point 44+58.83 and Mile Post 45, as shown on the plat approved May 18, 1998, and is based upon the dependent resurvey plat approved May 18, 1998, and was accepted March 31, 2005. These plats and resurvey notes were requested by the Bureau of Land Management for administrative and management purposes. The plat of survey requested by the Realty Staff, White River National Forest, Glenwood Springs, Colorado, on August 11, 2004, for the purpose of identifying the boundaries of National Forest lands to be conveyed and patented out of federal ownership in conjunction with a land exchange at the base of the ski area in Vail, Colorado, under Group 1415 was accepted February 3, 2005. This plat was requested by the U.S. Forest Service, to facilitate a land exchange, and for administrative and management purposes.

In compliance with the Paperwork Reduction Act of 1995, the Office of Surface Mining Reclamation and Enforcement (OSM) is announcing that the information collection requests for the titles described below have been forwarded to the Office of Management and Budget (OMB) for review and comment. The information collection requests describe the nature of the information collections and the expected burden and cost for 30 CFR parts 750 and 877.

In accordance with the Paperwork Reduction Act of 1995, this notice announces that the Bureau of Reclamation (Reclamation) intends to extend a current information collection approved by the Office of Management and Budget's (OMB). The collection is entitled Summary of Water Requirements for Crops Grown on Eligible Land, OMB No. 1006-0024. Before submitting the information collection request to the Office of Management and Budget for approval, Reclamation is soliciting comments on specific aspects of that form.

In accordance with the Marine Mammal Protection Act of 1972 (MMPA) as amended, notice is hereby given that Letters of Authorization to take polar bears incidental to oil and gas industry exploration activities in the Beaufort Sea and adjacent northern coast of Alaska have been issued.

We, the U.S. Fish and Wildlife Service (Service), are designating critical habitat for the arroyo toad (Bufo californicus) pursuant to the Endangered Species Act of 1973, as amended (Act). In total, approximately 11,695 acres (ac) (4,733 hectares (ha)) fall within the boundaries of the critical habitat designation. The critical habitat is located in Santa Barbara, Ventura, Los Angeles, San Bernardino, and Riverside, Counties, California.

This notice announces a meeting and tour of the Arizona Resource Advisory Council (RAC). The business meeting will be held on May 3, 2005, in Kingman, Arizona, at the Dambar and Steakhouse banquet room located on 1960 E. Andy Devine Avenue. BLM will highlight the fuel reduction projects, thinning and prescribed fire, it's jointly conducting with the Pine Lake Working Group to protect the area from catastrophic wildfires. The tour will be conducted from approximately 8 a.m. to 1 p.m.

This final rule revises the U.S. Fish and Wildlife Service's permit application fee schedule for permits issued by the Divisions of Migratory Bird Management, Endangered Species, Law Enforcement, and Management Authority. The rule also clarifies several aspects of Service permit application procedures, and updates permit-related Service addresses. Additionally, the rule extends the tenure of two types of migratory bird permits.

This order extends Public Land Order No. 6591, Parcel ``B,'' for an additional 20-year period. This extension is necessary to continue the protection of a communication site and support facilities used for the safe and secure operation of national defense activities on the Nevada Test and Training Range.

This order restricts all public use on a year-round basis on 20 acres of public lands in the Saginaw Hill area administered by the Bureau of Land Management (BLM), Tucson Field Office, Arizona. Existing management designations established in the Phoenix Resource Management Plan and Final Environmental Impact Statement, dated September 1989, remain unchanged. This order is issued under the authority of 43 CFR 8364.1 and affects the following public lands:
