This final rule updates the Code of Federal Regulations pertaining to DEA by alphabetizing definitions and eliminating the numeric listings in those definitions in order to simplify future rulemakings where additional definitions are added or deleted. This rule also corrects typographic errors, reflects organizational changes, and updates cross-reference listings in the CFR. This action makes no substantive changes to the affected rules.

The National Institute of Corrections (NIC) is seeking applications for the revision of its Jail Resource Management training program. The project will be for a 9-month period and will be carried out in conjunction with the NIC Jails Division. The awardee will work closely with NIC staff on all aspects of the project. To be considered, applicants must demonstrate, at a minimum, in-depth knowledge of (1) the purpose, functions, and operational complexities of local jails, (2) budget issues common in jails, (3) analysis of jail resource needs, (4) development and presentation of a budget request to appropriate governing bodies, (5) budget management, and (6) the resource constraints faced by many local governments and their jails. Also, the applicant must demonstrate expertise and experience in developing curricula based on adult learning principles, specifically the Instructional Theory into Practice (ITIP) model.

Reorganization of Regulations on the Adjudication of Department of Homeland Security Practitioner Disciplinary Cases

The Department of Justice is amending its regulations governing the discipline of immigration practitioners as follows. First, the Department is removing unnecessary regulations and adding appropriate references to applicable regulations of the Department of Homeland Security (DHS). Second, the Department is making technical amendments to the Executive Office for Immigration Review's (EOIR) practitioner disciplinary regulations and clarifying the Department of Justice's final rule on Professional Conduct for PractitionersRules and Procedures, and Representation and Appearances, which became effective on January 20, 2009.
