clarity of the information to be
collected.

Abstract of Proposed Collection
The information collected is an
important part of the Department’s
responsibility to coordinate U.S.
Government planning; institutionalize
U.S. conflict prevention and
stabilization capacity; and help stabilize
societies in transition from conflict or
civil strife so they can reach a
sustainable path toward peace,
democracy, and a market economy. The
information gathered will be used to
identify Civilian Response Corps
members who are available to
participate in CRC missions.
Methodology
Respondents will complete an
electronic DS–4096 application via the
Web site (www.crs.state.gov).

acts of terrorism that threaten the
security of U.S. nationals or the national

Consistent with the determination in
Section 10 of Executive Order 13224
that ‘‘prior notice to persons determined
to be subject to the Order who might
have a constitutional presence in the
United States would render ineffectual
the blocking and other measures
authorized in the Order because of the
ability to transfer funds
instantaneously,’’ I determine that no
prior notice needs to be provided to any
person subject to this determination
who might have a constitutional
presence in the United States, because
to do so would render ineffectual the
measures authorized in the Order.
