This notice announces a meeting of the International Telecommunication Advisory Committees (ITAC) to review status of preparations for the World Conference on International Telecommunication and the World Telecommunication Standardization Assembly. The ITAC will meet on September 19, 2012 from 10AM to noon EDT at 1120 20th Street, 10th floor, Washington, DC to review the status of preparations for the World Conference on International Telecommunication and the World Telecommunication Standardization Assembly. The Department of State and the Office of the United States Trade Representative are compiling recommendations for candidates to be included on a roster of environmental experts from which the CAFTA-DR Secretariat can select individuals to assist in the preparation of factual records. The Department of State and the Office of the United States Trade Representative invite environmental experts, including representatives from non-governmental organizations, educational institutions, private sector enterprises, and other interested persons, to submit their expression of interest in being included on a roster of experts. We encourage submitters to review the following prior to offering a recommendation: (1) Chapter 17: Environment of the CAFTA-DR, in particular Articles 17.7 and 17.8; (2) paragraph 2(d) of the Understanding Regarding the Establishment of a Secretariat for Environmental Matters Under CAFTA-DR; (3) paragraphs 3 and 4 of Article 5 of the Agreement Establishing a Secretariat for Environmental Matters Under CAFTA-DR; and (4) Decision No. 10 of the CAFTA-DR Environmental Affairs Council (Council). Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, and Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257 of April 15, 2003), I hereby determine that the objects to be included in the exhibition ``Shock of the News,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at The National Gallery of Art, Washington, DC from on or about September 23, 2012, until on or about January 27, 2013, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these Determinations be published in the Federal Register.
