The Educational Information and Resources Branch (ECA/A/S/A), Office of Global Educational Programs, of the Bureau of Educational and Cultural Affairs, announces an open competition to administer EducationUSA advising centers in the Middle East and North Africa. Public and private non-profit U.S. organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to offer overseas educational advising, orientation, and information services for international students and scholars in one or more of twelve locations in the Middle East and North Africa. Organizations wishing to apply for this cooperative agreement must either currently have offices in the countries covered by this agreement, or include a detailed plan in their proposal for establishing such a presence by January 1, 2007, when advising activities must begin. Maximum expected award level is $600,000, pending availability of funds. Start-up costs related to opening new advising centers (fees, purchase of equipment, etc.) must be borne by the applicant, and may not be included in the budget submission of this proposal. Applicants are encouraged to keep headquarters costs as low as possible and ensure that maximum funding flows to field offices. Please see POGI for details.

On April 28, 2006, the Department of State certified, pursuant to Section 609 of Public Law 101-162 (``Section 609''), that 14 nations have adopted programs to reduce the incidental capture of sea turtles in their shrimp fisheries comparable to the program in effect in the United States. The Department also certified that the fishing environments in 24 other countries and one economy, Hong Kong, do not pose a threat of the incidental taking of sea turtles protected under Section 609. Shrimp imports from any nation not certified were prohibited effective May 1, 2006 pursuant to Section 609.

The Department of State is clarifying the coverage in the U.S. Munitions List (USML), Category VIII Aircraft and Associated Equipment to reflect decisions arising from a commodity jurisdiction conducted under section 120.4 of 22 CFR part 120. The result of the commodity jurisdiction is provided to ensure that all U.S. exporters are advised that any airframe parts and components common to the C-130 (Models A through H) and L-100 aircraft that have no current use on any other commercial aircraft are subject to the jurisdiction of the Department of State, Directorate of Defense Trade Controls (DDTC), effective 90 days from the date of publication of this notice. This 90 day period provides U.S. exporters the opportunity to complete existing transactions and to apply to DDTC for the proper export approval for new or subsequent shipments. Exporters should note that this notice addresses only airframe parts and components common to the C130 and L-100 aircraft; the Department of State is not asserting jurisdiction over the L-100 aircraft at this time. Any systems employed on the L-100 that also are employed on any other commercial aircraft will remain subject to the jurisdiction of the Department of Commerce. This is subject, however, to the requirement that any systems employed on the L-100 that are specifically designed, modified, configured, or adapted for a military application will remain subject to the jurisdiction of the Department of State. Questions concerning the appropriate jurisdiction of specific systems or subsystems should be directed to DDTC. Finally, this determination does not apply to the parts and components for the C-130J model as this aircraft differs from preceding models of the C-130 so as to be considered a separate military aircraft. All C-130J parts and components are USML-controlled.

The Educational Information and Resources Branch in the Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a cooperative agreement to support the Regional Educational Advising Coordinator (REAC) Program. The underlying goal of this cooperative agreement is to foster international student mobility between the United States and the rest of the world. The grantee organization will provide programmatic oversight and coordination, communication and information channels, training and logistical support, and human resource services to eight REACs, thus assuring their capacity to supply the EducationUSA network of 450 State Department-supported educational advising centers with adequate resources and professional training, and in turn, hundreds of thousands of overseas students with objective, accurate and timely information on U.S. higher education. The grantee organization will also ensure that the Bureau, U.S. embassies and Fulbright commissions receive thoughtful assessments of issues concerning advising centers and regional trends in student mobility from the REACs. Non-profit higher education organizations with the infrastructure to manage programs in all regions of the world may submit proposals which demonstrate their knowledge of international student mobility, understanding of the needs of the EducationUSA network, and the capacity to support REACs based in Ghana, Germany, Mexico, Morocco, Pakistan, Peru, Russia, and Thailand. Pending availability of FY07 funding, this grant will provide an assistance award in the range of $1,273,000 to $1,433,000.

The Department of State is proposing to update the regulations implementing 1 U.S.C. 112a and 112b in order to reflect amendments to the statutes governing publication of U.S. international agreements and their transmittal to the Congress. It is further proposing not to publish certain categories of international agreements in the compilation entitled ``United States Treaties and Other International Agreements'' or in the Treaties and Other International Acts series. These categories of agreements are of a highly technical or specialized nature and are of limited interest to the public. Further, the regulations are proposed to be amended to reflect adjustments to certain internal procedures within the State Department on the reporting of international agreements to Congress. Finally, the Department is adding a new requirement concerning procedures for consultation with the Secretary of State in the negotiation and conclusion of international agreements. Where an international agreement could reasonably require for its implementation the issuance of a significant domestic regulatory action, agencies proposing the agreement are to consult in a timely manner with the Office of Management and Budget (OMB), and the Department of State should confirm that timely consultations were undertaken.

The Teacher Exchange Branch in the Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs (ECA), U.S. Department of State, announces an open competition for an assistance award in the amount of $700,000 to support the FY 2006 U.S.Russia Language, Technology, Math, and Sciences (LTMS) Teacher Program. This program provides a three- to four-week professional development program in the U.S. for secondary-level teachers from Russia, followed by a program in Russia for U.S. teachers and the Russian educators, and a series of workshops in Russia led by the Russian teachers for their colleagues. U.S. organizations meeting the provisions described in Internal Revenue Code section 26 501(c)(3) are eligible to apply. In a proposal, applicants should address their capacity to recruit teachers of English as a Foreign Language (EFL), history, social studies, math, science, and information technology in Russia.
