Notice of Determinations; Culturally Significant Objects Being Imported for Exhibition-Determinations: “Africa & Byzantium” Exhibition
Notice is hereby given of the following determinations: I hereby determine that certain objects being imported from abroad pursuant to agreements with their foreign owners or custodians for temporary display in the exhibition ``Africa & Byzantium'' at The Metropolitan Museum of Art, New York, New York; the Cleveland Museum of Art, Cleveland, Ohio; and at possible additional exhibitions or venues yet to be determined, are of cultural significance, and, further, that their temporary exhibition or display within the United States as aforementioned is in the national interest. Access to Information; Privacy Act Provisions
The Department of State is removing Email Archive Management Records, State-01, from the list of system of records notices (SORNs) for which Privacy Act exemptions are claimed. The Department has determined that the system covered by this SORN, eRecords Archive, does not constitute a system of records under the Privacy Act of 1974.

The Department of State is publishing the names of one or more persons that have been placed on the Department of Treasury's List of Specially Designated Nationals and Blocked Persons (SDN List) administered by the Office of Foreign Assets Control (OFAC) based on the Department of State's determination that one or more applicable legal criteria were satisfied. All property and interests in property subject to U.S. jurisdiction of these persons are blocked, and U.S. persons are generally prohibited from engaging in transactions with them.
United States Passports Invalid for Travel to, in, or Through the Democratic People's Republic of Korea (DPRK)
On September 1, 2017, all U.S. passports were declared invalid for travel to, in, or through the Democratic People's Republic of Korea (DPRK), unless specially validated for such travel. The restriction was extended for one year in 2018, 2019, 2020, 2021, and 2022 and, if not renewed, the restriction is set to expire on August 31, 2023. This notice extends the restriction until August 31, 2024, unless extended or revoked by the Secretary of State.

The U.S. Department of State's Office of Economic Sanctions Policy and Implementation (SPI) is publishing the names of two persons and one vessel that have been removed from the List of Specially Designated Nationals and Blocked Persons (SDN List) maintained by the Office of Foreign Assets Control (OFAC) and are consequently no longer subject to the prohibitions imposed April 15, 2021, ``Blocking Property With Respect To Specified Harmful Foreign Activities of the Government of the Russian Federation.''

Proposal To Extend the Cultural Property Agreement Between the United States and Honduras

Imposition of Nonproliferation Measures Against Foreign Persons, Including a Ban on U.S. Government Procurement
A determination has been made that a number of foreign persons have engaged in activities that warrant the imposition of measures pursuant to Section 3 of the Iran, North Korea, and Syria Nonproliferation Act. The Act provides for sanctions on foreign entities and individuals for the transfer to or acquisition from Iran since January 1, 1999; the transfer to or acquisition from Syria since January 1, 2005; or the transfer to or acquisition from North Korea since January 1, 2006, of goods, services, or technology controlled under multilateral control lists (Australia Group, Chemical Weapons Convention, Missile Technology Control Regime, Nuclear Suppliers Group, Wassenaar Arrangement) or otherwise having the potential to make a material contribution to the development of weapons of mass destruction (WMD) or cruise or ballistic missile systems. The latter category includes items of the same kind as those on multilateral lists but falling below the control list parameters when it is determined that such items have the potential of making a material contribution to WMD or cruise or ballistic missile systems, items on U.S. national control lists for WMD/ missile reasons that are not on multilateral lists, and other items with the potential of making such a material contribution when added through case-by-case decisions.
