The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs announces an open competition for grants that support exchanges and build relationships between U.S. non- profit organizations and civil society groups in Africa, East Asia, Eurasia, Europe, the Near East, North Africa, South Asia and the Western Hemisphere. U.S. public and non-profit organizations meeting the provisions described in Internal Revenue code section 26 U.S.C. 501(c)(3) may submit proposals that support the goals of The Professional Exchanges Program. Projects should promote mutual understanding and partnerships between key professional groups in the United States and counterpart groups in other countries through multi- phased exchanges taking place over one to three years. Proposals should further transformational democracy which seeks to encourage and support the development of more democratic societies and institutions, with a view toward creating a more stable world. To the fullest extent possible, programs should be two-way exchanges supporting roughly equal numbers of participants from the U.S. and foreign countries. Proposed projects should promote the transformation of institutional and individual understanding, foster dialogue, share expertise and develop capacity in one of five thematic areas: (1) Responsible Governance; (2) Developing Professional Standards in Media; (3) Creating Economic Growth to Fight Poverty and Strengthen Democracy; (4) Dialogue on Intellectual Property or Municipal Governance as a Device for Bridging Conflict; and (5) Integration of Marginalized Populations, Particularly Youth, in Western Europe. Through these people-to-people exchanges, the Bureau seeks to break down stereotypes that divide peoples, to promote good governance, to contribute to conflict prevention and management, and to build respect for cultural expression and identity in a world that is experiencing rapid globalization. Projects should be structured to allow American professionals and their international counterparts in target countries to develop a common dialogue for dealing with shared challenges and concerns. Projects should include current or potential leaders who will effect positive change in their communities. Exchange participants might include community leaders, elected and professional government officials, religious leaders, educators, and proponents of democratic ideals and institutions, including for example, the media and judiciary, or others who influence the way in which different communities approach these issues. The Bureau is especially interested in engaging socially and economically diverse groups that may not have had extensive contact with counterpart institutions in the United States. The Bureau encourages the submission of proposals that engage these audiences in countries with significant Muslim populations, or that engage educators or groups that influence youth in innovative ways. Applicants may not submit proposals that address more than one region or for countries that are not designated in the RFGP. For the purposes of this competition, eligible regions are Africa, East Asia, Eurasia, Europe, the Near East, North Africa, South Asia, and the Western Hemisphere. No guarantee is made or implied that grants will be awarded in all themes and for all countries listed. Requests for grant proposals on the creation, performance, or presentation of artistic work will be announced in a separate competition. The Youth Programs Division, Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs, announces an open competition for projects to provide Arabic or Chinese language instruction overseas for American high school students in Summer 2006. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to implement six-to eight-week summer institutes in an Arabic-speaking country and/or a Chinese-speaking country (hereafter referred to as China and understood to include mainland China and Taiwan as training sites) for U.S. students aged 15 to 18 to have both formal and informal Arabic or Chinese language instruction through a comprehensive exchange experience. ECA plans to award one or two grants for either an Arabic Institute or a Chinese Institute, or both. Applicants may apply to implement institutes in one or both languages.

The Fulbright Teacher Exchange Branch in the Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs (ECA), U.S. Department of State, announces an open competition for an assistance award in the amount of $2,750,000 to support the FY 2006 Eurasia/South Asia Teaching Excellence and Achievement Program, a series of concurrent six- to seven-week professional enrichment programs in the U.S. for outstanding secondary- level teachers from selected countries in Eurasia and South Asia, followed by subsequent programs involving U.S. teachers with the Eurasian and South Asian teachers in their countries. Applicant organizations should be prepared to conduct recruitment and accommodate participants from the following countries: Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Ukraine, Uzbekistan, Afghanistan, Bangladesh, India, Pakistan, and Sri Lanka. During the course of this two-year program, approximately 136 teachers of English as a Foreign Language (EFL) and the social sciences in groups of 20 to 25 teachers in each cohort will take part in U.S.- based professional development institutes to learn new teaching methodologies and approaches to curriculum development through workshops, seminars and, where possible, team-teaching in secondary- level classes with U.S. mentor teachers. Approximately 36 outstanding U.S. teachers will subsequently travel to Eurasia and South Asia to take part in shorter programs with their Eurasian/South Asian counterparts. To build on the achievements of the exchange visits, small grants will be awarded to individual foreign and U.S. teacher alumni in support of follow-on projects.

Notice is hereby given that the Department of State has imposed statutory debarment pursuant to Section 127.7(c) of the International Traffic in Arms Regulations (``ITAR'') (22 CFR parts 120 to 130) on persons convicted of violating or conspiring to violate Section 38 of the Arms Export Control Act (``AECA'') (22 U.S.C. 2778).

The English Access Microscholarship Program is designed to give non-elite, 14 to 18 year old students in countries with significant Muslim populations the opportunity to study English, to gain an appreciation for American culture and values, and to increase their ability to participate successfully in the socio- economic development of their countries. The microscholarships fund in- country study for classes close to the students' homes. While the English Access Microscholarship Program does not support study in the United States, the Program does provide for two Summer workshops, one for selected Directors and teachers and the other for selected students. In addition to providing quality instruction in the English language, all courses in which microscholarship students are enrolled must include significant U.S. content that gives the students insights into, and an appreciation for, American culture and values, and American democratic principles. Another important goal of the English Access Microscholarship Program is for a reasonable number of the students to acquire sufficient English language skills to be eligible to participate in traditional ECA exchange programs or other U.S. study opportunities.
