Notice of Determinations; Culturally Significant Objects Imported for Exhibition Determinations: “Dead Sea Scrolls: The Exhibition” Exhibition
Notice is hereby given of the following determinations: I hereby determine that certain objects to be included in the exhibition ``Dead Sea Scrolls: The Exhibition,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the exhibit objects at the Denver Museum of Nature and Science, Denver, Colorado, from on or about March 15, 2018, until on or about September 2, 2018, and at possible additional exhibitions or venues yet to be determined, is in the national interest. The action of the United States in this matter, and the immunity based on the application of the provisions of law involved, does not imply any view of the United States concerning the ownership of the exhibit objects.
Meeting of the United States-Bahrain Joint Forum on Environmental Cooperation and Request for Comments on the Meeting Agenda and the 2017-2021 Work Program
The Department of State is providing notice that the governments of the United States and the Kingdom of Bahrain (the governments) intend to hold a Joint Forum on Environmental Cooperation (Joint Forum) and a public session in Manama, Bahrain, on March 7, 2018, pursuant to paragraphs 2-5 of the Memorandum of Understanding on Environmental Cooperation between the Governments of the United States and the Kingdom of Bahrain, which was signed September 14, 2004. During the Joint Forum, the governments will discuss how the United States and Bahrain can cooperate to protect the environment, review past bilateral environmental cooperation, and identify priority projects pursuant to the 2017-2021 Work Program on Environmental Cooperation (Work Program), approved in August 2017. The Department of State invites members of the public to submit written comments on items to include on the meeting agenda or in the 2017-2021 Work Program. The Department of State also invites interested persons to attend a public session to learn more about the work of the Joint Forum and the new Work Program, and to provide advice or comments on its implementation.

Office of the Under Secretary of State for Public Diplomacy and Public Affairs Request for Proposal (RFP) for the Fundraising, Project Management, Design, Construction, Operation, Disassembly and Removal of a USA Pavilion at Expo 2020 Dubai
The Expo Unit within the Office of the Under Secretary of State for Public Diplomacy and Public Affairs of the U.S. Department of State requests proposals from private U.S. individuals, firms, associations, educational institutions, and organizations (for profit and non-profit) for the fundraising, project management, design, construction, operation, and disassembly and removal of a USA Pavilion at Expo 2020 Dubai, in the United Arab Emirates (UAE) (https:// expo2020dubai.ae/). The UAE is a strong U.S. partner, and the largest export market for U.S. goods and services in the Middle East. The six- month long Expo 2020 Dubai from October 2020-April 2021 will be the first Expo (also known as World's Fair) to take place in the Middle East, North Africa, or South Asia and is expected to attract 25 million visitors and coincides with the UAE's 50th founding anniversary. Proposals from non-U.S. citizens or non-U.S. firms or organizations shall be deemed ineligible for consideration.
Meeting on United States-Morocco Free Trade Agreement Environment Chapter Implementation, Working Group on Environmental Cooperation, and Public Session
The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that the governments of the United States and Kingdom of Morocco (the governments) intend to hold a meeting to review implementation of the Environment Chapter of the United States-Morocco Free Trade Agreement (FTA), a meeting of the United States-Morocco Working Group on Environmental Cooperation (Working Group), and a public session in Rabat, Morocco, on March 13, 2018, at the Ministry of Environment, to discuss implementation of the Environment Chapter and Joint Statement on Environmental Cooperation.
Amendment to the International Traffic in Arms Regulations: Addition of South Sudan
The Department of State is amending the International Traffic in Arms Regulations (ITAR) to include reference to South Sudan in its regulations on prohibited exports, imports, and sales to and from certain countries, and to update defense trade policy toward South Sudan by applying a policy of denial on the export of defense articles and defense services to South Sudan, except as otherwise provided. This amendment reflects a policy determination made by the Secretary of State.

Notice of Inquiry; Request for Comments Regarding Review of United States Munitions List Categories V, X, and XI
The Department of State requests comments from the public to inform its review of the controls implemented in recent revisions to Categories V, X, and XI of the United States Munitions List (USML). The Department periodically reviews USML categories to ensure that they are clear, do not inadvertently control items in normal commercial use, account for technological developments, and properly implement the national security and foreign policy objectives of the United States.
Meetings of the United States-Peru Environmental Affairs Council, Environmental Cooperation Commission, and Sub-Committee on Forest Sector Governance
The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that, on February 21- 22, 2018, the United States and Peru will hold the ninth meeting of the Sub-Committee on Forest Sector Governance (the ``Sub-Committee''), the seventh meeting of the Environmental Affairs Council (the ``Council''), and the fifth meeting of the Environmental Cooperation Commission (the ``Commission''). The public session for the Council, Commission and Sub-Committee will be held on February 22, 2018 at 3:00 p.m. All meetings will take place in Lima, Peru, at the Ministry of International Trade and Tourism (Mincetur).
Notice of Receipt of an Application From the California Department of Transportation for Issuance of a Presidential Permit Authorizing the Construction, Connection, Operation, and Maintenance of a New Border Crossing at Otay Mesa East
The Department of State (DOS) hereby gives notice that on November 22, 2017, it received an application from the California Department of Transportation (Caltrans) for a Presidential permit authorizing the construction, connection, operation, and maintenance of a new border crossing at Otay Mesa East to serve the San Diego, California and Tijuana, Baja California areas, called the Otay Mesa East Port of Entry. A new port of entry in San Diego County could alleviate strain on the existing ports of entry and the local and regional transportation infrastructure.
