The Fish and Wildlife Service published a document in the Federal Register of February 15, 2005, concerning request for comments on an incidental take permit application by Triview Metropolitan District and Forest Lakes Metropolitan District, which includes a Low- Effect Habitat Conservation Plan for the Preble's meadow jumping mouse, Zapus hudsonius preblei, federally-listed as threatened, through loss and modification of its habitat associated with construction of a new sanitary sewer line extension connecting to an existing sewer line, a non-potable water reuse line, a secondary sewer line, and a new dirt access road into the Upper Monument Creek Wastewater Treatment Facility on Jackson Creek, El Paso County, Colorado. The document contained incorrect dates.

Tribal Consultation on Proposed Self-Determination and Self-Governance Funding Agreement Language on Fiduciary Trust Records Management
This notice announces a change of meeting dates reported in the Federal Register announcement of February 2, 2005 (70 FR 5457) and a new deadline for submitting written comments. The three consultation meetings are intended to obtain oral and written comments concerning: (1) A proposed policy on fiduciary trust records management for Self- Determination (Title I) and Self-Governance (Title IV) Tribes/ Consortia; and (2) proposed language to be negotiated as part of the 2006 Title I and Title IV funding agreements regarding fiduciary trust records management. This change is in response to requests from a number of Indian Tribes because two of the original dates conflicted with the National Congress of American Indians' meeting in Washington, DC which is scheduled from February 28, 2005 to March 2, 2005.
Notice of Meeting of the Trinity Adaptive Management Working Group
Pursuant to section 10(a)(2) of the Federal Advisory Committee Act (5 U.S.C. App. I), this notice announces the cancellation of a meeting of the Trinity Adaptive Management Working Group (TAMWG). The TAMWG affords stakeholders the opportunity to give policy, management, and technical input concerning Trinity River restoration efforts to the Trinity Management Council. The meeting was scheduled to be held March 1, 2005 at the Veteran's Memorial Hall, 101 Memorial Lane, Weaverville, CA 96001. This meeting will be rescheduled at a later date.
Availability of an Amended Environmental Assessment and Receipt of an Application for Renewal and Amendment of an Incidental Take Permit for Beach Driving and Related Activities, in Volusia County, FL
The County of Volusia (Applicant) seeks to renew and amend incidental take permit (ITP) TE811813. The Fish and Wildlife Service (Service) issued this ITP on November 22, 1996, pursuant to section 10(a)(1)(B) of the Endangered Species Act of 1973 (Act), as amended. The ITP authorizes take of loggerhead (Caretta caretta), green (Chelonia mydas), leatherback (Dermochelys coriacea), Kemp's ridley (Lepidochelys kempii), and hawksbill (Eretmochelys imbricata) sea turtles incidental to the Applicant's regulation of vehicular traffic on 35.6 linear miles of beaches under its jurisdiction in Volusia County, Florida. Among the proposed amendments to the ITP, the Applicant requests incidental take authority for the piping plover (Charadrius melodus). The mitigation and minimization measures outlined in the Applicant's amended Habitat Conservation Plan (HCP) to address the effects of vehicle beach access and related activities on federally listed species are described further in the SUPPLEMENTARY INFORMATION section below. The Service announces the availability of the HCP and our Environmental Assessment (EA) for the incidental take renewal and amendment application. Copies of the HCP and EA may be obtained by making a request to the Regional Office (see ADDRESSES). Requests must be in writing to be processed. This notice is provided pursuant to section 10 of the Endangered Species Act and NEPA regulations (40 CFR 1506.6).

Notice of Proposed Supplementary Rules on Public Land in Oregon and Washington
The Bureau of Land Management (BLM) Oregon State Office is proposing supplementary rules for public lands within the States of Oregon and Washington. The rules are needed in order to protect the area's natural resources and provide for public health and safety. The rules are based on existing regulations and address camping and occupancy, vehicles and off-road vehicles, fire, conduct, firearms, sanitation and refuse and permits. The supplementary rules promote consistency between BLM and other natural resource agencies including the U.S. Forest Service, National Park Service, Oregon Parks and Recreation, and the Washington Department of Natural Resources.

The Minerals Management Service in accordance with its authority and responsibility under the Outer Continental Shelf Lands Act is updating and depicting the ambulatory Submerged Lands Act boundary and Limit of ``8 (g) Zone'' for the entire Continental United States and Alaska, except where fixed under a Supplemental Decree of the United States Supreme Court. This effort is being conducted under a joint project with the NOAA National Ocean Service and the Department of State's Interdepartmental Baseline Committee to develop a new National Baseline for the United States. These diagrams constitute the basic record of the marine cadastre in the geographic area they represent.

On September 15, 2004 the State of Utah and Daggett County submitted two applications for recordable disclaimers of interest from the United States. On December 8, 2004 the State of Utah and Beaver and Iron Counties submitted two additional applications for recordable disclaimers of interest from the United States. These recordable disclaimer of interest applications are identified by BLM Serial Number UTU-82193 for Hickory Peak Road in Beaver County, Utah and UTU-82194 for Horse Valley Road in Beaver and Iron Counties, Utah. Recordable disclaimers of interest, if issued, would confirm that the United States has no property interest in the identified public highway rights-of-way. This Notice is intended to notify the public of the pending applications and the State's and Counties' grounds for supporting them. Notice of Availability for a Final Environmental Impact Statement for the General Management Plan, Big South Fork National River and Recreation Area, Kentucky and Tennessee
Pursuant to section 102(2)(C) of the National Environmental Policy Act of 1969 and National Park Service policy in Director's Order Number 2 (Park Planning) and Director's Order Number 12 (Conservation Planning, Environmental Impact Analysis, and Decision-making) the National Park Service announces the availability of a Final Environmental Impact Statement and General Management Plan (FEIS/GMP) for Big South Fork National River and Recreation Area (NRRA), Kentucky and Tennessee. The FEIS/GMP analyzes three action alternatives and one no-action alternative for guiding management of the park over the next 15 to 20 years. The three action alternatives incorporate various management prescriptions to ensure resource protection and quality visitor experiences. The agency preferred alternative proposes a system of seven management zones and a formal, designated roads and trails system. The FEIS analyzes the potential environmental impacts of the alternatives.
Plan of Operations, Environmental Assessment, Lake Meredith National Recreation Area, & Alibates Flint Quarries National Monument, TX
Pursuant to Section 9.52(b) of Title 36 of the Code of Federal Regulations, Part 9, Subpart B, the National Park Service (NPS) announces the availability of a Plan of Operations, prepared by Luxor Oil and Gas, Inc., to re-enter an existing natural gas well and directionally drill a lateral sidetrack leg, at Lake Meredith National Recreation Area and Alibates Flint Quarries National Monument. Pursuant to section 102(2)(C) of the National Environmental Policy Act of 1969, requirements of the National Parks and Recreation Act of 1978, Public Law 95-625, and National Park Service Policy in Director's Order Number 2 (Park Planning) and Director's Order Number 12 (Conservation Planning, Environmental Impact Analysis, and Decision- making) the National Park Service (NPS) will prepare an Environmental Impact Statement for the General Management Plan for Fort Pulaski National Monument located near Savannah, Georgia. The statement will assess potential environmental impacts associated with various types and levels of visitor use and resources management within the National Monument. Notice is hereby given that the National Park Service proposes to convey to VDOT 0.14-acre of federally owned land at Petersburg National Battlefield in exchange for 0.85-acre of land owned by the Commonwealth of Virginia as authorized by the Act of July 15, 1968 (16 U.S.C. 460l-22b), and Executive Order No. 7329, dated March 30, 1936.
Notice of Permit Application and Availability of a Draft Safe Harbor Agreement for The Nature Conservancy (Aravaipa Property)
The Nature Conservancy (Applicant or TNC) has applied to the U.S. Fish and Wildlife Service (Service) for an enhancement of survival permit pursuant to Section 10(a)(1)(A) of the Endangered Species Act (Act). The Applicant has been assigned permit number TE-099809-0. The requested permit, which is for a period of 20 years, would authorize take of the endangered Gila topminnow (Poeciliopsis occidentalis occidentalis) and desert pupfish (Cyprinodon macularius) as a result of ongoing watershed improvement activities on TNC-owned property within the Aravaipa watershed identified in the application, Safe Harbor Agreement (TNC Agreement), and associated documents in Graham and Pinal counties, Arizona. Implementation of the TNC Agreement will reestablish Gila topminnow and desert pupfish in three south rim tributaries of Aravaipa Creek.

The North American Breeding Bird Survey (BBS) is a long- term, large-scale avian monitoring program to track the status and trends of continental bird populations. Each spring, interested volunteers conduct counts of birds along roadsides across the United States. Data can be submitted electronically via the Internet or on hard copy. These data provide an index of population abundance that can be used to estimate population trends and relative abundances at various geographic scales. Declining population trends act as an early warning system to galvanize research to determine the causes of these declines and reverse them before populations reach critically low levels. The USGS currently provides BBS population trend estimates and raw population data for more than 400 bird species via the Internet. Estimated Annual Number of Respondents: 2500. Estimated Annual Burden Hours: 12,500 hours. Estimated Annual (Non-Hour) Cost Burden: The estimated annual (non- hour) cost burden per response is about $37.50 for a total annual burden of about $93,000. The Cape Cod National Seashore Impacts of Hunting Survey of Hunters, Visitors and Residents will provide park managers and others with important social science input about public attitudes on hunting and an assessment about whether conflicts over hunting are occurring at the Cape Cod National Seashore. Specifically the study will use hunter, resident and visitor surveys to (1) assess attitudes about hunting and hunting programs at the Cape Cod National Seashore, (2) determine the extent of conflict between hunters and nonhunters in the Cape Cod National Seashore and surrounding communities, (3) assess the extent to which the attitudes and characteristics of area residents and visitors to Cape Cod National Seashore have changed since the early 1990s, and (4) estimate the extent, and distribution of hunters and profile the behaviors of hunters within the Seashore.
