Visas: Documentation of Nonimmigrants Under the Immigration and Nationality Act, as Amended
This rule expands guidance to consular offices for the review of nonimmigrant visa issuances and refusals contained at 22 CFR 41.113(i) (new) and 22 CFR 41.121(c), respectively, to specify who should conduct the reviews, the types of cases to be reviewed, and the goals of the reviews.
Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Community College Summit Initiative Program
The Bureau of Educational and Cultural Affairs (ECA) announces an open competition for assistance awards to administer the Community College Summit Initiative Program, which will support international undergraduate students at accredited U.S. community colleges. The Bureau is launching this initiative to build on the achievements of the U.S. University Presidents Summit on International Education that was convened by the Secretary of State and the Secretary of Education in January 2006. The Program will provide quality educational programs, professional development, employment skills and a first-hand understanding of American society to underserved, non-elite international students, particularly women and students in their early/ mid-twenties from selected priority countries who already have work experience. Projected participating countries include Brazil, Egypt, Indonesia, Pakistan, South Africa, and Turkey. Community college consortia or associations of community colleges meeting the provisions described in Internal Revenue Code section 501(c) may submit proposals to cooperate with the Bureau in the administration and implementation of the 2006 Community College Summit Initiative Program. The total amount of funding available for all program and administrative costs will be $3 million. Applicants may apply to administer the entire program or a portion thereof, proportionate to the program being proposed. Please indicate the number of participants that can be accommodated at the funding level for which you are applying, based on detailed calculations of program and administrative costs. In order to maximize the number of international student participants under this program, it is the Bureau's expectation that significant institutional and private sector funding and cost sharing will be made available by cooperating institutions to help defray the cost of the scholarships.
Announcement of Meetings of the International Telecommunication Advisory Committee
This notice announces a series of International Telecommunication Advisory Committee (ITAC) meetings to prepare for the September 2006 meetings of the International Telecommunication Union Telecommunication Development Sector (ITU-D) Study Groups 1 and 2. The International Telecommunication Advisory Committee (ITAC) will meet to prepare for the September 2006 meetings of ITU-D Study Groups 1 and 2. Meetings are scheduled for Thursday afternoons, 2 p.m.-4 p.m., on July 13 and 27, and August 3, 10, and 17. All meetings will be held in Room 2533A of the Department of State Harry S Truman Building. A conference bridge will be available for those outside the Washington Metro area. These meetings are open to the public. Bureau of Educational and Cultural Affairs (ECA); Request for Grant Proposals: Study of the United States Institute for Korean Undergraduate Student Leaders
The Branch for the Study of the United States, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs, invites proposal submissions for the design and implementation of the ``Study of the United States Institute for Korean Undergraduate Student Leaders'' to take place over the course of six weeks beginning in January 2007. The Institute is intended to provide a group of 15-18 highly motivated undergraduate students with an integrated and imaginatively designed academic and educational travel program that will give them a deeper understanding of U.S. politics, culture and society, while at the same time enhancing their leadership skills. Funding for this program is pending availability of FY-2007 funds.

Hague Convention on Intercountry Adoption; Intercountry Adoption Act of 2000; Consular Officer Procedures in Convention Cases
This proposed rule amends U.S. Department of State regulations to provide for intercountry adoptions that will occur pursuant to the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (hereinafter the ``Convention'') and the Intercountry Adoption Act of 2000 (hereinafter the ``IAA'') This proposed rule addresses consular officer processing of immigration petitions, visas, and Convention certificates in cases of children immigrating to the United States in connection with an adoption subject to the Convention.
Announcement of Meetings of the International Telecommunication Advisory Committee
This notice announces an International Telecommunication Advisory Committee meeting to prepare for a meeting of the Organization of American States Inter-American Telecommunication Commission (CITEL) Conference Preparatory Committee. The International Telecommunication Advisory Committee (ITAC) will meet to prepare for the July 10-12 meeting of the CITEL Conference Preparatory Committee in Costa Rica. The preparatory meeting will be held in the Washington, DC Metro area on July 6, 2006 2-4 p.m. The purpose of the meeting is to advise the Department of State on proposed Inter-American Positions to be taken by CITEL at the next International Telecommunication Union Plenipotentiary Conference. A conference bridge will be available for those outside the Washington Metro area. The International Telecommunication Advisory Committee (ITAC) will meet to prepare for CITEL PCC.I (Telecommunication) on August 8 and 24, 2006 10 a.m.-noon in Washington, DC at a location to be determined. Intercountry Adoption-Issuance of Hague Convention Certificates and Declarations in Convention Adoption Cases
The Department of State (the Department) is proposing new regulations to implement the certification and declaration provisions of the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (the Convention) and the Intercountry Adoption Act of 2000 (the IAA) with respect to adoption and custody proceedings taking place in the United States. This proposed regulation would govern the application process for Hague Convention Certificates and Hague Convention Declarations in cases involving emigration of a child from the United States. It would also establish a process for seeking certification, for purposes of Article 23 of the Convention, that an adoption done in the United States following a grant of custody in a Convention country of origin was done in accordance with the Convention.
Rule Title: Department of State Acquisition Regulation
This rule makes final a proposed rule issued on December 22, 2004, with several revisions. It revises the DOSAR to formalize Department policy regarding the application of the Small Business Act to contracts awarded by domestic contracting activities where contract performance takes place overseas; and, revises the coverage regarding Defense Base Act insurance. The final rule also contains several miscellaneous amendments and corrections not published on December 22, 2004, as outlined below. The Department received public comments from three sources on the proposed rule, which are discussed below.
Nomenclature Changes Reflecting Creation of Department of Homeland Security
This rule makes technical nomenclature changes to Title 22 Code of Federal Regulations (CFR) parts 40, 41, and 42 to properly reflect the creation of the Department of Homeland Security (DHS) and its assumption of the functions of the former Immigration and Naturalization Service (INS). This rule also reflects changes to form numbers on various visa-related forms. Because the amendments are entirely technical, the State Department is not providing an opportunity for public comment under the Administrative Procedure Act ``good cause'' exemption.

Au Pair Exchange Programs
The Department of State (Department) adopts as final certain proposed amendments to existing au pair regulations. These changes will permit au pair sponsors to request a one-time extension of six, nine, or 12 months beyond an au pair participant's original 12-month period of program participation).
Notice of Intent To Amend the Charter of the Secretary of State's Advisory Committee on Transformational Diplomacy
Pursuant to section 9(a) of the Federal Advisory Committee Act (Pub. L. 92-463) and under the general authority of the Secretary and the Department of State, as derived from the President's constitutional authority and as set forth in sections 2656 and 2651a of Title 22 of the United States Code and other relevant statutes, this is a notice of intent to amend the charter established for the Secretary of State's Advisory Committee on Transformational Diplomacy. The Advisory Committee is to provide private sector expertise related to transformational diplomacy and other institutional challenges facing the Department of State, in particular as they concern the effective structuring, leadership and management of a global diplomacy enterprise. Members of the Advisory Committee may include private sector individuals, including former U.S. Government officials. All meetings of this Committee will be published ahead of time in the Federal Register. Additionally, the Secretary of State's Advisory Committee on Transformational Diplomacy is essential to the conduct of Department of State business, and is in the public interest. Advisory Committee on Historical Diplomatic Documentation Notice of Meeting
The Advisory Committee on Historical Diplomatic Documentation will meet in the Department of State, Annex 1, 2401 E Street, NW., Washington, DC, June 19-20, 2006, in Conference Room 316. In a notice of proposed rulemaking published in the Federal Register on April 7, 2006 (71 FR 17778) regarding proposed revisions to its training/internship programs administered by the Bureau of Educational and Cultural Affairs, the Department of State stated that the proposed rule contained a collection of information requirement for Purposes of the Paperwork Reduction Act. The Department further stated that it would be submitted to OMB for review and be the subject of a separate Federal Register notice and request for public comment.
