The Consolidated Appropriations Act, 2014 requires that HUD apply ``an inflation factor as established by the Secretary, by notice published in the Federal Register'' to adjust FY 2014 renewal funding for the Tenant-based Rental Assistance Program or Housing Choice Voucher (HCV) Program of each PHA. HUD began using Renewal Funding Inflation Factors in FY 2012. These Renewal Funding Inflation Factors incorporate economic indices to measure the expected change in per unit costs (PUC) for the HCV program. The methodology for FY 2014 is similar to that used in FY 2013.

Pursuant to the Privacy Act of 1974 (U.S.C. 552a(e)(4)), as amended, and Office of Management and Budget (OMB), Circular No. A-130, notice is hereby given that the Department of Housing and Urban Development (HUD), Office of the Chief Information Officer (OCIO) proposes to terminate and modify Privacy Act notifications previously published in the Federal Register. The Office of Single Family Housing is modifying its Lender Electronic Assessment Portal (LEAP) system of records to implement a series of new enhancements that will improve its overall capabilities and streamline the recertification process for its Federal Housing Administration approved lenders. Furthermore, the current HUD/HS-60: Institution Master File (IMF) system of records previously published in the Federal Register on August 25, 2009 at 74 FR 42910 will be replaced in its entirety by LEAP. The migration of records to LEAP from IMF allows HUD approved Lenders to use LEAP to process its annual recertification, to manage institution/branch information and lender profiles, and its Cash Flow account setup activities. Where traditionally lenders were required to access multiple systems to complete the annual recertification process, LEAP will enable lenders to complete all the required recertification submissions in one system. The LEAP system of records notice ``Categories of Record in the System'', ``Purpose'', and ``Routine Use'' captions are being updated to capture new functions for the LEAP system. Additionally, other captions of the SORN are updated to refine previously published information about the system in a clear and cohesive format. This notice supersedes the previous SORN published in the Federal Register for LEAP on November 16, 2011 at 76 FR 71067. The records contained in this system which pertain to individuals contain principally proprietary information concerning sole proprietorships. Some of the records in the system which pertain to individuals may reflect personal information, however, only the records reflecting personal information are subject to the Privacy Act.
Notice of HUD's Funding Availability for Fiscal Years 2014 and 2015 Housing Counseling Training Grant Program

This notice announces that HUD has posted on https:// www.Grants.gov and https://www.HUD.gov its FY 2014 Housing Counseling Training Grant Program NOFA. The Housing Counseling Training NOFA is comprised of both the General Section to the Department's FY 2014 NOFAs for Discretionary Programs (General Section) published February 19, 2014 and this NOFA. In addition to the application requirements set forth in the NOFA, applicants must also comply with the requirements established in the General Section, and all Housing Counseling Training Program requirements. With this single FY 2014-FY 2015 NOFA and corresponding FY 2014 HUD General Section, HUD may conduct a competition for housing counseling training grant funding for both FY 2014 and FY 2015. HUD would use the applications received under this FY 2014 and FY 2015 NOFA, and the corresponding scores and funding methodology relevant to this NOFA, to make awards for FY2014, utilizing FY 2014 appropriations. HUD would use the same list and methodology to award FY 2015 funds, subject to the availability of appropriations and any other authority that may govern the award of FY 2015 funds. Grantees that receive FY 2014 housing counseling training funding will be contacted by HUD to determine their interest in FY 2015 funding. HUD would then rerun the FY 2014 funding formula, utilizing FY 2014 application data/scores, should FY 2015 funding becomes available, for those FY 2014 grantees that express interest and remain eligible. Doing this will enable HUD to make awards quickly after FY 2015 appropriations become available, and significantly reduce the application burden for counseling agencies. The General Section for FY 2014 will govern both the FY 2014 and FY 2015 comprehensive housing counseling grant funds.

The Energy Independence and Security Act of 2007 (EISA) establishes procedures for the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Agriculture (USDA) to adopt revisions to the 2006 International Energy Conservation Code (IECC) and to the 2004 energy codes of the American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE), referred to as ASHRAE 90.1-2004, subject to: (1) A determination that the revised codes do not negatively affect the availability or affordability of new construction of single and multifamily housing covered by EISA, and (2) a determination by the Secretary of Energy that the revised codes ``would improve energy efficiency.'' \1\ This Notice announces the preliminary determination of HUD and USDA, as required under section 481(d) of EISA, that the 2009 IECC and (with the exception of the State of Hawaii) ASHRAE 90.1-2007 will not negatively affect the affordability and availability of housing covered by EISA. As of September 2013, 32 States plus the District of Columbia have already adopted the 2009 IECC, its equivalent, or a higher standard for single family homes. Thirty-eight States plus the District of Columbia have already adopted ASHRAE 90.1-2007, its equivalent, or a higher standard for multifamily buildings. For those States that have not yet adopted either of these standards, this Notice relies on several studies that show that these codes are cost effective, in that the incremental cost of the additional efficiency measures pays for itself with energy cost savings on a life-cycle basis.

The Department of Housing and Urban Development (HUD) gives notice that Galveston County (County), as the Responsible Entity in accordance with 24 CFR 58.2(a)(7), and the Texas General Land Office (GLO) intend to prepare an Environmental Impact Statement (EIS) for the development of a wastewater collection system and treatment facility in the unincorporated community of Crystal Beach on Bolivar Peninsula, Galveston County, Texas. Pursuant to the authority granted by section 104(g) of the Housing and Community Development Act of 1974 (HCD Act) in connection with the Community Development Block Grant Disaster Recovery (CDBG-DR) program, Galveston County has assumed responsibility for compliance with the National Environmental Policy Act (NEPA) and will perform the environmental review. This notice is in accordance with regulations of the Council on Environmental Quality at 40 CFR parts 1500-1508. A Draft EIS will be prepared for the proposed action described herein. Comments relating to the Draft EIS are requested and will be accepted by the contact person listed below. When the Draft EIS is completed, a notice will be sent to individuals and groups known to have an interest in the Draft EIS and particularly in the environmental impact issues identified therein. Any person or agency interested in receiving a notice and making comment on the Draft EIS should contact the person listed below up to 30 days following publication of this notice. The EIS will be a NEPA document intended to satisfy requirements of federal environmental statutes. In accordance with specific statutory authority of Section 104(g) of the HCD Act and HUD's regulations at 24 CFR part 58 (Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities) HUD has provided for assumption of its NEPA authority and NEPA lead agency responsibility by the County. The proposed project requires the preparation of an EIS (under 24 CFR 58.37) because the project would provide sewer capacity to support 2,500 or more housing units. Responses to this notice will be used to: (1) Determine significant environmental issues, (2) identify data that the EIS should address, and (3) identify agencies and other parties that will participate in the EIS process and the basis for their involvement.
