Advisory Committee on Historical Diplomatic Documentation; Notice of Meeting
The Advisory Committee on Historical Diplomatic Documentation will meet on September 10-11, 2012, at the Department of State, 2201 ``C'' Street NW., Washington, DC. Portions of the meeting will be closed, as noted below. Prior notification and a valid government- issued photo ID (such as driver's license, passport, U.S. government or military ID) are required for entrance into the building. Members of the public planning to attend the meeting on September 10 must notify Colby Prevost, Office of the Historian (202-663-3901) no later than September 6, 2012, to provide date of birth, valid government-issued photo identification number and type (such as driver's license number/ state, passport number/country, or U.S. government ID number/agency or military ID number/branch), and relevant telephone numbers. If you cannot provide one of the specified forms of ID, please consult with Colby Prevost for acceptable alternative forms of picture identification. The remainder of the Committee's sessions in the afternoon of September 10, 2012, and in the morning on Tuesday, September 11, 2012, will be closed in accordance with Section 10(d) of the Federal Advisory Committee Act (Pub. L. 92-463). The agenda calls for discussions of agency declassification decisions concerning the Foreign Relations series and other declassification issues. These are matters properly classified and not subject to public disclosure under 5 U.S.C. 552b(c)(1) and the public interest requires that such activities be withheld from disclosure. Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257 of April 15, 2003), I hereby determine that the objects to be included in the exhibition ``Byzantine Art in the Mary and Michael Jaharis Galleries of Greek, Roman and Byzantine Art'' imported from abroad for temporary exhibition within the United States, are of cultural significance. Bureau of Political-Military Affairs; Statutory Debarment Under the Arms Export Control Act and the International Traffic in Arms Regulations
Notice is hereby given that the Department of State has imposed statutory debarment pursuant to Sec. 127.7(c) of the International Traffic in Arms Regulations (``ITAR'') (22 CFR Parts 120 to 130) on persons convicted of violating, or conspiracy to violate, Section 38 of the Arms Export Control Act, as amended (``AECA'') (22 U.S.C. 2778). Further, a public notice was published in the Federal Register on Tuesday, November 15, 2011, listing persons statutorily debarred pursuant to the ITAR; this notice makes one correction to that notice.
Imposition of Nonproliferation Measures on Five Syrian Entities
The U.S. Government has determined that five entities have engaged in proliferation activities that warrant the imposition of measures pursuant to Executive Order 12938 of November 14, 1994, as amended by Executive Order 13094 of July 28, 1998 and Executive Order 13382 of June 28, 2005.

Designation of the Center for Innovation and Technology Cooperation (CITC), Pentane Chemistry Industries (PCI), and Hossein Tanideh Pursuant to Executive Order 13382
Pursuant to the authority in section 1(ii) of Executive Order 13382, ``Blocking Property of Weapons of Mass Destruction Proliferators and Their Supporters,'' the State Department, in consultation with the Secretary of the Treasury and the Attorney General, has determined that the Center for Innovation and Technology Cooperation (CITC), Pentane Chemistry Industries (PCI), and Hossein Tanideh, have engaged, or attempted to engage, in activities or transactions that have materially contributed to, or pose a risk of materially contributing to, the proliferation of weapons of mass destruction or their means of delivery (including missiles capable of delivering such weapons), including any efforts to manufacture, acquire, possess, develop, transport, transfer, or use such items, by any person or foreign country of proliferation concern.

Advisory Committee on International Postal and Delivery Services
As required by the Federal Advisory Committee Act, Public Law 92-463, the Department of State gives notice of a meeting of the Advisory Committee on International Postal and Delivery Services (the Advisory Committee). This Committee has been formed in fulfillment of the provisions of the 2006 Postal Accountability and Enhancement Act (Pub. L. 109-435) and in accordance with the Federal Advisory Committee Act. Date and Time: The meeting will be held on Thursday, August 2, 2012, from 10 a.m. to 1 p.m., and is open to the public. Location: The American Institute of Architects, 1735 New York Ave. NW., Washington, DC 20006. Purpose and Summary of Agenda: The meeting will discuss the U.S. government's participation for the 25th Congress of the Universal Postal Union which will be held in Doha, Qatar beginning September 24, 2012. The public and members of the Advisory Committee will be briefed on preparations for the Congress, including the official U.S. delegation, and on policy initiatives. The Committee members, and subsequently members of the public, will be invited to provide additional input regarding policy issues related to the Doha Congress and to other international postal and delivery matters. Defense Trade Advisory Group; Notice of Open Meeting
The Defense Trade Advisory Group (DTAG) will meet in open session from 1:30 p.m. until 5 p.m. on Thursday, July 26, 2012, at 1777 F Street NW., Washington, DC. Entry and registration will begin at 1 p.m. The membership of this advisory committee consists of private sector defense trade representatives, appointed by the Assistant Secretary of State for Political-Military Affairs, who advise the Department on policies, regulations, and technical issues affecting defense trade. The purpose of the meeting will be to discuss current defense trade issues and topics for further study. Agenda topics will be posted on the Directorate of Defense Trade Controls' Web site, at www.pmddtc.state.gov approximately 10 days prior to the meeting. Members of the public may attend this open session and will be permitted to participate in the discussion in accordance with the Chair's instructions. Members of the public may, if they wish, submit a brief statement to the committee in writing. As seating is limited to 125 persons, those wishing to attend the meeting must notify the DTAG Alternate Designated Federal Officer (DFO) by COB Friday, July 20, 2012. The Department of State is amending the International Traffic in Arms Regulations (ITAR) to update the policy toward Yemen. Licenses or other approvals for exports or imports of defense articles and defense services destined for or originating in Yemen will be reviewed, and may be issued, on a case-by-case basis.
